PROJECT DESCRIPTION: D-197 Trees: Staff has observed that although the current regulations encourage and provide
incentives for the preservation of trees, most projects choose to replace trees rather than preserve the mature trees
on site. Staff would like to propose amendments to encourage retention of mature trees, as well as better prioritize the
preservation of substantial or high-value trees. The purpose of the proposed code changes is to: provide new
development incentives to preserve high-value trees, ensure trees are preserved via methods that discourage future
tree removal violations, and appropriately mitigate tree removal violations when they do occur. The following
summarized key revisions to RMC 4-2-110, Residential Development Standards, RMC 4-4-130, Tree Retention and Land
Clearing Regulations, RMC 4-8-120, Submittal Requirements Specific to Application Type, and RMC 4-11, Definitions,
are proposed. D-205 Code Interpretation: Administrative Policy and Code Interpretations are binding interpretations
concerning land use codes administered by the City. Draft interpretations are posted online and public comments may
be provided during a 14 day comment period following the posting. Interpretations are then issued at the end of the
comment period, subject to comments received. The interpretation may be appealed provided it is filed with the City's
Hearing Examiner within 14 days from the date of issuance. As Code Interpretations are codified in the Renton
Municipal Code, they are removed from the online list. This docket item is to codify a group of those code
interpretations. D-206 Expansion of the Multi-Family Housing Property Tax Exemption (MFTE) Residential Targeted
Areas: The MFTE allows the value of qualified new housing construction to be exempt from ad valorem property tax
for a limited period of time after completion of the project. To be eligible, projects must be located in a designated
residential targeted area. The Administration is recommending the expansion of the eligible residential targeted areas
to two additional areas. Recommended is the extension of the market-rate and affordable Exemptions to the
Rainier/Grady Way TOD Subarea and the extension of the affordable Exemptions to South Lake Washington.
