Dear Mr. Anderson:
This letter is written on behalf of the Environmental Review Committee (ERC) to advise you that they have
completed their review of the subject project and have issued a threshold Determination of Non-Significance-
Mitigated with Mitigation Measures. Please refer to the enclosed ERC Report and Decision for more details.
Appeals of the environmental determination must be filed in writing on or before 5:00 p .m. on March 28, 2022.
Appeals to the Examiner are governed by RMC 4-8-110 and more information regarding the appeal process may
be obtained from the Renton City Clerk’s Office, (425) 430-6510. Due to Governor Jay Inslee’s Proclamation 20-25
(“Stay Home, Stay Healthy”), the City Clerk’s Office is working remotely. For that reason, appeals must be submitted
electronically to the City Clerk at cityclerk@rentonwa.gov. The appeal fee, normally due at the time an appeal is
submitted, will be collected at a future date. If the situation changes such that the City Clerk’s Office is open when
you file your appeal, you have the option of filing the appeal in person.
If the Environmental Determination is appealed, a public hearing date will be set and all parties notified. If you have

PROJECT DESCRIPTION: The applicant is requesting Environmental (SEPA) Review for the removal and replacement
of Underground Storage Tanks (UST) at the Chevron Gas Station. The project site totals 1.73-acre (75,172 square feet) and is located
within the Commercial Neighborhood (CN) zone and Urban Design District D. The existing development includes a 1,800-square-foot
convenience store, a 2,000-square-foot fuel dispenser canopy, four (4) fuel dispensers, and four (4) 10,000-gallon gasoline
Underground Storage Tanks (USTs). The project will include the removal of the four (4) USTs and installation of one (1) 20,000-gallon
Regular Gasoline UST, one (1) 15,000-gallon Supreme Gasoline UST, and one (1) 12,000-gallon Diesel UST, along with four (4) new
dispensers and associated product and vapor piping. The purpose of the project is to modernize the existing fuel system, including
replacing USTs that are beyond their warranty period and to ensure the compliance with the latest environmental standards for
retail gas stations. No changes in access to the project site are proposed. The project site is mapped with a Wellhead Protec tion Area,
Zone 2. This proposal includes an updated scope from the original DNS-M issued with LUA20-000286.

Mitigation Measures:
1. If any Native American grave(s) or archaeological/cultural resources (Indian artifacts) are found, all
construction activity shall stop and the owner/developer shall immediately notify the City of Renton
planning department, concerned Tribes’ cultural committees, and the Washington State De partment of
Archeological and Historic Preservation.
2. Underground storage tank (UST) removal shall comply with all applicable permitting requirements as
required by the Washington State Department of Ecology (DOE).
The City of Renton Environmental Review Committee has determined that probable significant environmental impacts
from the proposed project can be mitigated. An Environmental Impact Statement (EIS) is not required under RCW
43.21C.030(2)(c). Conditions were imposed as mitigation measures by the Environmental Review Committee under
their authority of Section 4-9-070D Renton Municipal Code. These conditions are necessary to mitigate environmental
impacts identified during the environmental review process. Because other agencies of jurisdiction may b e involved,
the lead agency will not act on this proposal for fourteen (14) days.
Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on March 24, 2022. Due
to the ongoing state of emergency enacted by Governor’s Proclamation 20-05, the City Clerk’s Office is working
remotely. For that reason, appeals must be submitted electronically to the City Clerk at cityclerk@rentonwa.gov or
delivered to City Hall 1st floor Lobby Hub only on Tuesdays and/or Wednesdays. The appeal fee, normally due at the

ADVISORY NOTES TO APPLICANT
The following notes are supplemental information provided in conjunction with the administrative land use
action. Because these notes are provided as information only, they are not subject to the appeal process for

Planning:

1. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through Friday unless
otherwise approved by the Development Services Division.
2. Commercial, multi-family, new single family and other nonresidential construction activities shall be
restricted to the hours between seven o’clock (7:00) a.m. and eight o’clock (8:00) p.m., Monday through
Friday. Work on Saturdays shall be restricted to the hours between nine o’clock (9:00) a.m. and eight
o’clock (8:00) p.m. No work shall be permitted on Sundays.
3. Within thirty (30) days of completion of grading work, the applicant shall hydroseed or plant an
appropriate ground cover over any portion of the site that is graded or cleared of vegetation and where
no further construction work will occur within ninety (90) days. Alternative measures such as mulch,
sodding, or plastic covering as specified in the current King County Surface Water Management Design
Manual as adopted by the City of Renton may be proposed between the dates of November 1st and
March 31st of each year. The Development Services Division’s approval of this work is required prior to
final inspection and approval of the permit.

