Review comments may also need to be revised based on site planning and other design changes required by City staff or made by the applicant.
I have completed a preliminary review for the above-referenced proposal in Section 29, Township 23N, Range 5E. The following comments are based on the pre-application submittal made
to the City of Renton by the applicant.
Water
This site is in the City of Renton water service boundary. The project site is located in the 590 water pressure zone area. Static pressure at the street level is approximately 70
psi.
There is an existing 8” DI and 6” CI in a loop around the complex of buildings. See City of Renton water drawing W-0640 and W1125 for detailed engineering plans.
A backflow device will be required to be installed at the domestic water meter if not existing.
Existing fire hydrants need to be brought up to current code if not existing.
The Renton Fire Department has no comments concerning the subject project.
The City of Renton has an easement over the watermain. The easement prohibits a building structure over the easement.
The water main needs to be relocated out from under the retaining wall and into an accessible area outside of the structure.
Water System Development Charges (SDC) fees are based on the size of all water meters. These fees are triggered by an additional water meter or upsizing an additional meter. These
fees are collected at the time a construction permit is issued.
Sanitary Sewer
The project site is located in the City of Renton service area. The site is serviced with an existing 8” sewer pipe. See City of Renton drawing S1125 and S1812 for detailed engineering
drawings.
If the scope of work for this proposal is only landscaping and does not include any grading, then there are no requirements for the sanitary sewer. If that changes or if the school
chooses to upgrade the side sewer then current code requires a 6” minimum side sewer.
The formal application needs to show how the site is served with sanitary sewer.
Any use in the building subject to oils or grease shall require the installation of a grease interceptor or oil/water separator as determined at the time of plan review.
SDC fees are based on any and all domestic water meters. These fees are triggered by an additional domestic water meter or upsizing an additional domestic water meter. They are collected
at the time a construction permit is issued.
Storm Drainage
There are existing storm drainage facilities in Benson Rd S. and in S. 27th St.
A storm drainage report and conceptual drainage plan shall be submitted with the formal application. The storm drainage shall be designed in accordance with the City of Renton Amendments
to the 2009 King County Surface Water Drainage Manual.
The Surface Water SDC fees are $0.405 (but not less than $1,012) per square foot of new impervious area. These fees are collected at the time a construction permit is issued.
Street Improvements
Street improvements to include curb, gutter and a 5’ sidewalk with an 8’ planter strip will be required to be installed on S 27th St. A 26’ pavement section with parking on the south
side is required.
Residential decorative street lighting will be required to be installed on S 27th St.
Traffic Mitigation fees may be required. These fees, if triggered, are calculated in accordance with the ITE Trip Generation Manual, 8th Edition.
All new electrical, phone, and cable services and lines must be undergrounded.
General Comments
The site plan submitted has the north arrow drawn incorrectly.
All required utility, drainage, and street improvements will require separate plan submittals prepared according to City of Renton drafting standards by a licensed Civil Engineer.
All plans shall be tied to a minimum of two of the City of Renton Horizontal and Vertical Control Network.
Permit application must include an itemized cost estimate for these improvements. Half of the fee must be paid upon application for building and construction permits, and the remainder
when the permits are issued. There will be additional fees for water service related expenses. See Drafting Standards.
