PRE 12-038      NOTE: The applicant is cautioned that information contained in this summary is preliminary and non-binding and may be subject to modification and/or concurrence by official city decision-makers. Review comments may also need to be revised based on site planning and other design changes required by City staff or made by the applicant. I have completed a preliminary review for the above-referenced proposal. The following comments are based on the pre-application submittal made to the City of Renton by the applicant. Water 1. Water service is provided by the City of Renton. There is an 8-inch water main in South 9th Street and a 4-inch water main in Renton Ave South. Available fire flow in Renton Ave is less than 1,000 gpm. The proposed project is located in the 490 Water Pressure Zone and is outside an Aquifer Protection Zone. Static pressure in the area is approximately 80 psi. Pressure reducing valves may be required to be installed on the domestic water meters. 2. To provide a minimum of 1,000 gpm to proposed Lots 1-5, applicant will be required to tie into an existing 8-inch water main located generally at the intersection of S. 9th Street and Renton Avenue South, and extend an 8-inch main south in Renton Ave to S. 10th Street. A tie in to the 4-inch in S. 10th will be required. This will provide 1,250 gpm. If the new homes will be 3,600 square feet, 1,500 gpm is required. Continuing the extension of an 8-inch main in S.10th Street to the east and tying into the 12-inch main in Grant Ave will provide 2,000 gpm. New hydrants will be required to be installed as part of the water main extension. 3. System development fee (SDC) for water is based on the size of the new domestic water meters that will serve the new homes on the new lots. The SDC fee is based on size for example a ¾-inch water meter is $2,236.00. The SDC Fee for a 1-inch meter is $5,589.00. . 4. Fee for a ¾-inch meter installed by the City is $2,260.00. Fee for a 1-inch meter installed by the City is $2,430.00. Sanitary Sewer 1. Sewer service is provided by the City of Renton. There is an existing 8-inch sewer main fronting the site in Renton Ave South and an 8-inch main in an easement along the north property line of the site. 2. System development fee (SDC) for sewer is based on the size of the new domestic water to serve the new home on the new lot. The sewer SDC fee for a ¾- inch water meter is $1,591.00. The SDC sewer fee for a 1-inch meter is $3,977.00. Storm Drainage 1. There is no storm conveyance system in Renton Ave S. 2. A drainage plan and drainage report will be required with the site plan application. The report shall comply with the 2009 King County Surface Water Manual and the 2009 City of Renton Amendments to the KCSWM, Chapters 1 and 2. All core and any special requirements shall be contained in the report. Based on the City’s flow control map, this site falls within the Peak Rate Flow Control Standard, Existing Conditions. The drainage report will need to follow the area specific flow control requirements under Core Requirement #3. 3. A covenant for stormwater drainage facilities will be required. 4. A geotechnical report for the site is required. Information on the water table and soil permeability, with recommendations of appropriate flow control BMP options with typical designs for the site from the geotechnical engineer, shall be submitted with the application. 5. A Construction Stormwater Permit from the Department of Ecology is required if clearing and grading of the site exceeds one acre. 6. Surface water system development fee is $1,012.00 for each new lot. Transportation/Street 1. There are no street improvements fronting the site in Renton Ave South. 2. Existing right-of-way width in Renton Ave South is 60 feet. This street has been identified as a residential access street. To meet the City’s new complete street standards, street improvements fronting this site will include a pavement width of 26 feet, an 8-foot planter strip, 5-foot sidewalk, curb and gutter. 3. Private access roadways or driveways shall not exceed 15% grade. Grades over 8% require a strip drain or storm water collection system at the lowest point. 2. The maximum width of single loaded garage driveway shall not exceed nine feet (9') and double-loaded garage driveway shall not exceed sixteen feet (16'). 3. Street lighting is required for this short plat. 4. Current traffic mitigation fees are $717.75 per new single-family lot. These fees are payable prior to recording of the plat. A fee increase or change may occur in 2013. General Comments 1. All construction utility permits for drainage and street improvements will require separate plan submittals. All utility plans shall conform to the Renton Drafting Standards. Plans shall be prepared by a licensed Civil Engineer. Separate permit and fees will be required for the water meter installation, side sewer connection, and storm water connections. Water services, sewer stubs, and drainage flow control BMPs are required to be provided to each new lot prior to recording of the short plat.
