The site is bordered by Northeast 10th Street to the south and Jefferson Avenue Northeast to the east, north, and west. Highway Parameters • Highway Classification: Urban Major Collector • Posted Speed: 25 mph • Average Daily Traffic: 3,000 - 14,000 (per functional class definition) Existing Pedestrian Facilities There are four existing curb ramps and one marked crosswalk at the intersection of Northeast 10th Street and Jefferson Avenue Northeast (Commercial Access). There are two existing curb ramps at the intersection of Northeast 10th Street and Jefferson Avenue Northeast (Residential Access). Pedestrian Design Standards Curb Ramps – Landing, DM Section 1510.09(2)(b), September 2021 The running slope of curb ramps shall not exceed 8.3% maximum. 02/18/2022 If the maximum running slope of 8.3% cannot be achieved due to existing physical constraints, the ramp shall be as flat as possible but the ramp length is not required to exceed 15 feet. Proposal All six existing curb ramps within the vicinity of the project will be replaced due to the required frontage improvements or pavement restoration from utility installation. Per City of Renton’s direction, companion ramps and new ramps along Jefferson Avenue Northeast (Commercial Access) and Jefferson Avenue Northeast (Residential Access) are proposed. A total of eleven curb ramps and one marked crosswalk are included as part of the project. Ten of the eleven proposed curb ramps and the one marked crosswalk are designed to meet current WSDOT standards. The proposed southern curb ramp at the intersection of Northeast 10th Street and Jefferson Avenue Northeast (Residential Access) is designed to the maximum extent feasible. All curb ramp elements will meet current WSDOT standards, except for the running slope (11.55%). Justification To construct the curb ramp to be 100% compliant would require re-profiling the existing roadway. This type of major reconstruction is not feasible in this type of redevelopment project. To construct the curb ramp while maintaining the existing profile of the roadway would require rebuilding the roadway adjacent to the proposed curb ramps. The rebuilt roadway would result in a grade change transition within the driving lane that would be undesirable.
