The pre-application meeting is informal and non-binding. The comments provided on the proposal are based on the codes and policies in effect at the time of review. The applicant is cautioned that the development regulations are regularly amended and the proposal will be formally reviewed under the regulations in effect at the time of project submittal. I have preliminary reviews for the above-referenced proposals: Cascade Elementary School Install one double classroom portable to replace two old single portables on the school grounds, located on the southeast corner of the intersection of SE 160th St and 116th Ave SE all in Section 28, Township 23N, Range 5E. Honey Dew Elementary School Install one double classroom portable next to the already existing double classroom portable on the school grounds, located on the northeast corner of the intersection of Union Ave NE and NE 8th St all in Section 10, Township 23N, Range 5E. The following comments are based on the pre-application submittals made to the City of Renton by the applicant. Water Cascade Elementary School: The subject parcel is not within the water service area of the City of Renton; it is in the Soos Creek Water and Sewer District. Applicant may need to submit a Certificate of Water Availability prior to formal application. See Renton Fire Department comments concerning this proposal. Honey Dew Elementary School: The subject parcel is within the water service area of the City of Renton; it is in the 565 water pressure zone. There is an existing 10” DI watermain parallel to the north property line. See City of Renton water drawing W-3405. There is an existing fire hydrant onsite, west of the existing portables. See Renton Fire Department comments concerning this proposal. Sierra Heights Elementary School: The subject parcel is within the water service area of the City of Renton; it is in the 565 water pressure zone. There is an existing 8” CI watermain looped around the complex. See City of Renton water drawing W0312. See Renton Fire Department comments concerning this proposal. Sanitary Sewer Cascade Elementary School: This site is served by the Soos Creek Sanitary Sewer District. A Certificate of Sewer Availability is not required at this time by the City. System Development Charges (SDC) are based on any and all domestic water meters. These fees are triggered by an additional domestic water meter or upsizing an additional domestic water meter. They are collected at the time a construction permit is issued. Honey Dew Elementary School: The subject parcel is served by the City of Renton sanitary sewer. There is an existing sanitary sewer main in Union Ave NE. System Development Charges (SDC) are based on any and all domestic water meters. These fees are triggered by an additional domestic water meter or upsizing an additional domestic water meter. They are collected at the time a construction permit is issued. Sierra Heights Elementary School: This site is served by the City of Renton sewer. There is an 8” concrete sewer main and MH at the south property line of the parcel. System Development Charges (SDC) are based on any and all domestic water meters. These fees are triggered by an additional domestic water meter or upsizing an additional domestic water meter. They are collected at the time a construction permit is issued. Storm Drainage Cascade Elementary School: The City does not have any drawings on storm drainage facilities for the streets adjacent to this school. A conceptual drainage plan may be required based on what the narrative reveals. The Surface Water SDC fees are $0.405 per square foot of new impervious area. These fees are collected at the time a construction permit is issued. Honey Dew Elementary School: There are existing storm drainage facilities in Union Ave NE. The Surface Water SDC fees are $0.405 per square foot of new impervious area. These fees are collected at the time a construction permit is issued. Sierra Heights Elementary School: The City does not have any records of storm drainage facilities in this area. A storm drainage narrative may be required. These fees are collected at the time a construction permit is issued. Street Improvements Cascade Elementary School: Street improvements will not be required for this portable project. Honey Dew Elementary School: Street improvements will not be required for this portable project. Sierra Heights Elementary School: Street improvements will not be required for this portable project. General Comments All required utility, drainage, and street improvements will require separate plan submittals prepared according to City of Renton drafting standards by a licensed Civil Engineer. All plans shall be tied to a minimum of two of the City of Renton Horizontal and Vertical Control Network. Permit application must include an itemized cost estimate for these improvements. Half of the fee must be paid upon application for building and construction permits, and the remainder when the permits are issued. There will be additional fees for water service related expenses. The Development Regulations are available for purchase for $100.00 plus tax, from the Finance Division on the first floor of City Hall or online at www.rentonwa.gov Project Proposal: The Renton School District is proposing to move three