I have completed a preliminary review for the above-referenced proposal for (project info here). The
following comments are based on the pre-application submittal made to the City of Renton by the
applicant.
Water
1. If the project is going to provide water service to the dock, an appropriate back flow
device will be required.
Sanitary Sewer
1. There is an existing shallow 8-inch diameter sanitary sewer line in the water at this
location. Locate and mark carefully.
2. No post, piling or footing shall be installed directly on or above the sanitary sewer.

SUBJECT:Atkinson Dock
General: We have completed a preliminary review of the pre-application for the above-
referenced development proposal. The following comments on development and
permitting issues are based on the pre-application submittals made to the City of
Renton by the applicant and the codes in effect on the date of review. The applicant is
cautioned that information contained in this summary may be subject to modification
and/or concurrence by official decision-makers (e.g., Hearing Examiner, Planning
Director, Development Services Director, Public Works Administrator, Community &
Economic Development Administrator and City Council). Review comments may also
need to be revised based on site planning and other design changes required by City
staff or made by the applicant. The applicant is encouraged to review all applicable
sections of the Renton Municipal Code. The Development Regulations are available for
purchase for $100.00 plus tax, from the Finance Division on the first floor of City Hall or
on the City’s website www.rentonwa.gov.
Project Proposal: The proposal is to build a new 70-foot long, 330-square foot dock and
install a pre-manufactured, freestanding, portable boatlift and a jet ski lift in association
with an existing single family residence located at 3401 Lake Washington Blvd. North.
The new dock would be fully grated, 4 feet wide for the first 50 feet from the Ordinary
High Water Line, and then widening to a 6-foot ell for the next 20 feet. In addition, the
applicant is proposing two stainless steel mooring piles. As part of the proposed project
the applicant would remove four existing docks (384 square feet total) and a total of
nine treated wood piles.
Zoning/Comprehensive Plan: The subject property is located within the Residential – 8
dwelling units per acre (R-8) zone and has been designated Residential Single Family
(RSF) in the Comprehensive Plan.
Current Use: A single family residence currently exists on the project site with four
small docks and two freestanding wood pilings.
Shoreline Master Program Regulations: The City of Renton Shoreline Master Program
identifies Lake Washington as a Regulated Water Body. Lake Washington has also been
identified as a Shoreline of Statewide Significance. The Shoreline Master Program
designates this area as Shoreline Single Family.

Private single family residential docks are permitted with a Shoreline Substantial
Development Permit (RMC 4-9-190). Design standards for single family docks are
specified in RMC 4-3-090E.7.d). A copy of these design standards is attached. As shown
on the submitted pre-application materials, the proposal appears to conform to these
design standards.
Please note that RMC 4-3-090F.1 requires vegetated buffers for any new
development. The subject lot is approximately 112 feet in length which would require
a vegetated buffer width of 15 feet. Such vegetated buffer with specific plantings
must be identified on a landscape plan submitted with the formal application. The
landscape plan which was submitted with the pre-application materials appears to
identify only existing plantings and would not be adequate for formal application.
Critical Areas: The project is located along Lake Washington, a Shoreline of the State. A
Lake Study and a Habitat (Biological Evaluation) are required with the formal submittal
for a shoreline substantial development permit.
Environmental Review: The proposed project would be located on lands covered by water
and is, therefore, subject to Environmental (SEPA) Review.
Permit Requirements: A Shoreline Substantial Development Permit and Environmental
Review would be required for the construction of the proposed new dock and mooring
piles. Subsequent to City issuance of the Shoreline Substantial Development Permit,
approvals are necessary by the Washington State Department of Ecology. The City
would issue the Shoreline Substantial Development Permit and forward them to the
Washington State Department of Ecology and the Attorney General for approval.
The combined environmental (SEPA) and shoreline substantial development permit
review has an estimated time frame of 6 to 8 weeks for preliminary approval.
Note: The in-lake sewer line must be located prior to construction.
Fees: The following fees would be required upon submittal of application materials:
Shoreline Substantial Development Permit $2,060.00 ($2,000 plus 3%
Technology Surcharge Fee)
Environmental Review $1,030.00 ($1,000.00 plus 3%
Technology Surcharge Fee)
