Public Hearing - Cont.
Extension Chamber of Commerce, 300 Rainier Ave. No. , • noted there are three
SR 515 cont. locations in consideration and, that everyone will get a chance for
input prior to route being chosen for the good of everyone and the
least expensive. Councilwoman Thorpe noted that consideration should
be given if the extension is needed at all as it may be destructive
to the city and downtown area. Is this actually a forward direction
for the city to take? Also that the city now owns Burnett Ave. and
the Community Services Committee is meeting to review mini-park plans
with Mr. Webley, Parks Director. Councilman Shane noted that in
working for the better interest of the City of Renton, if the roads
are needed they should be built. Councilman Perry stated he would
prefer that the extension go down Main Street to Third Ave. , and
purchase a portion of the LaBonte parking lot to create a better
intersection, then down Mill and Park Ave. Councilwoman Shinpoch
encouraged the residents of that area to speak on the matter as this
is their opportunity to voice their opinions before concrete action
is taken. Councilman Stredicke recalled prior SR 515 plan that was
preliminary and told there was no money, but before they knew it
state had acquired right-of-way and it was ready to proceed. So
the funding will probably come about for this also. Mr. Tom Park
added that being young, they are required to buy older homes that
are affordable. They are trying to beautify the homes and even
previously approached council for home improvement loans. Would
appreciate the city's help. George P. Giras, 520 Smithers Ave. S. ,
has been waiting several years to remodel or sale for apartments
because no decision has been made. Councilwoman Thorpe inquired if
No. Renton area would be affected by neighborhood housing assistance
program. Mr. Erickson commented that grants and loans would be
available soon for both North and South areas designated for upgrade.
Council in further discussion found that study to determine SR515
need was done by the state in 1950 and many changes have occurred
since then, but that public hearing was just the beginning of a
process. MOVED BY SHANE, SECOND TRIMM THAT PUBLIC HEARING BE CLOSED.

The Examiner asked Mr. Smith for a final recommendation. Mr. Smith indicated the
preliminary report would remain as submitted.
Since there were no further comments, the hearing on File No. R-177-78 was closed by the
Examiner at 11:30 a.m.
FINDINGS, CONCLUSIONS & RECOMMENDATIONS: Having reviewed the record in this matter, the
Examiner now makes and enters the following:
FINDINGS:
•
1. The request is for approval of a reclassification of about 5,750 square feet from
R-1 to R-3 to permit construction of a triplex.
2. The Planning Department report accurately sets forth the issues, applicable policies
and provisions, findings of fact, and departmental recommendations in this matter,
and is hereby attached as Exhibit #1 and incorporated in this report by reference as
set forth in full therein.
3. Pursuant to the City of Renton's Environmental Ordinance and the State Environmental
Policy Act of 1971, as amended by R.C.W. 43.21.C. , a Declaration ofNon-Significance
has been issued for the subject proposal by Gordon Y. Ericksen, responsible official.
4. Plans for the proposal have been reviewed by all city departments affected by the
impact of this development and no adverse comment was expressed.
5. There was no opposition to the proposal expressed.
6. All existing utilities are available and in close proximity.
7. The proposal' is compatible with the lot area requirements of Section 4-709A (R-3)
of Title IV, Ordinance No. 1628, Code of General Ordinances.
8. Existing land use in the residential zones of the area is almost entirely single
family residential. Long strips of R-3 zoned property are located on the west side
of Burnett Avenue South and Williams Avenue South between approximately Houser Way
and South 6th Street and on the east side of Wells Avenue South between South Grady
Way and South 5th Street. Development in these R-3 areas remains single family
residential. In general, this general area between Main Street, Houser Way South,
South 7th Street, and at least Smithers Avenue South is transitional in character;
the predominant single family housing stock is old, in many cases in disrepair, and
deteriorating near the point of renewal via redevelopment to the existing zoning
densities. (See attached maps extracted from the Staff Report, Exhibit #1) .
Directly across the street (Wells Avenue S.) from the site is located the Renton •
School District Administration Building, zoned P-1. To the west of the site is an
R-2 zone of an area of one lot. At the northwest corner of the site is a B-P zone.
The property immediately south of the site was recently rezoned to R-3 (Louis G.
Malesis, R-064-77, approved by the City Council on November 28, 1977, Ordinance No.
3179) .
9. The Comprehensive Land Use Map indicates High Density Multi-Family (R-4) for this
general area.
10. A conceptual site plan (Exhibit #3) was. submitted.
CONCLUSIONS:
1. The proposal essentially conforms to the Comprehensive Plan goals. and objectives and
the Land Use Map (Section 4-3014(B) ) . High Density Multi-Family 'is• indicated 'as the
ultimate land use for 'the site and surrounding area but the predominant land use is
single family residential of a transitional .nature. The predominant zoned multi-family
density is currently R-3, Medium Density Multi-Family.
2. In previous applications (Louis G. Malesis) testimony addressed the inadequacy of the
existing water line to provide required fire flow and the uncertain adequacy of the
existing sewer line. It appears that an LID would be the most reasonable and equitable
solution to these utility problems for the benefit of the subject property and others.
3. The existing zoning pattern of R-3 indicatess that the area is essentially committed
to that density and' scale of development. Some L-1 exists along the east side of
Burnett Avenue South. Similar to the large R-4 zone west of Burnett Avenue South
the entire area forms transition from the :C.B.D. to the L-1 zone along, S. Grady Way.