existing double portable classrooms from the Early Childhood Learning Center located at 1800 Index Avenue NE to: Cascade Elementary School 16022 116th Avenue SE APN 2823059034; Honey Dew Elementary School 800 Union Avenue NE APN 1023059121; and Sierra Heights Elementary School 9901 132nd Avenue SE APN 0423059069. One of the three 1,792 square foot portable classrooms would be relocated to each of the three schools. No additional students would be added. Relocation and construction is anticipated to begin during the spring of 2012 with completion anticipated during summer 2012. Each of the three proposed locations would be in flat areas of the campuses which currently include existing portable classrooms. Current Use: The parcels are currently developed with Cascade Elementary School, Honey Dew Elementary School, and Sierra Heights Elementary School, all of which are Renton School District properties. Zoning/Density Requirements: Cascade and Honey Dew Elementary Schools are located in the Residential – 8 du/ac zone. Sierra Heights Elementary School is located in the Residential – 4 du/ac zone. Development Standards: The project would be subject to RMC 4-2-110A, “Development Standards for Residential Single-Family Zoning Designations” effective at the time of complete application. A copy of the current standards is included. Building Standards – The R-4 and R-8 zones allow a maximum building coverage of 35 percent of the lot area or 2,500 square feet, whichever is greater for lots over 5,000 square feet in size. Building height is restricted to 30 feet except for publicly owned structures which are allowed additional height in accordance with RMC 4-2-110D.9.d.i and ii. Maximum impervious surface area in the R-4 zone is 55% and in the R-8 zone it is 75 percent. Setbacks – Setbacks are the minimum required distance between the building footprint and the property line and any private access easement. The required setbacks in the Zone R-8 are: Front yard –15 feet for the primary structure; Rear yard – 20 feet; and Side yards – 5 feet, except 15-feet for side yards along a street. The required setbacks in the R-4 zone are: Front yard -- 30 feet; Rear yard-- 25 feet; and Side yards -- 5 feet, except 15-feet for side yards along a street. It appears that the proposed project would comply with the development standards specified in RMC 4-2-110A for the R-4 and R-8 zones. [Note: Up to four portables or changes not exceeding 10% of gross floor area are outright permitted uses (RMC 4-2-080A.9). It appears that the proposed installation of portable classrooms at all three locations is in conformance with this condition associated with the Zoning use Table. Such conformance will be verified at the time of building permit application. Critical Areas: No critical areas have been identified at the Cascade or Sierra Heights Elementary Schools. Honey Dew Elementary School is in Aquifer Protection Zone 2. Environmental Review: The proposed project would be categorically exempt from Environmental (SEPA) Review unless critical areas are found to be present onsite. The following comments on development and permitting issues are based on the pre-application submittals made to the City of Renton by the applicant and the codes in effect on the date of review. The applicant is cautioned that information contained in this summary may be subject to modification and/or concurrence by official decision-makers (e.g., Hearing Examiner, Community & Economic Development Administrator, Public Works Administrator, Planning Director, Development Services Director, and City Council). Review comments may also need to be revised based on site planning and other design changes required by City staff or made by the applicant. The project site is generally flat with a down slope area toward Lyons Avenue SE in the eastern portion of the property. The property is 377,665 square feet (8.67 acres) in size and is currently developed with an elementary school. The applicant is proposing two options for a covered play on the school grounds. Option ‘A’ would be adding a roofed structure over an existing flat, uncovered asphalt play area; and Option ‘B’ would be the development of a new, covered play area in the eastern portion of the school property which would involve the removal of trees and shrubs as well as grading the area which is currently in a down slope area near Lyons Avenue SE property boundary. Vehicular and pedestrian access to the school grounds would remain unchanged. Current Use: The parcel is currently developed with Maplewood Heights Elementary School, a Renton School District property. Zoning/Density Requirements: The subject property is zoned Residential-4 dwelling units per acre (R-4). Because Option ‘B’ would involve the construction of more than 4,000 square feet of floor area, it would require SEPA Review. The Renton School District would be the lead agency for preparing any necessary environmental documentation. Please note that it may be possible to addend previous environmental documentation. Staff prefers Option ‘A’ because no new impervious area would be created and no disruption of the existing vegetation in the eastern portion of the site would occur. Permit Requirements: No land use permits would be required for either Option ‘A’ or Option ‘B’.