I have reviewed the application for Chevron Fuel System Replacement at 1419 N 30th St (parcel
#3342103271) and have the following comments:
EXISTING CONDITIONS
The site is approximately 1.73 acres in size and is square in shape. The existing site is developed with an
existing fuel station and convenience mart with associated parking lot.
Water Water service is provided by City of Renton. The site is in the HIghlands service area in the 435
pressure zone and is within the City’s Wellhead Protection Area Zone 2. There is an existing 12-
inch water main in N 30th St that can deliver a maximum capacity of 2,800 gallons per minute
(gpm) – (see Water plan no. W-04560E). The static water pressure of the system is
approximately 93 psi at ground elevation of 218 feet. There is existing 1-inch lateral domestic
water service to property.
Sewer Sewer service is provided by City of Renton. There is an existing 6” side sewer that serves the
existing facility.
Storm The site is serviced by an existing onsite storm drainage conveyance system. There is an existing
12-inch storm drainage main within N 30th St.
Streets N 30th St. is classified as a minor arterial with an existing right of way (ROW) width of 72-feet as
measured using the King County Assessor’s Map. The current roadway section is the following:
pavement width of 44 feet with a one-half foot (0.5’) curb and gutter, and five-foot (5’) sidewalk
on both sides of the roadway along the project frontage.

CODE REQUIREMENTS
WATER
1. The proposed improvements will not require any additional connections to the City’s water
system.
SEWER
1. The proposed improvements will not require any sewer improvements.
STORM DRAINAGE
1. Barghausen Consulting Engineers, Inc. with the Land Use Application, submitted a Preliminary
Drainage Plan and Technical Information Report (TIR), dated February 9, 2021. Based on the City’s
flow control map, the site falls within the Peak Rate Flow Control Duration Standard area matching
Existing Peak Conditions and is within the East Lake Washington drainage basin. The development
is subject to Targeted Drainage Review Category 1 in accordance with the 2017 Renton Surface
Water Design Manual (RSWDM).
a. The project area may be considered a high-use site. Therefore, in order to meet Special
Requirement #5 (Oil Control), the project may be required to provide oil control
treatment (typically using an oil/water separator) for runoff of the high-use portion of
the site before discharging to the public stormwater system or to the on-site
stormwater facilities.
2. The fuel tanks shall be removed in accordance with Department of Ecology standards. Applicant
to obtain any required permits from Department of Ecology.
3. The site is currently proposing no increase to impervious area, therefore, no system development
charges are anticipated. If proposal changes, fees may be required.
TRANSPORTATION/STREET
1. The project currently does not propose to construct more than $150,000 worth of improvements
based on the RMC 4-6-060, therefore frontage improvements are not required along N 30th St. If,
however, the proposal was to change, frontage improvements may be required.
2. Paving and trench restoration within the City of Renton right of way shall comply with the City’s
Trench Restoration and Street Overlay Requirements.
GENERAL
1. All existing and proposed utility lines (i.e. electrical, phone, and cable services, etc.) within the site
must be underground.
2. Adequate separation between utilities as well as other features shall be provided in accordance
with code requirements.
a. 7-ft minimum horizontal and 1-ft vertical separation between storm and other utilities is
required with the exception of water lines which require 10-ft horizontal and 1.5-ft
vertical.
b. The stormwater line should be minimum 5 feet away from any other structure or wall or
building.

c. Trench of any utility should not be in the zone of influence of the retaining wall or of the
building.
3. Fees quoted in this document reflect the fees applicable in the year 2021 only and will be assessed
based on the fee that is current at the time of the permit application or issuance, as applicable to
