This letter is written on behalf of the Environmental Review Committee (ERC) to advise you that they have completed
their review of the subject project and have issued a threshold Determination of Non-Significance-Mitigated with
Mitigation Measures. Please refer to the enclosed ERC Report and Decision for more details.
Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on January 24, 2022.
Appeals to the Examiner are governed by RMC 4-8-110 and more information regarding the appeal process may be
obtained from the Renton City Clerk’s Office, (425) 430-6510. Due to Governor Jay Inslee’s Proclamation 20-25 (“Stay
Home, Stay Healthy”), the City Clerk’s Office is working remotely. For that reason, appeals must be submitted
electronically to the City Clerk at cityclerk@rentonwa.gov. The appeal fee, normally due at the time an appeal is
submitted, will be collected at a future date. If the situation changes such that the City Clerk’s Office is open when you
file your appeal, you have the option of filing the appeal in person.

Project Description: The applicant is requesting a Shoreline Exemption and Environmental (SEPA) Review to
resurface the natural grass fields at the Virginia Mason Athletic Center (VMAC). The
VMAC is located at 12 Seahawks Way in the Commercial Office Residential (COR) zoning
designation. The project proposal includes excavation of approximately 250,000 square
feet of sand and organic material deposited on three outdoor practice fields via regular
maintenance activities over the last 14 years and grading of existing topsoil and
reinstallation of new turf/sod. The outdoor fields are partially within the Shoreline High
Intensity designation associated with Lake Washington Reach C. A portion of the work
would occur within the shoreline designated area located approximately 200 feet from
the ordinary high water mark (OHWM). No native soils or soils associated with the
existing three-foot (3’) soil cap layer would be disturbed. Excavated material would be
transported using small dump trucks to a barge via temporary access ramp and steel
plating on a 16-foot-wide section of VMAC’s shoreline for offsite disposal. The excavated
material would be recycled in the production of topsoil at a port facility in Tacoma.
Shoreline plants located within the existing restored shoreline buffer would be
transplanted from the ramp zone to avoid damage and reinstalled after the project is
completed. One (1) existing balsam poplar tree within the barge ramp area has the
potential to be removed within the shoreline buffer. The project is proposing a mitigation
plan to compensate for the buffer impacts by enhancing approximately 480 square feet
of shoreline buffer after completion of the field resurfacing. The field maintenance
project would commence after the Seattle Seahawks football season and is anticipated
to take 5 to 7 days to complete. The applicant submitted a Technical Memorandum with
the application.

Mitigation Measures:
1. The project restoration work shall comply with the recommendations found in the submitted Technical
Memorandum, prepared by Raedeke Associates, Inc., dated November 30, 2021, and future addenda.
2. If any archaeological/cultural resources (Indian artifacts) are found, all construction activity shall stop and
the owner/applicant shall immediately notify the City of Renton planning department, concerned Tribes’
cultural committees, and the Washington State Department of Archeological and Historic Preservation.

The City of Renton Environmental Review Committee has determined that probable significant environmental impacts
from the proposed project can be mitigated. An Environmental Impact Statement (EIS) is not required under RCW
43.21C.030(2)(c). Conditions were imposed as mitigation measures by the Environmental Review Committee under
their authority of Section 4-9-070D Renton Municipal Code. These conditions are necessary to mitigate environmental
impacts identified during the environmental review process. Because other agencies of jurisdiction may be involved,
the lead agency will not act on this proposal for fourteen (14) days.
Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on January 24, 2022. Due
to the ongoing state of emergency enacted by Governor’s Proclamation 20-05, the City Clerk’s Office is working
remotely. For that reason, appeals must be submitted electronically to the City Clerk at cityclerk@rentonwa.gov or
delivered to City Hall 1st floor Lobby Hub only on Tuesdays and/or Wednesdays. The appeal fee, normally due at the

ADVISORY NOTES TO APPLICANT
The following notes are supplemental information provided in conjunction with the administrative land use
action. Because these notes are provided as information only, they are not subject to the appeal process for
the land use action.
Planning:

1. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through Friday unless
otherwise approved by the Development Services Division.
2. Commercial and other nonresidential construction activities shall be restricted to the hours between
seven o’clock (7:00) a.m. and eight o’clock (8:00) p.m., Monday through Friday. Work on Saturdays shall
be restricted to the hours between nine o’clock (9:00) a.m. and eight o’clock (8:00) p.m. No work shall
be permitted on Sundays.
3. Within thirty (30) days of completion of grading work, the applicant shall hydroseed or plant an
appropriate ground cover over any portion of the site that is graded or cleared of vegetation and where
no further construction work will occur within ninety (90) days. Alternative measures such as mulch,
sodding, or plastic covering as specified in the current King County Surface Water Management Design
Manual as adopted by the City of Renton may be proposed between the dates of November 1st and
March 31st of each year. The Development Services Division’s approval of this work is required prior to
final inspection and approval of the permit.
4. A National Permit Discharge Elimination System (NPDES) permit is required when more than one acre is
being cleared.
5. The applicant will be required to comply with all the code requirements of RMC 4-3-050 Critical Areas
and providing the City with a site restoration surety device and, later, a maintenance and monitoring
surety device.
6. The applicant may not fill, excavate, stack or store any equipment, dispose of any materials, supplies or
fluids, operate any equipment, install impervious surfaces, or compact the earth in any way within the
area defined by the drip line of any tree to be retained.
7. The applicant shall erect and maintain six foot (6') high chain link temporary construction fencing around
the drip lines of all retained trees, or along the perimeter of a stand of retained trees. Placards shall be
placed on fencing every fifty feet (50') indicating the words, “NO TRESPASSING – Protected Trees” or on
each side of the fencing if less than fifty feet (50'). Site access to individually protected trees or groups
of trees shall be fenced and signed. Individual trees shall be fenced on four (4) sides. In addition, the
applicant shall provide supervision whenever equipment or trucks are moving near trees.
8. This permit is shall comply with the Bald and Golden Eagle Protection Act. The permitted is responsible
for adhering to the U.S. Fish and Wildlife Service National Bald Eagle Management Guidelines (2007) and
/or your U.S. Fish and Wildlife Service permit.

I have reviewed the application for the VMAC Natural Grass Resurfacing project located at 12 Seahawks
Way and have the following comments:
EXISTING CONDITIONS
The site comprises two existing parcels, 2924059001 and 2924059015, is approximately 250,000 square
feet in size and is rectangular shape. The site currently contains the Seahawks Training Facility including
three natural grass fields. The site is fronted by Lake Washington to the west and private property on all
other sides.
WATER: The proposed project is within the City’s water service area, however, the project does not
impact the water utility.
SEWER: The proposed project is within the City’s sewer service area, however, the project does not
impact the sewer utility.
STORM: The site is generally flat. There is an existing, private, on site conveyance system on the northerly
and southerly sides of the fields (see record drawing R-337034 and R-337033).
STREETS: The project site is fronted by private property or Lake Washington on all sides.
WATER COMMENTS
1. The proposed project does not impact the water utility.
SEWER COMMENTS

