The following briefly describes the application and the necessary Public Approvals. City Facilities are currently closed due to the ongoing state of emergency enacted by Governor’s Proclamation 20-05 therefore, a virtual/telephonic public hearing is tentatively scheduled for April 19, 2022 at 11:00 AM before the Renton Hearing Examiner by means of the Zoom video conferencing web application which includes a phone-in option to consider the following petition. The public is highly encouraged to attend the meeting by using one of the methods listed below. See also https://cutt.ly/ySqjAEp PROJECT DESCRIPTION: The applicant is requesting approval of a Hearing Examiner Conditional Use Permit (CUP) in order to operate a preschool (classified as a Day care center) within an existing building at the North Highlands Neighborhood Center site. The site is located at 3000 NE 16th St (APN 7227800145) near the intersection of NE 16th St and Kirkland Ave NE and is approximately 2.6 acres in size. The parcel is located in the Residential -14 (R-14) Zoning District and is designated Residential High Density (HD) on the Comprehensive Plan Land Use Map. The parcel is owned by the City of Renton and consists of an existing 8,945 sq. ft. one-story wood-frame building constructed in 1942, surface parking, and a sports court. The proposed use would occupy approximately 4,603 sq. ft. of space within the existing building. The preschool would serve approximately 60 students ranging in age from three to five years old and would operate from 9:30 am to 3:30 pm daily. Approximately ten (10) employees would be employed at the preschool. Interior work proposed includes a restroom remodel, kitchen remodel, construction of an interior partition wall, various new finishes, and minor new plumbing and electrical. No exterior work is proposed as part of the project. No c ritical areas are mapped on the site according to COR Maps. No vegetation or trees are proposed for removal. The applicant submitted a Transportation Analysis with the application. A Tier 2 Temporary Use Permit (TUP) was issued on January 24, 2022 (LUA22-000400) in order to allow the preschool to operate during the CUP review process. The project site is within the Sunset Planned Action Area and therefore as part of the TUP review, the Environmental Review Committee (ERC) reviewed the application and issued a Concurrence Memo designating the proposal a planned action . CONSISTENCY OVERVIEW: Zoning/Land Use: The subject site is designated Residential High Density (RHD) on the City of Renton Comprehensive Land Use Map and Residential (R-14) on the City’s Zoning Map. Environmental Documents that Evaluate the Proposed Project: Environmental (SEPA) Checklist Development Regulations Used For Project Mitigation: The project will be subject to the Sunset Planned Action Area, RMC 4-2-110; RMC 4-9-030 and other applicable codes and regulations as appropriate.