CITY OF RENTON
REPORT AND RECOMMENDATION TO THE RENTON CITY COUNCIL,
APPLICANT: • SCS Holdings, Ltd. FILE NO. R-177-78
LOCATION: Property located at 417 Wells Avenue South.
SUMMARY OF REQUEST: Applicant requests approval of a rezone of property from R-1, '
Single Family Residence District to R-3, Multiple Family
Residence District, to permit the construction of a proposed
tri-plex on the subject site.
•
SUMMARY OF Planning Department: Approval with conditions.
RECOMMENDATION: •
Hearing Examiner: Approval with conditions. ,
PLANNING DEPARTMENT The Planning Department staff report was received by the
REPORT: Examiner on June 1, 1978.
PUBLIC HEARING: After reviewing the Planning Department report, examining
available information on file with the application, and
field checking the property and surrounding area, the Examiner
,conducted a public hearing on the subject as follows:
The hearing was opened on June 6, 1978 at 11:10 a.m. in the Council Chambers of the Renton
Municipal Building.
Parties wishing to testify were affirmed by the Examiner.
It was reported that the Hearing Examiner and the applicant had received and reviewed
the Planning Department report, and the report was entered into the record as Exhibit #1.
Michael Smith, .Planning Department, reviewed Exhibit #1, and entered the following
additional exhibits into the record:
Exhibit #2: King County Assessor's Map
Exhibit #3: Conceptual Site Plan •
The Examiner asked the applicant if he concurred in Exhibit 41. Responding was:
•
• • John Anderson, Architect
10620 N.E. 8th
Bellevue, WA .98004
Mr. Anderson indicated his concurrence in the report but questioned landscape requirements
• along the south property line. He reported construction of buildings on two lots adjoining
the subject property on the southern boundary which contain a five-foot landscape buffer.
He requested deletion of the landscape requirement on that boundary due to.the proximity
of the proposed driveway to the structure. The Examiner interrupted Mr. Anderson's
testimony to clarify the intent of the public hearing and advised that the rezone
application did not 'require review of landscape provisions. He also noted that deviation
from city ordinances and requirements would necessitate application for a variance from
the Board of Adjustment.
The Examiner asked for testimony in support or opposition to the request. There was no
response. ' He referred to a previous rezone, File No. R-064-77, Louis Malesis,. for property
located south of the subject site and inquired about the final zoning decision on the
application by the City Council: Mr. Smith advised that the property had been rezoned
to R-3 designation' through Council approval.
The Examiner asked the applicant for final comments. Mr. Anderson felt that landscaping
concerns could be coordinated with the Planning Department. Mr. Smith clarified
requirements for review of rezone applications and 'advised that adjustments may be •
' necessary on the site plan .to properly buffer the northern property line and the existing
alley. Mr. Anderson reported that although the alley exists on the property, there are no
legal records documenting the existence.of the, easement on file with the city or King
County,, Mr. Smith affirmed the applicant's statement, but indicated that concerns regarding
ownership of the alley had been alleviated because of provision for access on the south side
of the structure as illustrated on Exhibit #3. • . .

E. PHYSICAL BACKGROUND:
1 . Topography: The site is level .
2. Soils: Urban Land (Ur), the erosion hazard is slight to moderate. No capability
or woodland classification. This soil is used for urban development.
3. Vegetation: The site contains existing lawn with deciduous trees and shrubs.
4. Wildlife: The existing vegetation of the site provides some habitat for birds
and small mammals.

5. Water: There is no surface water on the subject site.
6. Land Use: There is an existing single family residence located on the site.
Immediately west and south are business parking lots. .. School District 405
Administration Office is located east of the subject site. An existing single family
residence is located directly north of the site with apartment and business uses
further north.
NEIGHBORHOOD CHARACTERISTICS:
The area consists of a mix of single family residences, multiple family uses, public
offices, and some commercial parking lots and uses.
a. PUBLIC SERVICES:
1 . Water and Sewer: A 4 inch water main exists along Wells Avenue South and an 8 inch
main exists along South 4th Street and South 5th Street. Indications from the
Utilities Engineering Division are that one of the 8 inch mains must be extended
to the subject site for proper water and fire flow requirements for the proposed
use. An 8 inch sewer main exists along Wells Avenue South. There is a 12 inch
storm sewer line along the alley adjacent to the property.
2. Fire Protection: Provided by the Renton Fire Department as per ordinance requirements.
3. Transit: Metro Transit Route 107 operates along South 3rd Street approximately two

