Per the Governor's Emergency Proclamation 20-28, the City of Renton is prohibited from holding an in-person
meeting at this time. Therefore, a virtual/telephonic Public Hearing will be held by the Renton City Council on
January 10, 2022 at 7:00 p.m. by means of the Zoom video conferencing web application, which includes a
phone-in option, to consider the following petition. The public is highly encouraged to attend the meeting by
using one of the methods listed below.

PERMITS/REVIEW REQUESTED: Development Agreement and Change of Use
PROJECT DESCRIPTION: The applicant, King County Department of Community and Human Services
(DCHS), is requesting a Development Agreement and change of use to convert the former Extended Stay
America (ESA) hotel to Permanent Supportive Housing with on-site services for the chronically homeless. The
property manager and service provider, Catholic Community Services, would provide coordinated facility
management and programing services to offer housing and supportive services to the homeless community. In
place of a conditional use permit and site plan review land use application, a development agreement is being
proposed to clarify development standards and operational requirements. King County, acting as the SEPA lead
agency, issued a Determination of Non-Significance on October 12, 2021. No appeals were filed. The 3.89-acre
project site is located at 1150 Oakesdale Ave SW (APN 9188000148) and is zoned Commercial Office (CO).
Vehicular access to the site would be provided via a Oakesdale Ave SW. A total of 117 surface parking spaces
would be provided for approximately 106 units. As developed, each studio-style room includes a fully equipped
kitchen with refrigerator, oven/range, and microwave. Minor site plan and building improvements are proposed
to the existing property, such as an enclosed outdoor amenity area for residents, fencing, and a larger refuse
and recycling area. The proposed use would include 24-hour staffing, a code-of-conduct for all residents, active
individualized case management, wrap-around service availability for residents, adherence to a good neighbor
plan that addresses litter, noise, and security procedures. According to City of Renton (COR) Maps, the site
contains high seismic hazard area, regulated slopes, and is located within the Black River/Springbrook Creek
Reach A Regulated Shoreline, Shoreline High Intensity Regulated Shoreline and Special Flood Hazard Area (100
year flood) FEMA Zone – EA. The applicant submitted a Phase I Environmental Site Assessment with the project
application.

PUBLIC HEARING:
City Facilities are currently closed due to the ongoing state of emergency enacted by Governor’s
Proclamation 20-05 therefore, a virtual/telephonic public hearing is tentatively scheduled for January 10,
2022 at 7:00 p.m. before the Renton City Council by means of the Zoom video conferencing web application
which includes a phone-in option.
