This addendum forms part of the Contract Documents and modifies the original Plans and
Specifications, for which proposals are due on the date and time above.
Acknowledge receipt of this addendum on “Addenda Received” of the Bid Documents in the
Contract Documents. Failure to do so might subject the bidder to disqualification.
This addendum shall clarify the Contract Documents as follows:
Item No. 1 – Specification Section 00 23 00 – Supplementary Conditions
Add: 1.3 BID PROTESTS: Per RCW 39.04.105:
Competitive bidding—Written protests—Notice of contract execution.
(1) Within two business days o1.3f the bid opening on a public works project that is the
subject of competitive bids, the municipality must provide, if requested by a bidder,
copies of the bids the municipality received for the project. The municipality shall
then allow at least two full business days after providing bidders with copies of all
bids before executing a contract for the project. Intermediate Saturdays, Sundays,
and legal holidays are not counted.
(2) When a municipality receives a written protest from a bidder for a public works
project that is the subject of competitive bids, the municipality must not execute a
contract for the project with anyone other than the protesting bidder without first
providing at least two full business days' written notice of the municipality's intent to
execute a contract for the project, provided that the protesting bidder submits
notice in writing of its protest no later than:
a) Two full business days following bid opening, if no bidder requested copies of
the bids received for the project under subsection (1) of this section; or
b) Two full business days following when the municipality provided copies of the
bids to those bidders requesting bids under subsection (1) of this section.
Intermediate Saturdays, Sundays, and legal holidays are not counted.
Item No. 2 – Specification Section 00 72 00 – General Conditions
Add: 2.6 Builder’s Risk – Contractor to purchase and maintain Builder’s Risk Insurance in
the amount of the Contract Sum including all Change Orders for the Work on a
replacement cost basis until Substantial Completion.

Change: C. Approved Equal: Zurn Z-886 Channel with HDP (ADA compliant grate). Trench
drain will require a compatible in-line catch basin with integral trash basket also
be included within the trench drain. Any adjustments that may be required to
downstream pipe slope to connect to invert elevation shown at CB #201 will be
contractor's responsibility. Use of Zurn product as an approved equal will be at
no additional cost to Owner.
Item No. 7 – Specification Section 02870 – Site Furnishings 2.7 Drinking Fountains
Change: Description:
D.Approved Product: MDF Model 10145SMSS with bottle filler and optional 10"
stainless steel surface carrier or approved equal.
Item No. 8 – Specification Section 02870 – Site Furnishings 2.11 Dugout Benches
Change: Description:
1.Dugout benches with back and storage shelf shall be aluminum, two (2) 12' long
with straight legs with exposed ends capped, one (1) 18' long with three (3)
supports, or one (1) 21' long with three (3) supports.

Being duly sworn, deposes and says, that he is the identical person who submitted the forgoing proposal
or bid, and that such bid is genuine and not sham or collusive or made in the interest or on behalf of any
person not therein named, and further, that the deponent has not directly induced or solicited any other
Bidder on the foregoing work or equipment to put in a sham bid, or any other person or corporation to

•What is the availability or lead time of the Play Equipment? Many of the
Vendors are experiencing delays in delivery.

•Lead time is about 8-10 weeks.

•Is the sidewalk along Union Ave NE part of Rule 171??

•City of Renton is considered the consumer/customer of the products and
services for the project. The City of Renton does not provide tax or legal advice.
Therefore, Bidders/Contractor should seek guidance from their own tax and/or
legal consultants regarding the application of WAC 458-20-171 (Rule 171) to this
project and if needed rulings for the application of Rule 171 from the
Washington State Department of Revenue.
3.Bidder’s Question: (Vernon Orr, Terra Dynamics Inc.)
•Section 01 12 00 delegated design lists Portland Loo, Shelter, Fencing, and
playground equipment. Can you clarify what will be required for these items?
•Does the fence include backstop?
•Are we to hire structural engineers and submit design and calcs for permits?

1. Bidder’s Question: (Thomas Hawken, Tunista Construction LLC.)
• In the existing SW Parking Area – it is noted to remove the existing curb in the
southwest parking area, and replace it with – cast-in-place traffic curb. This will
require saw-cutting on both sides of the inset curb, excavation, and patching on
both sides of the curb. Please provide a detail indicating the patching
requirements.

