PROJECT DESCRIPTION: The applicant, Pulte Homes of Washington Inc, is requesting an Administrative Tier
1 Temporary Use Permit in order to construct four (4) model homes on future lots
created as part of the Forest Terrace subdivision (LUA18-000124), prior to the
recording of the final plat. RMC 4-9-240D.1.h allows for the construction of the
lesser of five (5) model homes or twenty percent (20%) of the total number of lots
with a Tier 1 Temporary Use Permit. Subdivision of the parcel would result in 25
residential lots used for the eventual development of single-family homes
(Attachment A). The property currently has one model home being constructed on
lot 1 and the applicant is proposing to construct four (4) more model homes on
future lots 9, 11, 12, and 14 (Attachment B) for a total of five (5) model homes prior
to final plat recording. Access to the lots would be gained from NE 27th Pl. The
applicant has completed an abatement agreement for the Temporary Use
(Attachment C).
FINDINGS: The proposed development is consistent with the following decision criteria
pursuant to RMC section 4-9-240J:
1. The temporary use will not be materially detrimental to the public health,

safety, or welfare, nor injurious to property or improvements in the
vicinity of the temporary use; and
2. Adequate parking facilities and vehicle ingress and egress are provided to
serve the temporary use and any existing uses on the site; and
3. Hours of operation of the temporary use are specified, and would not
adversely impact surrounding uses; and
4. The temporary use will not cause nuisance factors such as noise, light, or
glare which adversely impact surrounding uses; and
5. If applicable, the applicant has obtained the required right-of-way use
permit.
The Temporary Use Permit is hereby approved and subject to the following conditions:
*CONDITIONS OF APPROVAL:
1. All model homes shall be connected to water, sewer, and storm before building permits are
final.
2. This temporary use permit is not authorization to begin construction. Separate building
permits shall be issued for each lot. Only five (5) homes shall be issued a building permit for
the Forest Terrace subdivision prior to the recording of the plat.
3. The proposed lot lines for the model homes for Forest Terrace (Lots 9, 11, 12, and 14) shall
be staked and strung to ensure proper assessment of setbacks prior to construction of the
model homes.
4. The applicant shall provide approved emergency vehicle access and fire hydrants prior to
construction of the model homes. Identification of such access and hydrants shall be
provided with the building permit application for review and approval by the Planning
Division Project Manager and the Fire Plans Reviewer.

RECONSIDERATION: Within 14 days of the decision date, any party may request that the decision be
reopened by the approval body. The approval body may modify his decision if material evidence not readily
discoverable prior to the original decision is found or if he finds there was misrepresentation or fact. After
review of the Reconsideration request, if the approval body finds sufficient evidence to amend the original

decision, there will be no further extension of the appeal period. Any person wishing to take further action
must file a formal appeal within the 14-day appeal time frame.
APPEALS: Appeals of permit issuance must be filed in writing on or before 5:00 p.m. on February 9, 2022.
Due to the ongoing state of emergency enacted by Governor’s Proclamation 20-05, the City Clerk’s Office is
working remotely. For that reason, appeals must be submitted electronically to the City Clerk at
cityclerk@rentonwa.gov or delivered to City Hall 1st floor Lobby Hub only on Tuesdays and/or Wednesdays.
The appeal fee, normally due at the time an appeal is submitted, will be collected at a future date if your
appeal is submitted electronically. Appeals to the Hearing Examiner are governed by RMC 4-8-110 and
additional information regarding the appeal process may be obtained from the City Clerk’s Office,
cityclerk@rentonwa.gov.
EXPIRATION: A Temporary Use Permit is valid for up to one (1) year from the effective date of the permit,
unless the Community & Economic Development Administrator or designee establishes a shorter time frame
or an applicant can request that a permit be valid beyond the one (1) year expiration, for up to five (5) years
at the time of application or prior to permit expiration.
EXTENSIONS: Extension requests do not require additional fees and shall be requested in writing prior to
permit expiration to the Department of Community & Economic Development Administrator.
