Simultaneous Filing of Ecology Permit #2022-NW-5838
Shoreline Substantial Development Permit (SDP), Conditional Use Permit (CUP),
and Variance Permit (VAR)
Dear Ms. Tessa:
On December 6, 2021, the Department of Ecology (Ecology) received the City of Renton
decision on your SDP to allow the replacement of the existing Adult Sockeye Salmon
Broodstock Collection Facility, your CUP to allow a “natural resource extraction/recovery” use
in the High Intensity shoreline environment, and your VAR to allow the removal of a tree from a
Class 1 Fish Habitat Conservation Area. Your project is within the Aquatic and Urban
Conservancy shoreline environmental designations of the Cedar River, a shoreline of the state.
Local governments, after reviewing SDPs for compliance, are required to submit them to
Ecology. We have received and filed your approved SDP.
By law, Ecology must review CUP and VAR permits for compliance with:
The Shoreline Management Act (Chapter 90.58 RCW).
Ecology’s CUP permit approval criteria (Chapter 173-27-160 WAC)
Ecology’s variance permit approval criteria (Chapter 173-27-170 WAC).
The Renton Shoreline Master Program.
After review for compliance with the above provisions, Ecology must decide whether to
approve, approve with conditions, or disapprove shoreline CUP and VAR permits.
Ecology’s Decision
Ecology approves your shoreline CUP and VAR permits subject to compliance with the
conditions required by the City of Renton.

Please note, however, that other federal, state, and local permits may be required in
addition to this shoreline variance permit. All required conditions must also be met.
Next Steps
Prior to any development authorized by this shoreline variance permit, the law requires you wait
at least 21 days from the date we mail this letter, the “date of filing.” This waiting period allows
anyone (including you) who disagrees with any aspect of the permit to appeal the decision to the
state Shorelines Hearings Board (SHB). You must wait for the conclusion of an appeal before
you can begin the activities authorized by this permit.
The SHB will notify you by letter if they receive an appeal. Ecology recommends you contact
the SHB before starting development to ensure they have not received an appeal. You may reach