2. Bidder’s Question: (Sonja Sommerfeldt, James W. Fowler Co.)
• Section 10.11 Diverse Business Participation states a voluntary Diverse Business
goal of 26%. Later in the section it states Contractors are encouraged to meet
or exceed the project goals in the advertisement by any level of participation,
regardless of category.
• Can you please clarify if this is a voluntary goal or required 26% goal?
• Is there any documentation we will be required to turn in with our bid showing
our outreach efforts?

• Section 00 11 13 Advertisement for Bids notes a Mandatory 15% apprenticeship
labor hours of the total labor hours are a requirement of the construction
contract.

regarding the encouragement participation of MWBE firms, Veteran-owned
firms, and Small, Mini and Macro Businesses.

•The City of Renton encourages Diverse Business Participation and contractors
are urged to meet or exceed the project goals.
•Section 00 21 00 Instructions to Bidders, Participation may be either on a direct
basis in response to this invitation or as a subcontractor to a bidder. However,
unless required by federal statues, regulations, grants or contract terms
referenced in the contract documents, no preference will be included in the
evaluation of bids, no minimum level of MWBE participation shall be required as
a condition for receiving an award, and bids will not be rejected or considered
nonresponsive on that basis. Any affirmative action requirements set forth in
federal regulations or statues included or reference in the contract documents
will apply.
•No documentation is required with bid submittal for participation effort.

•Is there anything on the project that the owner is providing; such as site
furnishings or items needed to be salvaged?

•It’s not clear what is happening to the tennis court, is it being removed or
saved?

•The existing tennis court surfacing is to remain (see Addendum Sketch ADD-A.2).
The only work at the tennis courts is related to the perimeter fencing as shown
on the plans the contractor shall protect the existing tennis court surfacing to
remain.
5.Bidder’s Question: (John Ivary, Ivary Enterprises Inc.)
•The Dugout Benches in 2.11 are a little confusing. They say there will be two 12’
long benches or one 18’ long bench with three leg supports. I spoke to Bruce
Dees and sent him the specifications and drawing for a 21’ bench with back
which I have attached. Bruce said he would make the change. I did not send in
a substitution request as National Recreation Systems was listed as an approved
equal. Since the dugout is 30’ long, the bench could be 24’ and still
accommodate the trash receptacle. The model number would be BE-DGS24. The
bench on detail 51 on C4.4 scales out to 21’.

6.Bidder’s Question: (John Ivary, Ivary Enterprises Inc.)
•I was hoping to send in substitution requests for the picnic tables, benches but
was having trouble with the specifications. I was a Wabash sales dealer for
several years before switching over to Webcoat which has been purchased by
Superior Recreation.
•I have attached a list of items that I sent to Superior requesting pricing and
substitution drawings and specifications but have not received a reply. The
bench is a ribbed bench and the trash receptacle is listed as a perforated model
but the detail 75 on drawing C4.6 shows a ribbed receptacle and has a comment
that the mounting is typical of 4. I count 8 receptacles on the plans.

concrete band. Please confirm if it is decorative band/pattern only to concrete
paving or provide details if it is Seatwall or Curb Ribbon.

Addendum Sketch ADD-A.1). The only alternate is the picnic shelter.

•The sod spec calls for 100% Kentucky Bluegrass, no net. I can’t find a supplier
with 100% Kentucky Bluegrass, no net in a big roll as indicated in 02920. Will the
attached grass blend be acceptable?

•We are a landscape contractor interested in the above referenced project. In
section 02920 – Sodding, it calls for no-net sod. I’ve contacted every sod grower
on the West side of the Cascades and no one sells sod anymore with no net.
They all use it to keep the sod intact during shipment. Is there any
consideration to use netted sod on this project? The project calls for over 4
acres of sod to be installed so it’s a important consideration with that much sod
to install.

can be provided by suppliers outside of Western Washington.

•What is the soil depth in the NW and SW planting areas adjacent to the parking
lot? Detail 7 on L3.2 shows the depth along Union Ave. Detail 1 on L3.1 for lawn
areas outside ballfield. Spec 02910 Page 3 Topsoil Placement refers to the
details on plans. There is not detail for the planting beds adjacent to the parking
lot.
