AN ORDINANCE OF THE CITY OF RENTON,' WASHINGTON,
VACATING A PORTION OF SOUTH 132nd S TREET, LOCATED
IN THE CITY OF I ENTON, KING COUNTY, WASHINGTON.
WHEREAS, a proper petition for vacating of a portion of a certain street
as hereinafter more particularly described, was c,uiy filed with the City Clerk on
August 9, 1960 signed ',DI all the owners of the prope:ty abutting upon said portion
of the street sought to be vacated, which petition was read at a regular meeting
of the City Council on August 9, 1960; and

WHEREAS, the City Council by Resolution and after due investigation did.
fix,and determine September 6, 1960 at 8:00 p.m. in the Council Chambers of
the City of Renton to be the time and place for the public hearing thereon and
directed the clerk to give notice,of such hearing in the manner provided by law;ard
WHEREAS, the City Clerk has duly caused notice of such hearing to be
published and to be posted for .the time and in the manner provided by law, and
WHEREAS the public hearing was duly held upon said petition on the day
so fixed and the City Council having duly heard all objections and,protests to the,

graritirig of said petition and all ot_he,r, matters. in,connection.therewith and: the
6ityou1icil did at that time vote to grant said petition for vacation and the City
'Council further finding that the vacation of the hereinafter described portion of
the street is proper and ad•7antageous to all concerned and will serve the public

said vacation being of public benefit and the petitioners for said vacation having
agreed to convey unto the City of Renton eertain portions of adjoining property for
the purpose of providing a third lane and adequate access from Renton Avenue
onto 90th Avenue South; NOW THEREFORE
BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE
CITY OF RENTON AS FOLLOWS:
SECTION I: The following described portion of South 132nd Street, to-wit:
That portion of South 132nd Street (Lansing Street and 7th Avenue)
lying between 90th Avenue South (Adsit Avenue) and 91st Avenue
South (Ohio Avenue) as platted in N. H. Latimer's Lake Washing-
ton Plat as recorded in Volume 6 of Plats, Page 70, records of
King County, Washington and as platted in Earlington Acre Tracts
as recorded in Volume 15 of Plats, Page 84, records of King
County, Washington.
BE AND SAME IS HEREBY VACATED; subject to and reserving unto the
City of Renton a certain 20 foot easement for utility and other purposes, said

Park Board. Property Committee and City Engineer, with a report back to the
Council. Carried.
CONTINUED HEARING - Emergency Appropriation for Shane?s Maplewood Sewer Extension
Mayor Baxter recommended the hearing be continued, as it is necessary to
::stablish the legality of the annexation.
Moved by Morris, seconded by Pinkerton, that this matter be referred to
ne Council as a Whole. Carried.
COMMUNICATIONS:
Notice of hearingto be held by the Washington Public Service Commission,
at the City Hall in Renton, August 12, 10:00 A.M., regarding the application of
the Lake Shore Lines to abandon service into the Skyway Park area, was read by
the Clerk. (Please refer to action on this matter under ?New Business?).
A communication was read from Nicholas A. Maffeo re proposed amendments
to the i9Metro"Q bill, and was referred on motion of Delaurenti, second by Poli,
to the Council as a Whole. Carried.
Request from Henry C. Towne, Kent, that the section of the West Valley
Highway from the bridge north to the Tukwila City Limits, be posted to a speed
limt faster than the 25 M.P.H.,
The Street Commissioner explained the sign as posted does not limit
the speed at this location to 25 M.P.H., but is the customary posting of the
City Speed Limit at the entrance to the City, expept <yahero otheeriise posted.
This eoctioh has been posted by the State Highway Department.
The Mayor was requested to send a letter of explanation to Mr. Towne.
A request from the Assembly of God Church for clarification on the pro-
posed vacation of S. 132nd Street, between 90th Avenue South and 91st Avenue
South. Reverend Marr, Church Pastor, stated he thought that they had fulfilled
the terms for this vacation. The Church requested a variance on the parking
requirements, for the space they have available. They stated that 69 parking
spaces could be provided. Reverend Marr compared the lesser parking require-
ments of therCounty and adjacent cities applicable to Churches. He requested
the Council expedite the matter, in order that construction might proceed.
Mayor ,Baxter noted that the original plan for the relocation and re-
dedication of the street, as approved, has now been changed. Reverend Marr
explained the new plan for the street relocation, and outlined the proposed
changes. The City Engineer stated the original plan was the best from an eng-
ineering standpoint. •
Moved by Trimm, seconded by Poli, that this request be referred to the
Planning Commission and Street and Alley Committee. In the discussion that
followed Councilman Trim pointed out that due to the change in the conditions
and plans, from the original authorization, a recommendation should be made
by these committees. Secretary Cordell of the Planning Commission informed
the Council that this matter had come before the Commission, who have met with
Street and Alley Committee, and the Commission only approved the proposed
•vacation in accordance with the conditions and plans originally agreed to by
r: e Planning Commission and the City Council. (Planning Commission minutes of

The City Attorney pointed out that if the church request for a variance
n the parking had not been before the Planning Commission, for recommendation
• the Council, this should be done. He advised the Council that due to the
>ngth of time involved, another hearing on the proposed street vacation must
• set. The Engineer should advise the Council regarding change in the re-
:,odication.
Moved by Pinkerton; seconded by Garrett, that hearing date for the vaca-
_._on be set for August 18, on the proposed vacation of South 132nd Street,
.;.,seen 90th Avenue South and 91st Avenue South, on request submitted by the

