I have completed a preliminary review for the above-referenced proposal. The following comment is
based on the pre-application submittal made to the City of Renton by the applicant.
Provide drainage in compliance with the 2009 King County Surface Water Manual, if applicable.

SUBJECT:Love’s Learning Day Care #2
General: We have completed a preliminary review of the pre-application for the above-
referenced development proposal. The following comments on development and
permitting issues are based on the pre-application submittals made to the City of
Renton by the applicant and the codes in effect on the date of review. The applicant is
cautioned that information contained in this summary may be subject to modification
and/or concurrence by official decision-makers (e.g., Hearing Examiner, Community &
Economic Development Administrator, Public Works Administrator, Planning Director,
Development Services Director, and City Council). Review comments may also need to
be revised based on site planning and other design changes required by City staff or
made by the applicant. The applicant is encouraged to review all applicable sections of
the Renton Municipal Code. The Development Regulations are available for purchase
for $100.00 plus tax, from the Finance Division on the first floor of City Hall or online at
www.rentonwa.gov
Project Proposal: The subject property is located at 17033 116th Avenue SE
(APN2923059081). The daycare is proposed to operate within an existing residential
structure. King County Records indicate that the structure is residential. Washington
State Department of Early Learning records for Circle Time Childcare show that an initial
inspection was conducted by the licensor on December 7, 2011. The records do not
include notification of a letter to local planning office; nor are the local ordinances
addressed. The inspection report indicates that a Certificate of Occupancy was issued
on November 18, 2011. However, we understand that the City of Renton Building
Department rescinded this Certificate of Occupancy due to Building Code issues.
The site contains outdoor play areas with play equipment.
Current Use: The applicant is currently operating as a day care center on the project
site. Past use of the site as a daycare is not established through City of Renton records.
It appears from an appraisal document included in the submittal that a day care has
previously operated at this site, and that King County zoning may have permitted day
cares in the zone when the use was established. If a new day care was established in
the zone today, a Conditional Use Permit would be required.

Zoning/Density Requirements: The subject property is zoned Residential – 14 dwelling
units per acre (R-14). The R-14 zone day care centers in the R-14 Zone subject to the
approval of a Hearing Examiner Conditional Use Permit. Since a day care center has
been operating on this site prior to annexation without a lapse, then the Conditional
Use Permit would not be needed.
There may be unresolved issues with regard to the occupancy of the structure, which
must be resolved with the Building Official.
Access/Parking: Parking is located on the western portion of the subject property,
along the west façade of the structure. Vehicular access is taken from 116th Ave SE via
SE170th Ct.
Critical Areas: No critical areas appear to be located on the proposed project site.
Environmental Review: The proposed project is categorically exempt from
Environmental (SEPA) Review unless critical areas are found to be present on the project
site.
Permit Requirements: Land Use Permits are not required.
