Dear Mr. Tumber:
This letter is written in reference to the proposed sidewalk improvements on Talbot Road South and the items needed to move forward with construction.
First, City aerial photographs show parking on the area adjoining the proposed new sidewalk extension; however, a parking lot has never been approved at this location. Because such
parking lot is not a part of the sidewalk extension request, we will not be requiring restoration of the previously disturbed portions of the wetland and stream buffer areas abutting
the proposed project as part of this sidewalk permit. Please note that no permits or authorization for parking in this area is given or implied.
Next, the submitted plans for Permit U120108 and the Sikh Temple Wetland Mitigation Concept and Planting Plan indicate two driveways within the sidewalk extension project. The southerly
curb cut/driveway is not permitted because access to the wetland/stream buffer area would create further disturbance and that no permits or authorization for parking in this area have
been given. The existing northerly curb cut/driveway which provides access to the house easterly of Talbot Road may remain. Please see the attachment for the curb cut/driveway locations.
Finally, while the Sikh Temple Wetland Mitigation Concept and Planting Plan shows the existing stream culvert, the Draft Sikh Temple City of Renton Critical Areas Report does not evaluate
whether there will be a net loss of critical area as a result of removal and replacement of the culvert. Your wetland biologist must provide documentation either stating that there
would be no net loss or how the impact would be mitigated.
The Sikh Temple Wetland Mitigation Concept and Planting Plan indicates that a split rail fence and signage would be placed at an arbitrary location within the wetland buffer area. This
split rail fence and signage may not be constructed at this time.
In order to process your request for the sidewalk extension project, please provide;
Documentation from your wetland biologist regarding any loss of wetland or stream critical areas as described above;
Revised construction drawings showing the elimination of the southerly curb cut/ driveway; and
Revised Sikh Temple Wetland Concept and Planting Plan showing the elimination of the southerly curb cut/driveway, the elimination of the split rail fence and signage.
Please submit the materials to me. When the appropriate materials are received, we will be able to issue a critical area exemption and release the construction permit.
