Development and Letter from Del Bennett, President, Belterra Development Corp. ,
Subdivision Bellevue, explained that since terminating employment with the City
Regulations he has been involved with various governmental jurisdictions in
the development of single-family subdivisions. Mr. Bennett noted
Revision to the City of Renton is the only governmental agency that requires

the Committee as a Whole to suggest policies reducing redtape.

Shinpoch requested that the Administration make written material

Appreciation Letter from Service Laundry and Dry Cleaners expressed appreciation
of Fire Dept. of the fast action by the Renton Fire Department'' at the occasion
of' a fire at their plant. Mayor Delaurenti asked that copy of the
letter be furnished the Fire Department.

Complaint I Washington Blvd. N. by contractor during installation of gas
1 line for Washington Natural Gas Co. , recalling Council had
allowed local and emergency traffic.

Ordinance #3253 (first reading 9/25/78) amending the City's Comprehensive Plan
Comprehensive re east and south Leisure Estates Mobile Home Park and west of
Plan re . 1 Union Ave. Following readings, MOVED BY STREDICKE, SECOND
Leisure Estates SHINPOCH, ADOPT THE ORDINANCE AS READ.. Councilman Perry stated
Low Density for the record his opposition to covenanting a Comprehensive Plan
Multiple amendment, that he would vote for the ordinance but did not want
Residential; ' precedent established; further recalling his recommendation for
Covenants new colored designator for Comprehensive Plan for mobile homes.
Restrict Use'to City Attorney Warren advised the property owners have filed signed
Mobile Home Park restrictive covenants which are not a condition of this ordinance.

Resolution #2218 The committee recommended reading and adoption of a resolution
Surplus Vehicles declaring as surplus ten van and pickup trucks from equipment
rental fund, to be sold by sealed bid by Purchasing Controller.

Final Payment Councilman Stredicke presented Ways and Means Committee report
Olsen Drywall authorizing final payment to Olsen Drywall and Painting Contractors
CAG 076-77 for the painting of Highlands elevated tank and Mt. Olivet
($12,125.80) , reservoir; and that after 30 days if no liens or claims are
filed against the project and proof of payment of tax liabilities
is received, the retained amount of $6,571 .90 be paid the
contractor. MOVED BY STREDICKE, SECOND SHINPOCH, CONCUR IN
REPORT. CARRIED.
1979 Property The Ways and Means Committee report acknowledged receipt of letter
Tax Levies - from Bernice Stern, Chairman of the King County Council indicating
delay in notification of the 1979 property tax levies extending
deadline for submission of the 1979 property tax levies to the
County Council by the City as the County certification of assessed
valuations unavailable.
Code Revisions The Ways and Means Committee report recommended referring the
Sewer Hook-up matter of sewer hook-up charges relating to developer extension
in the Kennydale area to the Committee of the Whole meeting of
10/12/78 (Code Section 8-717) . MOVED BY STREDICKE, SECOND SHINPOCH,
CONCUR IN COMMITTEE REPORT. CARRIED.

Authority of expiration of the term of Commissioner Louie Gebenini .

Readerboard Letter from Allied Arts of Renton, Rev. John Schaeffer, President,
Carco Theatre , presented to the City, the readerboard now installed at a site at
the entrance to Cedar River Park to inform the public of activities
at Carco Theatre. The letter noted the community contributions of
money and time toward the project. Mayor and Council President
acknowledge contributors.
Salary and Letter from Finance Director Marshall requested transfer of funds
Benefit for 1978 salary and benefit adjustments in amount of $245,562
Adjustments finalized after budget adoption including union contract settle-
1978 ments for Police, Fire, 21-R and adjustments for Management, Super-
visory, ' Exempt and Non-Represented employees as allowed by Council .
Letter from Finance Director Marshall requested appropriation
from excess revenue in amount of $30,010 and $11 ,243 from Water-
works Utility and Firemen's Pension Excess Revenue for salary,
and benefit and miscellaneous adjustments. Refer both letters
to the Ways and Means Committee for appropriate ordinance and
resolution.
Police Letter from Mayor Delaurenti appointed Garry Anderson as Renton
Appointment Police Officer effective 10/16/78 subject to customary six-month
probationary period. The appointee replaces George Conklin who
has been granted disability retirement. ;Concur.
Talbot Hill Letter from City Clerk.Mead reported receipt of 75% petition
Island for annexation of Talbot Hill Island; petition certified valid.
Annexation by the Planning Department who report signatures thereon
represent ownership of 85.93% 'of the assessed valuation, at
least 75% required by- law. The letter noted circulation of the
petition was authorized at preliminary meeting on 2/14/77 at
which time owners agreed to accept the Comprehensive Plan, zoning
and the assumption of any pre-existing bonded indebtedness.
Public Hearing The letter recommended 11/6/78 be set for public hearing on the
11/6/78 . proposed annexation. Council concur.

