•The applicant is requesting Preliminary Plat and a Street
Modification for the subdivision of an existing 4.88 acre
site into 15 lots and 9 tracts.
•The project site is zoned R-4 and is developed with 2
existing single family residences and associated
detached accessory structures, proposed for removal.
Brief Description
•The proposed lots would range in size from 9,006 sq. ft. to 12,486 sq. ft.
•Staff recommends that access to Lots 1-3, 7-10, and 13-15 be provided via the
new Orcas Ave NE public street extension, access to Lots 4-6 should be
provided via the new public alley and access to Lots 11 and 12 would be
provided off of Nile Ave NE.
•The applicant is proposing to retain 65 significant trees on the project site.
Brief Description
•A modification from the street standards in order to utilize the
modified street section as referenced in the Renton Trails and Bicycle
Master Plan along Nile Ave NE.
•Frontage improvements, including dedication, curb and gutter, planter
strip with street trees and a sidewalk are proposed along all street
frontages.
Brief Description
•Two neighborhood meetings were held on June 29th and
July 13, 2021.
•A 14-day public comment period commenced on August
9, 2021 and ended on August 23, 2021. The project was
re-noticed on December 20, 2021 to correct a noticing
error in the initial processing of the land use application.
•Staff received three public comments regarding the
extension of Pasco Ave NE as a public alley onto the
project site, access off Nile Ave NE, and sewer access.
•A SEPA Determination of Non-Significance (DNS) was
issued by the City’s Environmental Review Committee
(ERC) on September 13, 2021, no appeals of the DNS
were filed.
•Project review was placed on hold September 15,
2021 through October 6, 2021.

•The proposal is consistent with relevant
Comprehensive Plan Land Use policies.
•The proposal is compliant with all relevant
zoning regulations if all conditions of approval are
complied with.
•The proposed street modification is compliant
with the Modification Criteria as outlined in RMC
4-9-250D.
•There are safe walking routes to the school bus
stops for any students who may reside in the
future residences.
Subdivision and Modification Analysis
•Staff recommends that the
proposed protected trees
within Lots 1-4, 6, 13-15, and
Tracts B, C, E, F, G, and H be
protected within Tree
Protection Easements.
•The Tree Protection
Easements should
encompass all protected trees
within these lots and extend
to a public right-of-way.
•The boundary of the Tree
Protection Easements should
be fenced and signed as
approved by the Current
Planning Project
Manager.
Subdivision Analysis
•Police and Fire Prevention staff indicate that
sufficient resources exist to furnish services to the
proposed development.
•It is anticipated that the Issaquah School District can
accommodate any additional students generated by
this proposal at the following schools: Apollo
Elementary School, Maywood Middle School, and
Liberty High School.
•Water service is provided by King County Water
District 90 and sewer service is provided by the City
of Renton. Water and sewer improvements will be
required along all project frontages.
Availability of Public Services
•The applicant submitted a
Technical Information Report
prepared by Core Design.
•The project site has two natural
discharge locations, to the north
and to the south.
•Two detention wetvaults are
proposed in Tracts A and D for
water quality treatment and
detention.
•The project is required to
comply with the 2017
City of Renton Surface
Water Design Manual.
Availability of Public Services
•Staff recommends approval of the Cyprus Lane Preliminary
Plat, File No. LUA21-000287, PP, ECF, MOD as depicted in
Exhibit 8, subject to 9 conditions of approval.
Recommendation