Assembly of God Church. A question was raised on Which plan for the rededica-
tion of the street is to be considered, and Reverend Marr stated the Church
requested 'the new plan.
Vote on the motion carried.
A letter was read from the Boeing Airplane Company on a recent emergency
incident over Cedar River. It was requested that the City enact an ordinance,
in the public interest to prohibit all but authorized personnel within a
specific area, to control the presence and proximity of spectators at the scene
of an emergency.
Moved by Reid, seconded by Morris, that the Airport Board come in with
recommendation. Discussion was held if referral should be made to the Council
.s a Whole Committee. Vote on the motion carried.
A letter was read from the Superintendent of Utilities requesting the
painting and naming of•Monterey Hill Reservoir..
Moved by Morris, seconded by Pinkerton, to concur in the request to pernri•,
tie painting to be done. Carried.
Moved by Delaurenti, seconded by Morris, that the matter of naming the
reservoir be referred to the Council as a Whole. Carried.
Utilities Dept. request for permission to advertise for bids for the
drilling of an exploratory test well, in the vicinity of 134th Avenue S. E.
and S. E. 106th Street, with bid opening, date scheduled for August 18th.
Moved by Morris, Pinkerton, to concur in the request. Carried.
Chamber of Commerce request for permission to install two overhead •
street banners, one on Third Avenue and the other in the vicinity of Logan
and Airport Streets, in connection with Old Scottish Games and A.A.U. meet at
the Renton,High School Stadiu, August 8th.
Moved by Poll, seconded by Delaurenti, that this request be granted.
Carried. This matter to be under-Police Department supervision.
City Engineer's request for permission'to issue bid invitations for the
construction of Talbot Sanitary Sewere-System, bid opening date September 15th.
Moved by Reid, seconded by Poll, to concur in the request. Carried.
Notice from the City Engineer of meeting scheduled for Wednesday, August
12th at 2:00 P.M. with Northern Pacific Officials to review the City's applica-
tion_for grade crossing between Third Avenue and Fourth Avenue. The Street
and Alley Committee and .att Cropmes4oner requested to attend this meeting.
PLANNING COMMISSION RECOMMENDATIONS, MINUTES OF JULY 22.

(7) Grant Charles Shane request for limited permit to store lumber on
his property, in back of the Roller Rink, for no longer than one
year from July 22, subject to cancellation at any time.
Moved by Vietzke, seconded by Polio to concur in the recommend-
ation of the Planning Commission. Carried.
Mayor Baxter declared a recess. After the recess the meeting was called to order
by Mayor Joe R. Baxter. '

Mr.. Joe Gilbert explained the Library Board's application for $12,000.00
Planning Funds for the new library, filed with the H.H.F.A. To meet the re-
quirements of the H.H.F.A. the Library Board requested the City Council inform
the H.H.F.A. that the Park Board and Library Board have reached an agreement
the Library Site, as revised, and there are no objections from any other
Eland or Commission. The Library Board also asked Council approval on the
r..,.'king strip to be used jointly by the Park and Library, which approval has
:en requested by the Planning Commission. Park Superintendent Coulon was ask

been forwarded to the Planning Commission that the Park Board have approved

Gentlemen:
In regard to the Vacation of South 132nd Street the Renton
Planning Commission at their meeting of August 10, 1960 took the
following action as numbered in their Minutes:
.(7) The Secretary read copies of letters from the Assembly
of God Church Building Committee and Mr. Highton, City En-
gineer, to the Mayor and City Council , relative to the Vaca-
ting of South 132nd Street. The original request for vaca-
tion of South 132nd Street called for the dedication of a new
right of way from the intersection of South 132nd and 90th
Avenue South southeasterly to Renton Avenue. This proposal
was submitted to the Planning Commission and on March 17,
195E the Planning Commission recommended the Vacation of South
132nd Street between 90th Avenue South and 91st Avenue South
and its relocation in accordance with the plan then under con-
sideration. The vacation never occurred because the Assembly
of God did not dedicate the new right of way. The Assembly of
God subsequently reouested the vacation of South 132nd Street
and in lieu of the proposed new street suggested the widening
of the intersection of 90th Avenue South with Kenton Avenue.
After members of the Planning Commission had inspected the
area and watched the traffic flow the Planning Commission
recommended against the vacation of 132nd Street unless it was
in accordance with the plan originally approved.
Examination of the present proposition by the Commission
reveals it to be merely a rearrangement of the proposal al -
ready rejected by the Planning Commission and the City Council .
After discussion it was moved by Holmes, seconded by Peretti ,
that we not concur in the vacation of South 132nd Street and the
Council be so informed. Motion carried.

Gentlemen:
Submitted herewith is a new petition for the vacation of South
132nd as requested by the Assembly of God Church.
The Quit Claim Deed of Church property to provide a third lane
connection from Renton Avenue to 90th Avenue South requires a modified
description to conform to the plan submitted by the Church.
The plan and quit claim description will be sent to the Plan-
ning Commission for their consideration and recommendation on this
petition.

The advantages would be as follows:
