Work on Saturdays shall be restricted to the hours between nine o’clock (9:00) a.m. and eight o’clock (8:00) p.m. No work shall be permitted on Sundays. None EXHIBIT 12 DocuSign Envelope ID: 3FB88489-C97A-493A-A1A9-1E21C2491C8D Page 1 of 3 LUA21-000463 DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT M E M O R A N D U M DATE: February 10, 2022 TO: Brittany Gillia, Planner FROM: Yong Qi, Development Engineer SUBJECT: UW Medicine Testing Lab 1601 Lind Ave SW LUA21-000463 I have reviewed the application for the UW Medicine Testing Lab located at 1601 Lind Ave SW and have the following comments: EXISTING CONDITIONS WATER: The proposed project is within the City of Renton’s water service area and in the Valley 196 pressure zone. Below is a summary of the existing water system in the project vicinity: 1. There is an existing looped water main on the site: • 10-inch looped water main around the existing building on site – refer to City water project plan no. W-183501 • The static water pressure is approximately 75 psi at ground elevation of 22 feet. 2. There are existing water services to the subject property: • 4-inch domestic water meters with backflow prevention assemblies (Facility ID No. LAT- 006045). • 3-inch landscape irrigation meter with Double Check Valve Assembly (Facility ID No. LAT-006044). • 6-inch fire water service serving the existing building with a double check detector assembly (DCDA) for backflow prevention (Facility ID No. LAT-006046). 3. There are 4 existing fire hydrants on the site. Below is a summary of the existing fire hydrants in the vicinity of the site. Please refer to the Fire Authority for fire protection requirements: • One south of the building within the parking lot of the facility (Hydrant ID No. HYD-SW- 00617). • One southeast of the building within the parking lot entrance from Lind Ave SW (Hydrant ID No. HYD-SW-00616). • One northeast of the building within the intersection of SW 16th St and Lind Ave SW (Hydrant ID No. HYD-SW-00080). • One northwest of the building in SW 16th St (Hydrant ID No. HYD-SW-00081). There is an existing 8’’ gravity wastewater main located within Lind Ave SW (see Record Dwg: S-199702), and the existing building is connected to the sewer main with an 8’’ sewer stub and 6’’ side sewer. STORM DRAINAGE: The existing site topography is flat. The stormwater runoff from the building and parking lot are directly conveyed to the private storm system of 48” stormwater main surrounding the existing building within the parking lot (Record Dwg: R-183505). STREETS: The project site takes access from SW 16th St to the north and Lind Ave SW to the east of the site. The following describes the existing street sections: • SW 16th St (Commercial Access Street) – 60 foot right of way width with a 36 feet paved roadway (five 11-foot lanes as the roadway approaches the intersection with Lind Ave SW) with concrete curb and gutter on both sides, a 7-foot sidewalk on south side and 10-foot planter on north side of the roadway. • Lind Ave SW (Commercial Access Street) – 85 foot right of way width with a 55 feet paved roadway with concrete curb and gutter on both sides, 7-foot sidewalk and 5-foot planter on west side of the roadway, and 5.5-foot sidewalk and 6-foot planter on the east side of the roadway. WATER COMMENTS: 1. An approved Reduced Pressure Backflow Assemblies (RPBA) are installed inside the existing building, therefore no additional backflow is required and the existing water system provides the necessary fire protection and water service for the proposed use. SEWER COMMENTS: 1. The existing sewer system provides the needed sewer service for the proposed use. No additional requirements have been identified. STORM DRAINAGE COMMENTS 1. A drainage report complying with the 2017 Renton Surface Water Design Manual (2017RSWDM) will be required if construction is proposed exterior to the existing building. Based on the City’s flow control map, the site falls within the City’s Peak Rate Flow Control Standard (Matching Existing Conditions). The site falls within the Black River Drainage Basin and Rolling Hills Creek sub basin. Refer to Figure 1.1.2.A – Flow chart to determine the type of drainage review required in the 2017RSWDM. No drainage review shall be required if there is no construction proposed exterior to the existing building. 2. Erosion control measures to meet the City requirements will be required during construction as needed. 3. The 2022 Surface water system development fee is $0.84 per square foot of new impervious surface, but no less than $2,100.00. Fees that are current will be charged at the time of permit issuance. There is no storm water impact fee for replaced impervious surface area. TRANSPORTATION/STREET COMMENTS 1. A traffic impact analysis (TIA) memorandum prepared by Transportation Engineering NorthWest (TENW) dated January 2, 2022 was submitted for review: The existing use trips were estimated based on methodology documented in the Institute of Transportation Engineers (ITE) Trip Generation Manual, 11th Edition office use (to be replaced EXHIBIT 12 DocuSign Envelope ID: 3FB88489-C97A-493A-A1A9-1E21C2491C8D ADVISORY NOTES TO APPLICANT Page 3 of 3 LUA21-000463 by the proposed UW Medicine Testing Lab). Based on the total 1st floor area of 39,834 SF, which was previously occupied by an office user, the existing use is estimated to generate 432 average daily trips, 61 AM peak hour trips and 57 PM peak hour trips. The assessment of proposed use trips from the memo used a site-specific trip generation analysis to provide a forecast for the proposed laboratory use: Employee Trips – The facility is expected to have a maximum of 150 total employees in three shifts of 50 employees each. The first shift is from 7:00 AM to 3:30 PM, the second shift is from 3:00 PM to 11:30 PM, and the third shift is from 11:00 PM to 7:30 AM. Employees generally arrive 10-20 minutes before the start of their shift and depart 10-20 minutes after their shift ends. Specimen Delivery/Pick-up Trips – Up to 16 trips for specimen delivery/pick-up are expected to occur at the facility on a daily basis. These trips are anticipated to occur throughout all 24 hours of the day with at most 2 vehicles arriving and departing during the same hour. The specimen delivery/pick-up vehicles are anticipated to be on-site for less than 1 hour at a time. Waste Pick-up/Supply Delivery Trips – Up to 8 waste pick-up/supply delivery trips are expected to occur at the facility on a daily basis. These trips are anticipated to occur between 8:00 AM and 9:00 PM. The waste pick-up/supply delivery trips are anticipated to be on-site for less than 1 hour at a time. One (1) custodian is anticipated to arrive daily around 6:00 PM and depart by 9:00 PM. Other Trips – USPS Mail, UPS or FedEx pickup/deliveries are anticipated to occur once daily. Additionally, miscellaneous trips anticipated to occur three times a week include Iron Mountain paper shredding, and Aramark. Based on the detailed trip generation forecast above, the proposed UW Medicine Testing Lab tenant improvement project is estimated to generate 354 average daily trips, 52 trips during the weekday AM peak hour (1 in, 51 out), and four (4) trips during the weekday PM peak hour (2 in, 2 out). After reviewing the submitted memo, City Staff agree that the proposed development would generate a reduction of approximately 78 net new average weekday daily trips, a reduction of approximately 9 net new trips (-52 inbound and 43 outbound) during the weekday AM peak hour, and a reduction of approximately 53 net new trips (-7 inbound and -46 outbound) during the weekday PM peak hour. 2. As the proposal is anticipated to result in a net decrease in additional AM or PM peak hour trips, no transportation impact fee will be charged. 3. Transportation Concurrency is provided under a separate document. GENERAL COMMENTS 1. The fees listed are for 2022. The fees that are current at the time of the respective permit issuance will be levied. Please see the City of Renton website for the current fee schedule.
