Review comments may also need to be revised based on site planning and other design changes required by City staff or made by the applicant. I have completed a preliminary review for the above-referenced proposal. The following comments are based on the pre-application submittal made to the City of Renton by the applicant. Water 1. A Reduced Pressure Backflow Assembly (RPBA) will be required to be installed inline of the domestic water meter to the building in an above ground insulated “hot box”, per City standard. City records do not show a backflow device is installed at the meter at this time. 2. The existing backflow device installed on the fire service line does not meet current Department of Health standards. The check valve assembly will need to be replaced with a double detector check valve (DDCVA) to meet current standards. The device shall be installed outside in a vault or inside the building in accordance with City of Renton standards. 3. If the applicant increases the size of the existing domestic water or adds new water meter(s), system development fees and new permit fees will be assessed. h:\ced\planning\current planning\preapps\12-011.jerry\pre012-011,emeritus memory care,r-10.doc DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT M E M O R A N D U M DATE:February 16, 2012 TO:Pre-application File No. 12-011 FROM:Gerald Wasser, Associate Planner SUBJECT:Emeritus Memory Care General: We have completed a preliminary review of the pre-application for the above- referenced development proposal. The following comments on development and permitting issues are based on the pre-application submittals made to the City of Renton by the applicant and the codes in effect on the date of review. The applicant is cautioned that information contained in this summary may be subject to modification and/or concurrence by official decision-makers (e.g., Hearing Examiner, Community & Economic Development Administrator, Public Works Administrator, Planning Director, Development Services Director, and City Council). Review comments may also need to be revised based on site planning and other design changes required by City staff or made by the applicant. The applicant is encouraged to review all applicable sections of the Renton Municipal Code. The Development Regulations are available for purchase for $100.00 plus tax, from the Finance Division on the first floor of City Hall or online at www.rentonwa.gov Project Proposal: The subject property is located at 71 SW Victoria Street (APN 1823059017). The project site slopes upward from east to west. The property is zoned Residential – 10 dwelling units per acre (R-10) and is 48,800 square feet (1.12 acres) in size. The applicant is proposing to remodel an existing assisted living facility to provide “memory care”. The remodeling proposal encompasses extensive internal changes to the first floor of the building with more minor changes to the second floor of the three story structure. Work to the outside of the facility would include additional ramps and replacing the existing rockery in the southeast portion of the property. Current Use: The property is developed with an existing three story assisted living facility. Zoning Requirements: The subject property is zoned Residential-10 dwelling units per acre (R-10). Assisted living facilities are permitted in the R-10 zone subject to an approved Administrative Conditional Use Permit. The subject facility has been located on the subject property since 1981. A copy of these standards is included. Access/Parking: The applicant is not proposing any changes to existing access or parking. Landscaping: Remodeling of structures that requires improvements equal to or greater than 50% of the assessed property valuation must comply with all requirements of RMC 4-4-070 Landscaping. These landscaping requirements would apply to the entire site including parking areas. Critical Areas: The project site does not contain any mapped critical areas. Environmental Review: The proposed project is categorically exempt from Environmental (SEPA) Review. Permit Requirements: The proposal would not require any land use permits. Applicable construction and building permits would be required. A handout listing all of the City’s development related fees is attached.
