Human Services Advisory Committee Meeting
January 18, 2022 - 3:00 p.m.
Renton City Hall - Council Conference (Zoom Room), 7th Floor
Attendance: Leslie Anderson, Adair Hasty (Vice-Chair), Amy Koehl, Joseph Scovel (Chair), Jessie Friedmann,
Julie Dubravetz, Gary Barquet
Excused: Jeannie Anderson
Staff: Human Services Manager Guy Williams, Human Services Coordinator Dianne Utecht
1. Call to Order at 3:04 p.m. by Joe Scovel / Jessie Friedmann
2. Approval of Agenda – Joe Scovel moved to approve the January 18, 2022, agenda. The motion was
seconded by Jessie Friedmann. All were in favor; motion carried.
3. Approval of Minutes – November 2021 minutes were not available for approval at this time.
4. Committee Overview/Updates
a. New Member introductions, current and new (Gary Barquet/Jessie Friedmann)
b. New Officers Vote, Chair and Vice-Chair positions – Joseph Scovel, Chair and Adair Hasty, Vice-
chair.
5. City of Renton Agency Funding Cycle Overview Dianne Utecht, Human Services Coordinator
a. New Funds / What we are funding
1) Funding cycle opens in March, 2022, and closes April, 2022.
2) Members reviewed funding process and briefly discussed the new funding added ($192K) to
the overall fund allotment.
b. Application timeline preparation for HSAC
1) February: Discuss funding targets and finalize the supplemental page with the Renton
specific information and requirements due February 17th, 2022.
2) March-April: Review and finalize documents and rating tools
3) May-July: Review applications
c. Amounts Awarded / Discussion to increase minimum amount to $10,000
1) The minimum amount currently which can be requested and awarded is $7500. There is no
maximum.
2) New programs, if awarded, will receive $7500. A new program is one not funded by
Renton in the previous funding cycle.
d. Categories for Funding
1) Categories have been determined for need areas.
2) Agencies are asked to select category for which they will request funding.

7. Supplemental Questions to Grant Application Process Dianne Utecht, Human Services Coordinator
a. All agencies complete a primary application that will go to any of the 18 cities they select to
request funding.
b. Supplemental pages are specific to individual cities and need to be individualized by
February 17, 2022.
c. DU will send out a couple completed applications and score sheets, as well as statistics for
Renton usage of HSP and King County Housing Repair funds.
8. New Business/Action Items Dianne Utecht, Human Services Coordinator
a. Committee requested Public records presentation from City Attorney.
9. Information
a. Social Services Guide is out and ready for distribution, Dianne will mail out copies to members.
b. Cold Weather Shelter activation occurred from December 26 thru January 3rd. The shelter was
a 24/7 operation that served upwards to 29 residents both day and night. The shelter was
operated by REACH at the Highlands Neighborhood Community Center.
10. Adjournment Leslie Anderson motioned to adjourn. Motion was seconded by Julie Dubravetz. All were
in favor; motion carried. Adjourned at 3:59pm.
