An independent transportation impact fee is allowed by the Renton Municipal Code (RMC) 4-1-190 (H). An independent transportation impact fee is proposed for this project because the specialized use is not consistent with a specific land use category from ITE Trip Generation or the CityÊs impact fee schedule. Project Description The proposed project is located at 1601 Lind Ave SW in Renton, WA. It is our understanding that the existing site includes approximately 200,000 square feet (SF) of building area that is currently entitled for office use. The proposed UW Medicine Testing Lab project would construct a tenant improvement occupy the 1st floor, which totals 39,834 SF. The proposed UW Medicine Testing Lab project would consist of 15,240 SF of lab space and the remaining 24,594 SF of 1st floor space would be supporting administrative office use. The testing lab will operate 24 hours a day, 7 days a week. EXHIBIT 9 RECEIVED 01/13/2022 BGillia PLANNING DIVISION DocuSign Envelope ID: 3FB88489-C97A-493A-A1A9-1E21C2491C8D Trip Generation and Independent Transportation Impact Fee Estimate UW Medicine Testing Lab (Renton) TENW January 2, 2022 Page 2 Background Based on information provided by the project applicant, the City of Renton noted during the pre-application meeting that a traffic study (that meets City of Renton traffic study guidelines) is required at land use submittal if the proposed project generates more than 20 new PM peak hour project trips. Additionally, the proposed project is subject to a transportation impact for of $7,145.85 per net new PM peak hour vehicle trip based on the additional PM peak hour trips estimated to be generated by the tenant improvement. Based on the CityÊs methodology and allowance for an independent impact fee per Renton Municipal Code (RMC) 4-1-190 (H), we have calculated an independent transportation impact fee for the proposed UW Medicine Testing Lab based on the use of tenant-specific trip generation data provided by the applicant. UW Medicine Testing Lab Trip Generation Based on information provided by the applicant, the proposed testing lab use is not consistent with a specific land use category established in the Institute of Transportation Engineers (ITE) Trip Generation Manual. As such, user-specific information was used for the trip generation estimate. To estimate trip generation for the proposed UW Medicine Testing Lab, the tenant provided detailed forecasts of all vehicular trips anticipated to occur on a typical weekday. These detailed weekday trip estimates are summarized in Attachment A and described by the following categories: Employee Trips – The facility is expected to have a maximum of 150 total employees in three shifts of 50 employees each. The first shift is from 7:00 AM to 3:30 PM, the second shift is from 3:00 PM to 11:30 PM, and the third shift is from 11:00 PM to 7:30 AM. Employees generally arrive 10-20 minutes before the start of their shift and depart 10-20 minutes after their shift ends. Specimen Delivery/Pick-up Trips – Up to 16 trips for specimen delivery/pick-up are expected to occur at the facility on a daily basis. These trips are anticipated to occur throughout all 24 hours of the day with at most 2 vehicles arriving and departing during the same hour. The specimen delivery/pick-up vehicles are anticipated to be on-site for less than 1 hour at a time. Waste Pick-up/Supply Delivery Trips – Up to 8 waste pick-up/supply delivery trips are expected to occur at the facility on a daily basis. These trips are anticipated to occur between 8:00 AM and 9:00 PM. The waste pick-up/supply delivery trips are anticipated to be on-site for less than 1 hour at a time. One (1) custodian is anticipated to arrive daily around 6:00 PM and depart by 9:00 PM. Other Trips – USPS Mail, UPS or FedEx pickup/deliveries are anticipated to occur once daily. Additionally, miscellaneous trips anticipated to occur three times a week include Iron Mountain paper shredding, and Aramark. As shown in Attachment A, based on detailed trip generation forecast provided by the proposed tenant, the proposed UW Medicine Testing Lab tenant improvement project is estimated to generate 52 trips during the weekday AM peak hour (1 in, 51 out) and four (4) trips during the weekday PM peak hour (2 in, 2 out). Comparison to Existing Use Trip Generation Weekday AM and PM peak hour trip generation was estimated for the existing office use (to be replaced by the proposed UW Medicine Testing Lab) based on methodology documented in the Institute of Transportation Engineers (ITE) Trip Generation Manual, 11th Edition for Land Use Code (LUC) 710 (General Office Building). Based on the total 1st floor area of 39,834 SF, which was previously occupied by an office user, the existing use is estimated to generate 61 AM peak hour trips and 57 PM peak hour trips. Proposed Use Independent Transportation Impact Fee Calculation The independent transportation impact fee calculation for the proposed UW Medicine Testing Lab tenant improvement project is based on a comparison of the estimated PM peak hour project trips associated with the proposed project compared to the PM peak hour trips generated by the existing use to be removed. Based on the user-specific information provided by the applicant and the ITE Trip Generation Manual, the proposed UW Medicine Testing Lab tenant improvement project is expected to result in a net reduction in PM peak hour trips. Therefore, no transportation impact fee should be required. Conclusion Based on the user-specific information provided by the applicant and the ITE Trip Generation Manual, the proposed UW Medicine Testing Lab tenant improvement project is expected to result in a net reduction in weekday AM and PM peak hour trips when compared to the existing office user. Therefore, a Traffic Impact Analysis (TIA) and transportation impact fee are not expected to be required.