L. ENVIRONMENTAL ASSESSMENT/THRESHOLD DETERMINATION:
Pursuant to the City of Renton's Environmental Ordinance and the State Environmental
Policy Act of 1971 , as amended, RCW 43-21C, a declaration of non-significance has been
issued for the proposed rezone. This declaration is based on provision of suitable

2. City of Renton Engineering Division.
3. City of Renton Traffic Engineering Division.
4. City of Renton Utilities Division.
5. City of Renton Fire Department.
D. PLANNING DEPARTMENT ANALYSIS:
1 . The proposed rezone to R-3 is consistent with the Comprehensive Plan Land Use Map
Element which designates the site and area as high density multiple family residential .
2. The proposal is' also consistent with existing zoning in the area, particularly that
which was recently approved on the adjacent property to the south (Louis Malesis
R-1 to R-3, File Number R-064-77).
3. The proposed rezone is generally consistent with existing land use in the area.
The property to the south is an existing parking lot planned for multiple family
residential use. The school administration building is located across Wells Avenue
South, east of the site. Although there is an existing single family structure
directly north of the subject site, it is in need of much repair and is the last
such structure between the subject site and the existing commercial uses and
zoning to the north.
4. Although single family residential uses exist west of the site across the 10 foot
alley, there are R-2 and R-3 zones along that side of the block, with multiple
family designation on the Comprehensive Plan. Landscape/screening can also be
provided along part of the alley.
5. Suitable utilities are available to the site. However, the Utilities Division
and the Fire Department have indicated that proper fire hydrant (tri-port type
within 150 feet) and fire flow (minimum 2,000 GPM) will be required for multiple
family residential development of the site.
11
6.. The proposed use is a two-story triplex structure as noted in the conceptual site
plan provided with the application. Such use is within the maximum density pro-
visions of the R-3 zone, and can be compatible with surrounding uses if proper
screening, landscaping, and building design is provided. A detailed landscape
plan for the entire development should be submitted to and approved by the Planning
Department at the time of site development. The minimum side yard setback for

;C. SOCIAL IMPACTS:
The proposed', increase in density on the site may have some minor social impacts through
increased opportunities for social interaction.
This declaration is based on provision of suitable
development standards and landscaping.
q. ADDITIONAL INFORMATION:
A vicinity malp and a site map are attached.
1. AGENCIES/DEPA;RTMENTS CONTACTED:
1 . City of Renton Building Division.
2. City of Renton Engineering Division.
3. City of Renton Traffic Engineering Division.
°. 4. City of Renton Utilities Division.
5. City of Renton Fire Department.
). PLANNING DEPARTMENT ANALYSIS:
1 . The proposed rezone to R-3 is consistent with the Comprehensive Plan Land Use Map
Element which designates the site and area as high density multiple family residential.
2. The proposal is' also consistent with existing zoning in the area, particularly that
which was :recently approved on the adjacent property to the south (Louis Malesis
However, the Utilities Division
and the Fire Department have indicated that proper fire hydrant (tri-port type
within 1501feet) and fire flow (minimum 2,000 GPM) will be required for multiple
.. family residential development of the site.
Department :at the time of site development. The minimum side yard setback for

a two-story structure is 6 feet as opposed to 5 feet as shown on the conceptual
plan. A minimum 5 foot dense landscape screen should be provided along both
side property lines and along the alley. Sufficient landscaping should be
provided along the street (minimum 7 feet).
3. STAFF RECOMMENDATION:
Recommend approval of rezone to R-3 subject to the following conditions:
1 . A detailed landscape plan shall be submitted to and approved by the Renton Planning
Department at the time of site development. Such plan shall include a minimum
5 foot landscape strip along the north, south, and west property lines except for
ingress/egress areas, and a minimum 7 foot landscape strip along Wells Avenue
South. Suitable landscaping shall also be provided adjacent to the proposed
structure.

Introduction The State Environmental Policy Act of 1971, Chapter 43.21C, RCW, requires
all state andilocal governmental agencies to consider environmental values both for their
own actions and when licensing private proposals. The Act also requires that an EIS be
prepared for all major actions significantly affecting the quality of the environment.
The purpose of this checklist is to help the agencies involved determine whether or not a
proposal is such a major action. .
Please answer the following questions as completely as you can with the information
presently available to you. Where explanations of your answers are required, or where
you believe an explanation would be helpful to government decision makers, include your
explanation in the space provided, or use additional pages if necessary. You should .
include references to any reports or studies of which you are aware and which are rele-
, - vant. to. the answers you. provide.. .. Complete answers to these questions now will help all
agencies involved with your proposal to undertake the required environmental . review with-
out unnecessary delay.
The following questions apply to your total proposal , not just to the license for which •
you are currently applying or the proposal for which approval is sought. Your answers
should include the impacts which will be caused by your proposal when it is completed,
even though completion may not occur until sometime in the future. This will allow all
of the agencies which will be involved to complete their environmental review now, with-
out duplicating paperwork in the future.
NOTE: This is a standard form being used by all state and local agencies in the State
of Washington for various types of proposals. Many of the questions may not apply to
your proposal', If a question does not apply, just answer it "no" and continue on to the
next question.
