I am writing to express my opposition to the proposed project.
Building a driveway in the proposed location disrupts the boundary of
the Shamrock Heights neighborhood. It also poses a safety concern to
the community with traffic coming in and out of the proposed inlet,
off of a community street. I am concerned about drainage from these
lots into our community (which is already a problem, per the
neighbors who live adjacent to the property). Further, these homes are
not part of the Shamrock Heights HOA, which pays for maintenance
of sidewalks and common areas of the neighborhood.

Hello, I sit right behind this plat at 602 Mt Baker Ave NE. I write this
to you as I can not figure out how to add comments online. I am very
opposed to this addition. My biggest concern is the drainage issues
that already exists and could increase due to the new impervious
surfaces. What will be done to address these new issues. What will
happen with the integrity of the retaining wall that sits on this street
going to the property. Also how close to the property line will the
drainage plan be addressing. This project has been messy, lots of
extra rodents, fences being knocked down due to lack of major weeds
and bushes pushing against the whole line of fences. They already
have access to their land in two locations off of Nike and should not
need to come through our neighborhood. The fact that they would be
within our community and benefit from our HOA without
contributing and being made responsible for use is also highly
concerning. Please respond and let me know this has been added to
the concerns and will be addressed before a decision is made. Thank

1. The City is required to provide public notice to property owners within 300 feet of the project site, therefore any
property outside of that 300-foot radius would not have received a Notice of Application in the mail.
2. With regards to the existing retaining walls, the applicant would be required to demonstrate that the existing
retaining walls would be sufficient to accommodate the new sidewalk improvements and driveway access along
NE 6th St.

I have a few concerns about the proposed change to have a driveway
connecting to NE 6th. 1. The lot#2 border with NE 6th has an
engineered retaining wall the length of the border. The changes to
make a driveway from NE 6th to the lot will require significant
grading and engineering to ensure the road remains safe, and
significant drainage issues do not occur on neighboring properties. In
addition the slope that cars would come out of this driveway means
they will not see pedestrians and cars on the road easily till the last
second. In order to properly give feedback and acceptance I feel a
more complete proposal is needed. 2. The lot has already been an
eyesore and had garbage spilling out on Nile ave many times. I do not
want the same to occur on NE 6th.

plat development additional landscape and street trees will be required to be planted along the NE 6th Street
and Nile Ave NE street frontages.
2. Any concerns regarding existing construction debris resulting from the remodeling activities of the existing
residence should be forwarded to our code compliance department at codecompliance@rentonwa.gov for their
review.

4. With regards to children playing in the street, the primary function of the street is for vehicular access, due to

Public Comments from adjacent home to proposed street modification:
To whole if May concern we are very opposed to NE 6th st being modified for the Singh subdivision project. The new
driveway would be within our neighborhood development and not part of our very active HOA. The on again off again
construction site that has been there for more than a year has been filled with piles of construction debris and trash,
port o John’s that never get emptied. They have had dying trees, shrubs and dirt and gravel all over the road on Nile at
various times. There has been no general contractor on site managing the various trades that have worked
intermittently for over a year on the site. They knocked down trees and left rubble everywhere. Since they would not be
part of our HOA and they would modify the street, I’m afraid our neighborhood would have to look at the mess for a

very long time. Debris would possibly flow into NE 6th St. and neighbors yards due to lack of drainage. Shamrock
neighborhood would also lose some parking capacity on the north side of the street.
The biggest issue is a safety issue as our neighborhood has many children that play on the street and we have a
playground adjacent. Since NE 6th St. is already a hill, the topography of the subdivision would add the driveway
perpendicular to the existing hill. Would be very difficult to see cars coming out of the proposed driveway or children
coming down the hill on bikes from the point of view of the driveway.
Our hope is that the owner and developer will be considerate of the existing neighborhood, HOA, stormwater runoff and
drainage issues and site safety and appearance and most importantly, our children’s safety.

I would like to register my concern regarding the proposed plan on the plot next to the entrance of Shamrock heights
community.
I object to this proposal as a drive way on that side of ne 6th will cause a dangerous blind spot for cars coming in and
going out of the neighborhood
The construction there has already caused a much garbage on the street and since they won't be part of our hoa, we will
have to bear the expense of cleaning up he mess. The property Bing at a higher altitude will cause drainage issues for
multiple houses in the neighborhood and the road down the lane.
I hope you will consider the concerns of the Shamrock heights neighborhood residents while considering the proposal.

The entrance from 6th st being proposed to this land will damage the
retaining wall built, which will hinder the safety of the road. I am
voicing my opposition to the proposed plan of building entrance from
6th st. The owners of the land will not be part of the HOA created for
Shamrock heights community, but having the entrance through 6th st
will make it easy for them to use the facilities like park, walkways,

The drainage is not properly maintained, and ends up flooding our
backyard. Seeing lot of rodents in the specific area too. The new road
that is being added will not be part of the community HOA and hence

In addition to owning a home within Shamrock Heights, I have
recently completed a construction project which required a zoning
variance with the city, and am familiar with what's required and the
challenges of maintaining a site while under construction. The current
owners of the site have not demonstrated even a basic ability to even
keep pace with the neighborhood with respect to cleanliness. Why
would this lot be allowed to subdivide and expand the mess? This
subdivision concerns me primarily due to the condition of the
property up to this point. Since its sale, the property has been poorly
maintained at best, even when you give it the benefit of the doubt as a
construction site. In addition to the eyesore of half completed
construction, overgrown vegetation adds make it difficult to turn
North on Nile Ave. Furthermore, the proposed driveaway places the
second home within the Shamrock Heights neighborhood, yet not
subject to the HOA's CC&Rs. Adding this driveway and the
associated home places a new house within the neighborhood
boundaries (allowing it to benefit from our amenities, including park)
without paying dues or subscribing to our community standards.
Lastly, we have significant problems with speeding vehicles and
street parking in the neighborhood, and adding this home will only
make that worse. As a former Board member of the HOA, Zoning
variance recipient and Renton taxpayer, I am opposed to this variance
until the current owner can demonstrate basic competencies to be
clean and neighborly. I also ask that both proposed homes join the
Shamrock HOA and comply with out existing CC&R's. Thanks for

I am very concerned about the proposal to place a second house on
the existing lot on the current house that sits on Nile Ave. The land is
very steeply graded and a retaining wall runs along NE 6th. at that
point. It appears on the proposed plan that a driveway will go straight
through the retaining wall and out onto NE 6th St. This is a very steep
road down into the neighborhood and there are already drainage
issues into the yards at the bottom of this section. The retaining wall
does not seem safe to remove and does not seem to be a viable option
for a route out of a home located there. Additionally I am very
concerned that this house has been under construction for more than a
year with garbage and debris consistently on the site. I am very
concerned about what the construction will continue to do to the top
of our neighborhood. The construction that is already being done
does not seem to be safe or being done well. Thank your for taking a
very careful look at this site prior to allowing any additional building
that will potentially cause a collapse of the existing retaining wall.

modification: To whole if May concern we are very opposed to NE
6th st being modified for the Singh subdivision project. The new
driveway would be within our neighborhood development and not
part of our very active HOA. The on again off again construction site
that has been there for more than a year has been filled with piles of
construction debris and trash, port o John’s that never get emptied.
They have had dying trees, shrubs and dirt and gravel all over the
road on Nile at various times. There has been no general contractor
on site managing the various trades that have worked intermittently
for over a year on the site. They knocked down trees and left rubble
everywhere. Since they would not be part of our HOA and they
would modify the street, I’m afraid our neighborhood would have to
look at the mess for a very long time. Debris would possibly flow into
NE 6th St. and neighbors yards due to lack of drainage. Shamrock
neighborhood would also lose some parking capacity on the north
side of the street. The biggest issue is a safety issue as our
neighborhood has many children that play on the street and we have a
playground adjacent. Since NE 6th St. is already a hill, the
topography of the subdivision would add the driveway perpendicular
to the existing hill. Would be very difficult to see cars coming out of
the proposed driveway or children coming down the hill on bikes
from the point of view of the driveway. Our hope is that the owner
and developer will be considerate of the existing neighborhood,
HOA, stormwater runoff and drainage issues and site safety and
appearance and most importantly, our children’s safety. Thank you

Dear City of Renton, I am writing in opposition to the proposal of the
new driveway off NE 6th St in the established Shamrock Heights
neighborhood. The property owner requesting this subdivision and
new driveway purchased this lot knowing it was accessible via Nile
Ave NE, not NE 6th which is part of an established neighborhood. It
is not part of the Shamrock Heights neighborhood and our HOA is no
longer allowing new homes into the association. The current owners
began construction over year ago doing partial work only to leave
unfinished messes behind. They have not taken care of their land and
have already left our neighborhood with an unappealing entrance
landscape. Their lack of yard maintenance has caused significant
issues of drainage and rodents to the homes on Mt. Baker Ave NE
that back up to the property. There is also an issue with the large
retaining wall and how this will be maintained and secured for the
current properties backing the proposed driveway and property. In
addition, NE 6th St already has limited parking and issues with traffic
cutting through the neighborhood along with excess speed. Adding
another home access to our neighborhood streets will continue to add
to this current issue. Shamrock Heights was designed as a green
neighborhood and our HOA maintains common green spaces and
parks. Opening the neighborhood streets invites non-HOA members
to utilize our private facilities without responsibility to support the
maintenance. It would be nice to see this current property owner step
up and take responsibility for their current property to relieve the
homes that are affected by their lack of maintenance. Adding another
home and using our neighborhood streets to do so is not in the best

