SUBJECT:Renton Well Disinfection System
General: We have completed a preliminary review of the pre-application for the above-
referenced development proposal. The following comments on development and
permitting issues are based on the pre-application submittals made to the City of
Renton by the applicant and the codes in effect on the date of review. The applicant is
cautioned that information contained in this summary may be subject to modification
and/or concurrence by official decision-makers (e.g., Hearing Examiner, Community &
Economic Development Administrator, Public Works Administrator, Planning Director,
Development Services Director, and City Council). Review comments may also need to
be revised based on site planning and other design changes required by City staff or
made by the applicant. The applicant is encouraged to review all applicable sections of
the Renton Municipal Code. The Development Regulations are available for purchase
for $100.00 plus tax, from the Finance Division on the first floor of City Hall or online at
www.rentonwa.gov
Project Proposal: The City of Renton Water Utility is proposing to install primary
disinfection systems at groundwater wells PW-8, PW-9 and EW-3 (water sources). The
purpose of the disinfection system is to provide 4-log (99.9%) inactivation of viruses
prior to the first customer connection on the water distribution system. The EW-3 well
portion of the proposed project is located in the northeast portion of Liberty Park (1400
Houser Way North); and the PW-8 and PW-9 portion of the proposed project is located
along the western perimeter of Cedar River Park (along the east side of Houser Way
North) which is addressed 1715 Maple Valley Highway. Wells PW-8 and PW-9 common
chlorine contact pipeline would be constructed of 36-inch welded steel pipe which
would be buried along the west side of Cedar River Park. Well EW-3 would have a
separate chlorine contact pipe constructed of 24-inch ductile iron pipe which would be
buried along the right field line of the baseball field located in Liberty Park. The
proposed project also includes the installation of 252 linear feet of 12-inch ductile iron
water main and associated valves and fittings to bypass a portion of the existing water
main near well PW-8. This water main would be installed in the access road and parking
lot located on the west and north sides of the Cedar River Park Community Center.

Current Use: The subject site is currently developed with park facilities and water utility
infrastructure.
Zoning: The portion of the project site located in Liberty Park is zoned Commercial
Arterial (CA); and the portion of the subject site located in Cedar River Park is zoned
Commercial Office Residential (COR).
Critical Areas: The proposed project area is located in Aquifer Protection Zone 1. RMC
4-3-50H.6.a delineates Pipeline Requirements for Aquifer Protection Zone 1; RMC 4-3-
050S specifies pipeline material requirements.
Because of its proximity to the Cedar River, the project site has a high probability of
archaeological deposits.
Environmental Review: Because the proposed pipelines are greater than 8-inches in
diameter, SEPA Environmental Review is required. The Environmental Review fee is
$1,030.00 ($1,000.00 plus 3% Technology Surcharge Fee).
Permit Requirements: No land use permits would be required.