STORM DRAINAGE COMMENTS
1. Magnusson Klemencic Associates, with the Land Use Application, submitted a Preliminary
Drainage Plan and Technical Information Report (TIR), dated December 1, 2021. Based on the City
of Renton’s flow control map, the site falls within the Flow Control Duration Standard- Matching
Forested and is within the East Lake Washington Drainage Basin. The report is based on a Full
drainage review and Core Requirements 1 thru 9 and the six Special Requirements have been
discussed in the Technical Information Report.
a. Offsite Analysis, RSWDM Core Requirement #2: All proposed projects must submit an
offsite analysis report that assesses potential offsite drainage and water quality impacts
associated with development of the project site. The preliminary TIR indicates that the
project is exempt as it meets exemption criteria number 1.
i.Staff concurs with the exemption assessment.
b.Flow Control, RSWDM Core Requirement #3: Any proposed detention and/or water
quality vault shall be designed in accordance with the RSWDM that is current at the time
of civil construction permit application. The preliminary TIR indicates that the project is
exempt as it meets exemption criteria number 2.
i.Staff concurs with the exemption assessment.
c.Conveyance, RSWDM Core Requirement #4: All new conveyance systems constructed as
part of the project must be sized to RSWDM standards for the total tributary area (onsite
and offsite) that the storm systems serve. The preliminary TIR indicates that this core
requirement does not apply as there is no change to the flow regime.
i.Staff concurs that this core requirement is not applicable as there are no newly
proposed pipe systems and there is no change in the flow characteristics.
d.Construction Stormwater Pollution Prevention, Core Requirement #5: The proposal
includes a construction stormwater pollution prevention plan.
i.The CSWPP plan shall be included as part of the final TIR and construction plans
included with the Civil Construction Permit application.
e.Maintenance and Operations, Core Requirement #6: The proposal indicates that this core
requirement does not apply as there is no newly proposed facilities therefor the existing
operations and maintenance manuals for the existing facilities are unchanged.
i.Staff concurs that the core requirement is not applicable as there are no newly
proposed facilities.
f.Financial Guarantees and Liability, Core Requirement #7: All persons constructing any
surface water facilities (including flow control/water quality, conveyance systems,
erosion control and road drainage) are to post with the City a surety device. The
preliminary TIR indicates that a surety device will be posted in the amount identified in
the Bond Quantity Worksheet.
i.The Bond Quantity Worksheet shall be included as part of the final TIR included
with the Civil Construction Permit application. A surety will be required prior to
issuance of the Civil Construction Permit.
g.Water Quality, RSWDM Core Requirement #8: All projects that add more than 5,000
square feet of pollution generating impervious surface that is not fully dispersed and less
than 0.75 acre of pollution generating pervious surface that is not fully dispersed require
water quality. The preliminary TIR indicates that the project is exempt as it meets
exemption criteria number 1.
i.Staff concurs with the exemption assessment.

h. Onsite BMPs, RSWDM Core Requirement #9: Appropriate on-site BMPs will be required
to help mitigate the new runoff created by this development. The preliminary TIR
indicates that the project is exempt as it meets exemption criteria number 1.
i.Staff concurs with the exemption assessment.
i. Special Requirement 1 through 6 are identified in the TIR worksheet as N/A.
i.Staff concurs with the assessment.
2. A Construction Stormwater Permit from the Department of Ecology is required if clearing and
grading of the site exceeds one acre.
a.Given that the project proposes to disturb more than one acre and could enter surface
waters a Construction Stormwater General Permit shall be obtained.
3. The proposed project is not subject to a surface water system development (SDC) fee.
TRANSPORTATION/STREET COMMENTS
1. The proposed project does not trigger street improvements.
GENERAL COMMENTS
1. The fees listed are for 2021. The fees that are current at the time of the respective permit issuance
will be levied. Please see the City of Renton website for the current fee schedule.
2. All civil plans shall conform to the current City of Renton survey and drafting standards. Current
drafting standards can be found on the City of Renton website.
3. A separate plan submittal will be required for a construction permit for utility work and street
improvements. All plans shall be prepared by a licensed Civil Engineer in the State of Washington.
4. Please see the City of Renton website for the Construction Permit Application and Construction
Permit Process and Submittal Requirements. Please contact the City to schedule a construction
permit intake meeting.
5. All utility lines (i.e. electrical, phone, and cable services, etc.) serving the proposed development
must be underground in accordance with RMC 4-6-090. The construction of these franchise
utilities must be inspected and approved by a City of Renton inspector.
6. Retaining walls that are 4’ or taller from bottom of footing and stormwater detention vaults will
require a separate building permit. Structural calculations and plans prepared by a licensed
engineer will be required as part of the building permit review.
7. Paving and trench restoration within the City of Renton right of way shall comply with the City’s
Trench Restoration and Street Overlay Requirements.
8. Adequate separation between utilities as well as other features shall be provided in
accordance with code requirements.
a. 7-feet minimum horizontal and 1-foot vertical separation between storm and
other utilities is required with the exception of water lines which require 10-
feet horizontal and 1.5-feet vertical.
b. The stormwater line should be minimum 5 feet away from any other
structure or wall or building.
c. Trench of any utility should not be in the zone of influence of the retaining
wall or of the building.