Utility Billing Letter from Mayor Delaurenti presented request from H. J. Austin
Collections of Austin's Rexall Pharmacy, 220 Wells Ave. S. , requesting an

behalf of, the City.\ The Mayor's letter advised the Finance
Director reports 7¢ currently budgeted for this purpose and

PLANNING DEPARTMENT The Planning Department staff report was received by the
REPORT: Examiner on August 23, 1978.
PUBLIC HEARING: After reviewing the Planning Department report, examining
available information on file with the application, and
field checking the property' and surrounding area, the
Examiner conducted a public hearing on the subject as
follows:
The hearing was opened on August 29, 1978 at 9:40 a.m. in the Council Chambers of the
Renton Municipal Building,
Parties wishing to testify were affirmed by the Examiner.
It was reported that the Hearing Examiner and the applicant had received and reviewed
the Planning Department report, and the report was entered into the record as Exhibit #1.
Michael Smith, Planning Department, reviewed Exhibit #1, and entered the following
additional exhibit into the record:

Mr. Smith referenced various city departmental comments attached to Exhibit #1 which
he added to the Planning Department recommendation.
The Examiner asked the applicant if he concurred in Exhibit #1. Responding was:

Mr. Syrstad indicated h'is concurrence in the report. The Examiner referred to conceptual
short plat maps which had been displayed by Mr. Smith during his presentation, and inquired
if the, applicant desired to enter the maps into the record. Mr. Syrstad referenced a
comment by Mr. Smith during his oral presentation regarding requirements for a 75-foot
lot width in the SR-1 zone, noting a 70-foot lot width denoted on the conceptual short
plat map. Mr. Smith confirmed the minimum width requirement. Mr. Syrstad indicated
that, due to recent commitment of sale of the existing residence on Lot 3, revision to
lot width on the remaining two proposed lots would not be possible. The Examiner advised
that because the purpose of the hearing was review of the rezone request, the short plat
maps would not be entered into the record, but reserved for subsequent public hearings
to review the proposed subdivision of property.

division of the lots would require an additional rezone application or a request for
exception from the Subdivision Ordinance for pipestem configuration through the interior
of the site. Since lengthy discussion had occurred regarding the possible subdivision
of the lot, the Examiner entered the conceptual short plat map into the record as
Exhibit #3. Following additional discussion regarding possible zoning and subdivision
alternatives, it was determined by the Examiner and the applicant to proceed with the
hearing to expedite review of the current rezone request. The Examiner also advised
that no time limit was imposed for reapplication for rezone, and that variance from the
75-foot minimum lot width was within the jurisdiction of the Board of Adjustment.
The Examiner asked Mr. Smith if concerns regarding access onto Puget Drive from the
subject site had been reviewed. Mr. Smith indicated concern by staff due to the
vertical curve on the roadway east of the site and the volume of traffic utilizing
Grant Avenue at the intersection of that street and Puget Drive. He reviewed existing
access limitations from established developments along Puget Drive and felt that impact
from two additional driveways would not be significant although the matter would be
further reviewed during hearings regarding future subdivision of the property. Responding
to the Examiner's inquiry, Mr. Smith reported that comments from the Traffic Engineering
Division had not been received regarding concerns related to potential access onto Puget
Drive.
The Examiner requested further comments. Since there were none, the hearing on File
No. R-211-78 was closed by the Examiner at 10:10 a.m.
FINDINGS, CONCLUSIONS & RECOMMENDATIONS: Having reviewed the record in this matter, the
Examiner now makes and enters the following:
FINDINGS:
1. The request is for a rezone of approximately one acre from GS-1 to SR-1.
2. The Planning Department report accurately sets forth the issues, applicable policies
and provisions, findings of fact, and departmental recommendations in this matter,
is uncontested, and is hereby attached as Exhibit #1 and incorporated in this
report by reference as set forth in full therein.
3. Pursuant to the City of Renton's Environmental Ordinance and the State Environmental
Policy Act of 1971, as amended by R.C.W. 43.21.C. , a Declaration of Non-Significance
has been issued for the subject proposal by Gordon Y. Ericksen, responsible official.
4. Plans for the proposal have been reviewed by all city departments affected by the
impact of this development and no adverse comment was expressed.
5. There was no opposition to the proposal expressed.
6. All existing utilities are available and in close proximity.
7. The proposal is compatible with the required setbacks, lot coverage and height
requirements of Section 4-704 (SR-1) of Title IV, Ordinance No. 1628, Code of
General Ordinances.
8. The Comprehensive Plan Land Use Map indicates that the subject property lies in
the'border area of Low Density Multiple Family and Single Family Residential Districts.
Potential exists for the property to be classified in either district (Section
4-3014. (B) ) .
9. Since the previous land use analysis of the area and the property, (which assumedly
occurred several years ago) reclassification has occurred and development begun on
the northerly and easterly abutting properties (Section 4-3014. (C) ) . This
reclassification was to R-2 on the easterly portion of the properties abutting the

