Melanie,
I understand you posed some additional questions to Marissa Gifford regarding the Energize Eastside
Noise Variance application, please find below a response to your questions from PSE. In addition, I have
attached a copy of the noise attenuation map referenced in their response.
PSE equipment and use areas for the requested noise variance would be staged adjacent to poles 0/9
and 1/1, as shown on Figure 1 – Noise Attenuation map in the original noise variance application
package. These poles are located in upland areas, well away from the Cedar River and the parcel(s) in
question (the river’s edge is at least 500’ from pole 1/1 and nearly 1,000’ from pole 0/9). No equipment,
staging or other use of the Cedar River area is required for the work proposed under this noise variance.
The only activity near the Cedar River would be aerial restringing of the transmission lines once the new
poles are installed and wire is ready to be stringed, these lines are elevated high above the river and
restringing activity is not anticipated to cause noise issues at the river and adjacent locations due to the
elevated height of the lines and very low noise from restringing activities. Restringing activities would be
done from poles 0/9 and 1/1.

Look to the left side: Green Dots: 2447 & 2505 mark 2 of the 3 houses located in this
little enclave of homes.
Parcel # 9038 (no address) identifies the parcel upon which the 3rd house resides.
Look to the right of parcel #9038 – for Parcel # 9036. That parcel is owned by PSE.
Across the river, parcel # 9110. That parcel is also owned by PSE.
· Those two parcels weren’t referenced as properties involved with the Project
Location/Aerial Crossing
Question: Were those 2 parcels omitted intentionally or is that an oversight?

PSE Response: While those two parcels are owned by PSE, they are not part
of the Energize Eastside project lines – it represents another PSE
transmission line which will not be modified by this proposal.
· Parcel #: 162305HYDR – Is this the parcel identifier for the Cedar River?

Question: Does the above parcel number reflect the Cedar River Channel in that
reach? Please elaborate to describe the distance, channel width and/or river miles that
are represented by that specific parcel number.
PSE Response: This parcel number (162305HYDR) does represent the parcel
associated with the Cedar River channel in the project area. Approximate
channel width of the Cedar River within the project area of this noise variance
request is 70 feet. The project area is located between River Mile 2 and 3 (closer
to River Mile 3), along the Cedar River.

Yes – I understand the decision is final – and it is a worthy project.
The focus for my inquiry and many questions relate to the Noise Variance has to do with
the Ground Logistic at the crossing of SR 169 and the Cedar River and the Project
Management Schedule.
I need information that directly relates to the “crossing of S.R. 169 and the Cedar River.”
The Plan View of the staging, logistics and execution of the project at that point of
crossing is important since my Mother’s property may very well be, the closest adjacent
landowner to the work.
I’m looking for information on;
1. Where the equipment will be staged
2. How close is the “working area” to the land owned by my Mother
3. What does this project look like – visually? (I don’t have a mental picture of
what the actual process looks like)

permit have already been issued and are final.