I am opposed to this proposal. I have concerns about how a road will
cut through the area, given the retaining wall and slope currently
there. In addition, the Shamrock Heights community is already
having issues with traffic and parking. This will limit parking in our
neighborhood and add traffic, which I do not support. Finally, I have
concerns about water impacts. We get heavy rains and our water
runoff system frequently gets overwhelmed - this would add to the
problem. Overall, the impacts to our infrastructure are unacceptable.
We want to be good neighbors but this will negatively impact many
people and only benefit one family.

Thank you for taking the time to consider my comments. I live in the
neighborhood of Shamrock Heights. The proposed action is to create
an entrance from NE 6th St. The problem with this is that the
entrance to the home will now be located within the neighborhood of
Shamrock Heights, yet they would not be a part of our HOA. If we
have a home that is within our neighborhood (because they enter
here), There would be no recourse when they do not care properly for
their home. This is a worry since this house has been undergoing
construction for more than a year and the site has been an absolute
mess. There has been debris littered on the land for over a year which
has led to rodent problems and the construction has led to drainage
problems. We chose to live within an HOA neighborhood in order to
live within a well kept neighborhood. Also, having the entrance to the
home from NE 6th st. Having access through 6th street also means
more traffic for the neighborhood, more speeding incidents and fewer
parking spaces when there are already very limited parking spaces.
Please do not approve this application to add an entrance to this plat.
There is plenty of room to have an entrance to both homes off NILE
and access should continue to be off of NILE. Adding an entrance
from NE 6th St would be a serious burden to the homes within the
neighborhood of Shamrock Heights. Thank you for your

I absolutely oppose this construction permit request. This project
would compromise the integrity of our neighborhood entrance and
the community that we have built. We pay HOA dues and work hard
at creating a community environment that we all pay and keep up.
This home is not a part of HOA and should not be having access to
our entrance and neighborhood. I strongly oppose this project and
believe several members of our neighborhood do as well. It's just too
bad I didn't learn about this until the last minute, otherwise, we as a
collective group could have put forth a stronger argument to oppose
this construction permit request.

There is an existing entry into the plat off Nile Ave that leads to Lot 1
(also mentioned in the application). It would need to be extended a
few feet to provide access to Lot 2. That seems to be a far more
economical and practical solution than modifications to NE 6th St.
Shamrock Heights would also lose some parking capacity on the
north side of the street due to the proposed modification, that can
again be easily avoided by using the existing entry into Lot 1. During
construction, there would be construction debris, trucks and heavy
equipment using NE 6th St that is the main through fare for the
Shamrock Heights community. The exiting construction for Lot 1 has
gone on for more than a year. It would be a hindrance for the
residents if the construction would extend for that long a period for
the new lot.

This message is to strongly oppose the proposed subdivision of the
lot at the corner of NE 6th Street and Nile, at the corner of the main
entrance to the Shamrock Heights neighborhood. While I am not a
current resident of Renton, I am a former resident of Shamrock
Heights, and lived adjacent to this property for 15 years (2006-2021).
While the owner has a right to develop their property, the proposed
subdivision and addition of a driveway on NE 6th Street is in the
middle of the main entrance to the residential neighborhood. There is
already a traffic issue on NE 6th Street with many vehicles speeding
up and down the road. The addition of this driveway would only add
to this. There are over 100 residents in Shamrock Heights that
purchased a home in a neighborhood that did not have additional
traffic issues. The proposed location is very steep, and the
neighborhood already has various drainage problems. The initial
neighborhood plan was to be a Built Green community which had
special environmental review. The construction of a road/driveway in
this space would require the removal of a large retaining wall and is
highly likely to adversely affect the current residents. Lastly, the
property has been in development for approximately 18 months and
has been unsightly. There is a debris problem which has attracted
rodents and is adversely affecting the neighbors, as well as the overall
appearance and cleanliness of the neighborhood Thank you for your

This is the plot behind my house. I am a victim of the ignorance of
land owner on maintaining the property with proper drainage and
landscaping. All water during rain is freely passed to my backyard.
And this is still happening even after the new owner occupied the
land. A proper drainage is must to have any kind of construction
planned. I do not advice a road to NE 6th St which is already
congested and can easily cause blind spot as the property is down
than road level.

increase traffic in a pedestrian traffic neighborhood, cause issues with
