1.0 Introduction
1.1 Project Background
King County Metro Transit (Metro) is planning to upgrade its existing Routes 169 and 180 to the
RapidRide I Line (I Line) bus rapid transit service. The existing Routes 169 and 180 provide service
between the cities of Renton, Kent, and Auburn, as well as portions of unincorporated King County.
The I Line improvements would include additional service along the route, upgraded RapidRide
branded buses, stops upgraded to stations, additional passenger amenities, and capital investments
along the route to improve transit speed and reliability.
1.2 Utility Elements
This Utility Memo discusses the creation of the utility base map, identifies utility conflicts with proposed improvements, and makes recommendations for future utility locate activities (potholing)
that are needed for the next stage in design.
2.0 Utility Ownership & Base Map
Utility record drawings and system maps have been requested from all franchise and
public utility owners. The sections below describe information that has been received to
date.
2.1 Record Drawings within the City of Renton
The City of Renton provided record drawings and GIS data for water, sanitary sewer, and storm drain
networks. CenturyLink provided schematics for their franchise utility aerial and underground
telecommunications network. PSE provided gas and electric field schematics for their network that
covers the entire Renton segment.
2.1.1 Renton Base Map Verification
A field visit was conducted over 3 days on December 8th, 14th, and 15th, 2020 to verify the information on the existing utility base map. In January 2021, field notes, finalized base maps, and survey
information was compared prior to finalization of this memo.

2.2 Record Drawings within the City of Kent
Record drawings were provided by the City of Kent for their water, sanitary sewer, and storm drain network. Soos Creek Water and Sewer District provided network information for their services which
cover part of the alignment in northeast Kent. CenturyLink provided schematics for their franchise
utility aerial and underground telecommunications network. PSE provided gas and electric field
schematics for their network that covers the entire Kent segment.
2.2.1 Kent Base Map Verification
A field visit was conducted over two days on October 9th and 10th, 2020 to verify the information on the existing utility base map. Observations in the field that differed from the existing utility base map
were recorded such as missing or mislabeled assets and previously unidentified conflicts with
proposed facilities. Further review, comparing field notes to the finalized base map completed in
November 2020 was completed prior to finalization of this memo.
2.3 Record Drawings within the City of Auburn
The City of Auburn provided record drawings for domestic water, sanitary sewer, and storm drain networks. CenturyLink provided schematics for their franchise utility aerial and underground
telecommunications network. PSE provided gas and electric field schematics for their network that
covers the entire Auburn segment.
2.3.1 Auburn Base Map Verification
A field visit was conducted over 3 days on December 8, 14, 15, 2020 to verify the information on the existing utility base map. In January 2021, field notes, finalized base maps, and survey information was
compared prior to finalization of this memo.
2.4 Field Survey
1Alliance provided survey services to develop the base map. The 1-800 Locate Center was called to provide painted utility marks that 1Alliance then surveyed. Full site survey is ongoing, to be
completed in the next phase of the project.
2.4.1 Potholes
Initial potholing was conducted by Allied Professional Services INC (APS) prior to the 60 percent
submittal and the transmitted to the design team.. The 60 percent utility plan set displays the pothole
locations with the utility depths and sizes or widths Additional potholes will be needed after the 60
percent design; locations to be determined.

Potholing was conducted and information field surveyed where civil improvements such as platforms, storm drains, curb revisions, retaining walls, etc., are near existing utility lines. Recommended pothole
locations are found in Section 4.0 of this report. The initial potholing results from APS are provided in
Appendix A. Plans with additional recommended pothole locations are in Appendix B.
3.0 Potential Utility Conflicts
The proposed improvements design, including roadway, drainage, signals, retaining walls, and station foundations, were reviewed to identify potential conflicts with existing utilities. Potential conflicts
occur largely where the curb line is being adjusted to accommodate bus platforms, new crosswalks,
roadway repaving, and where new storm facilities are proposed. Utilities that are pot entially impacted
by project construction are noted in the report. See Table 3-1, 3-2, and 3-3 for the identified conflicts
for each jurisdiction (cities of Renton, Kent and Auburn).
3.1 Identified Utility Conflicts
Renton:
As of the 60 percent design, there is a gas line, telecom lines, and underground electrical
lines along S Grady Way that need to be relocated by PSE and the third-party telecom
service provider. The relocations are between Lake Ave S and Talbot Rd S along S Grady
Way and along Talbot Rd S. There is also a PSE power pole that needs relocating at
Talbot Rd S and S 37th St. In addition to the third-party utilities, there are 3 fire hydrant
assemblies that need replacing.
Kent:
As of the 60 percent design there are two water main relocations within the Kent
segment. Southwest of SE 216th street the existing 12-inch water main conflicts with
proposed storm drainage system improvements. Further south, at the 235th Station, the
8-inch water main underneath the existing planter area on the west side of the roadway
conflicts with the proposed station platform. In addition to the water main replacements
6 fire hydrant assemblies are to be replaced due to various conflicts.
West of the 256th and 101st Ave SE intersection, a PSE owned pole with a guy wire is
anticipated to be replaced with an engineered pole due to the conflict with the proposed
retaining wall. Other preliminary pole relocations are shown in the plans in Appendix B.
Auburn:
As of the 60 percent design, there are telecom lines and underground electrical lines
along Auburn Way N that need to be relocated by PSE and the third-party telecom
service provider. Additionally, a PSE power pole needs relocating at Auburn Way N and

49th St NE. There is also 1 fire hydrant assembly that needs to be relocated and
replaced.
Additional utility relocations are anticipated in future phases of design.

4.0 Recommended Pothole Locations
Following review of the base map and proposed improvements, recommended locations
for utility potholes were developed for each jurisdiction. Potholes are recommended at
locations that have potential utility conflicts, in order to identify solutions in the next
phase of the project. Plans showing the recommended pothole locations are included in
the appendix.
