Day Use Clinic (3000 NE 4th St.) General: We have completed a preliminary review of the pre-application for the above- referenced development proposal. The following comments on development and permitting issues are based on the pre-application submittals made to the City of Renton by the applicant and the codes in effect on the date of review. The applicant is cautioned that information contained in this summary may be subject to modification and/or concurrence by official decision-makers (e.g., Hearing Examiner, Community & Economic Development Administrator, Public Works Administrator, Planning Director, Development Services Director, and City Council). Review comments may also need to be revised based on site planning and other design changes required by City staff or made by the applicant. The applicant is encouraged to review all applicable sections of the Renton Municipal Code. The Development Regulations are available for purchase for $50.00 plus tax, from the Finance Division on the first floor of City Hall or online at www.rentonwa.gov Project Proposal: The subject property is located at 3000 NE 4th St on the north side of NE 4th St between Kirkland and Monroe Ave NE. The project site is approximately 25 acres in area and is zoned Light Industrial (IL). The subject site contains the Renton Technical College Campus. The applicant is proposing a tenant improvement to Building M in order to accommodate the King County Day-Use clinic currently located across NE 4th St. The building was formerly used by the Family Life Center and a parent education and Day Care Center. Current Use: Renton Technical College Campus Zoning/Density Requirements: The subject site is within the Light Industrial (IL) zoning classification on the City’s Zoning Map. The proposed use would be considered “Other Government Offices and Facilities. “Other Government Offices and Facilities” require a Hearing Examiner Conditional Use Permit within the IL zoning classification. Development Standards: The project would be subject to RMC 4-2-130A, “Development Standards for Industrial Zoning Designations” effective at the time of complete application (noted as “IL standards” herein). A copy of these standards is included herewith. The subject site is currently developed with existing structures along with associated parking and utility improvements. The proposed change of use would require the existing structure to be brought into compliance all Fire Safety and Building Occupancy requirements. King Co. If there is any indication of critical areas on the site, this must be disclosed to the City prior to development and appropriate studies must be undertaken. Environmental Review: The project is Categorically Exempt from SEPA requirements and, therefore, Environmental Review would not be required. Permit Requirements: The proposal would require Hearing Examiner Conditional Use Permit approval. All applications can be reviewed concurrently in an estimated time frame of 8 weeks once a complete application is accepted. The Conditional Use Permit application fee is $2,000. There will also be a technology fee, of 3 %, based on the total land use application fees for the project. Detailed information regarding the land use application submittal is provided in the attached handouts. In addition to the required land use permits, separate construction, building and sign permits would be required. The review of these permits may occur concurrently with the review of the land use permits, but cannot be issued prior to the completion of any appeal periods. Review comments may also need to be revised based on site planning and other design changes required by City staff or made by the applicant. I have completed a preliminary review for the above-referenced proposal. The following comments are based on the pre-application submittal made to the City of Renton by the applicant. Water 1. Water service is provided by the City of Renton. There is a 2-inch domestic meter serving the building. The applicant will be required to install a reduced pressure backflow assembly (RBBA) downstream of the domestic water as part of this project. 2. A fire sprinkler system will be required by the fire department. A separate utility permit and separate plans will be required for the installation of the double detector check valve assembly for fire sprinkler system. Device will be installed in accordance with the latest Department of Health “Approved List” of Backflow Prevention Devices. Location of device shall be shown on the civil plan. DDCVA installation outside the building shall be in accordance with the City of Renton Standards. For DDCVA installation proposed to be installed inside the building, showing the location and installation of the backflow assembly. DDCVA shall be installed immediately after the pipe has passed through the building floor slab. Installation of devices shall be in the horizontal position only. 3. A water system development fee for the new fire service line will be owed based on the size of the fire line. Sewer 1. The building is presently connected to sewer. King County Day Use PRE 12-046 Page 2 of 2 June 28th, 2012 i:\preapps\king county day use clinic.doc Drainage 1. A drainage plan and drainage report will be required with the civil plan application. The report shall comply with the 2009 King County Surface Water Manual and the 2009 City of Renton Amendments to the KCSWM, Chapter 1 and 2. All core and any special requirements shall be contained in the report. The drainage report will need to follow the area specific flow control requirements under Core Requirement #3. 2. Surface Water System Development fees of $.405 per square foot of new impervious surface will apply. This is payable prior to issuance of the construction permit.
