Pre-screening: When you have the project application ready for submittal, call and
schedule an appointment with the project manager to have it pre-screened before
formal submittal.
The pre-application meeting is informal and non-binding. The comments provided on
the proposal are based on the codes and policies in effect at the time of review. The
applicant is cautioned that the development regulations are regularly amended and the
proposal will be formally reviewed under the regulations in effect at the time of project
submittal. The information contained in this summary is subject to modification and/or

General: We have completed a preliminary review of the pre-application for the above-referenced development
proposal. The following comments on development and permitting issues are based on the pre-application
submittals made to the City of Renton by the applicant and the codes in effect on the date of review. The
applicant is cautioned that information contained in this summary may be subject to modification and/or
concurrence by official decision-makers (e.g., Hearing Examiner, Community & Economic Development
Administrator, Public Works Administrator, Planning Director, and City Council). Review comments may also need
to be revised based on site planning and other design changes required by City staff or made by the applicant. The
applicant is encouraged to review all applicable sections of the Renton Municipal Code. The Development
Regulations are available online at https://www.codepublishing.com/WA/Renton/.
Project Proposal: The proposed project is to install a new boat lift and a double jet-ski lift with catwalk for at 4125
Williams Ave North in Renton Washington. The project site is located within the Residential-10 (R-10) zone. The
project site is located along the shoreline of Lake Washington. The shoreline is armored with a concrete bulkhead.
There is an existing pier located to the north of the project site that is a community pier. The proposed boat lift
would be on the community pied, approximately 128’ waterward of the ordinary high water mark on the south
side of the pier. The proposed boat lift would be 10’-9” wide by 13’-5” long. The bunk of the boat lift would extend
18” above the ordinary high water mark and the lift would sit on the lake bed of Lake Washington on foot pads
that are 12” by 18”. The proposed double jet-ski lift would be located on the 4125 Williams Ave NE project site
and would measure 12’-6” by 13’-11” and would sit on the lake bed. The proposed jet-ski lift would have a catwalk
that is decked with grated decking. No dredging, fill, or excavation will be done for the project. The project site
abuts Lake Washington, a Shoreline of the State, and is within reach C and the Shoreline Aquatic designation. The
project site is mapped with a High Seismic Hazard Area.
Current Use: An existing duplex, proposed to remain, is located on the project site.
Comprehensive Land Use Plan and Zoning: The project site is located within the zoning designation of Residential
10 (R-10) and a Comprehensive Plan designation of Residential High Density.
Development Standards: There are no specific building or site development standards applicable to the proposed
boat and jet-ski lifts, with the exception of the Shoreline regulations, RMC 4-3-090.

Critical Areas: The site is located within 200 feet of Lake Washington, a Shoreline of the State. The shoreline
designation for in-water work at this location is Shoreline Aquatic and the reach is Lake Washington Reach C.
Shoreline Master Program: The Shoreline Master Program permits boat lifts within the Aquatic Shoreline
Environment (RMC 4-3-090E1). However, the applicant would be required to demonstrate they have permission
to install a boatlift off-site on the existing community dock, located north of the project site. The Shoreline Master
Program does not permit the installation of new individual residential docks (RMC 4-3-090E.7.b.iii). The proposed
jet-ski lifts include a catwalk that would meet the definition of a dock per RMC 4 -11-040 “A fixed or floating
platform extending from the shore over the water.” Therefore the proposed dock and jet-ski lifts proposed would
not be permitted under the City’s Shoreline Master Program. The proposal would need to be revised to remove
the proposed jet-ski lifts.
Environmental Review: The proposal would be subject to the State Environmental Policy Act (SEPA) review, as
the proposal includes in-water work and would not qualify as an exemption identified under WAC 197-11-800.
Permit Requirements: The proposal would require a Shoreline Substantial Development Permit and
Environmental (SEPA) Review. The proposed applications would be reviewed concurrently within an estimated
timeframe of 8 weeks. The application fee would total $4,515 ($2,700 Shoreline Permit + $1,600 SEPA + $215
Technology = $4,515). All fees are subject to change. Detailed information regarding the land use application
submittal can be found on the City’s new website by clicking “Land Use Applications” on the Communit y &
Economic Development page, then “All Forms (A to Z).” The City now requires electronic plan submittal for all
applications.
Public Notice: A minimum of one Public Information Sign is required for a Short Plat application. The applicant is
responsible for the procurement, installation and maintenance of the sign. Detailed information regarding the
land use application submittal requirements is provided on the City of Renton website (www.rentonwa.gov).