upon the existing single family property; thereby obviating the need for a more
intense land use than, single family residential.
The adjacent ,Rolling Hills neighborhood is zoned SR-1. A reclassification of the
abutting subject site to the same zoning category would protect against ". . .unwarranted
infiltration of. incompatible uses which would. . .prevent the development of orderly
growth patterns. " (page 17, Objective No. 1, Comprehensive Plan, Land Use Report,
July, 1965) . , This would also protect the property values in the area (Ibid,
• Objective No.' 4) . •
Very accurately the Comprehensive Plan Land Use Map indicates that the property
might fit into either the Single Family or Low Density Multifamily category. A
reclassification to SR-1 would produce the least impact upon adjacent existing
development: . However, it is less clear whether or not SR-1 represents the ". . .
highest and best use. . ." while promoting ". . .the best interest of the community. . . "
(Ibid, page 18, Objective No. 6) in view of the rezone decisions concerning the
northerly and easterly abutting properties. But it can reasonably be concluded
that the requested SR-1 more appropriately fulfills this objective than the
existing zoning of ,GS-1.
2. Development of the northerly and westerly abutting property per R-3 and R-2 zoning,
the southerly property across S. Puget Drive per R-2 zoning and the southeasterly
.property per ,SR-1 zoning (Parkwood South) produce significant impact upon the
• property since any previous land use or zoning analysis (Section 4-3014. (C) ) . This
development combined with the isolation' (island) of the property between R-3,
R-2 and SR-1 "zoning categories indicate the timeliness of the requested rezone to
SR-1.
3. In order for the applicant to, subdivide the property a short plat is required.
At that time dt appears more appropriate to consider the staff recommendation of
retention of existing trees. Information was not 'presented, based upon the
Comprehensive Plan, to justify so conditioning the rezone. More detail normally
accompanies the short plat application.
RECOMMENDATION:
•
Based upon the record, testimony, findings and conclusions, it is the Examiner's
recommendation that the City Council reclassify the property from GS-1 to SR-1.

2. Soils: Alderwood Gravelly Sandy Loam (AgC). Permeability is mod-
erately rapid in the surface layer and subsoil , and very slow in the
substratum. Runoff is slow to medium and the erosion hazard is mod-
. erate.
3. Vegetation: Significant growths of evergreen and deciduous trees
exist along the north and east borders of the property. The rest of
the site is a mixture of some medium shrubs and considerable scrub
grass.

4. Wildlife: Existing vegetation on the site may provide suitable habi-
tat for birds and small mammals.
5. Water: There is no existing water on the subject site.
6. Land Use: An existing single family residence is located on the
westerly portion of the subject site with the remainder of the site
undeveloped. The Rolling Hills single family residential subdivision
is located directly adjacent to the easterly boundary of the site.
An existing townhouse multiple family development is located south of
the subject site across Puget Drive. Parkwood South single family
subdivision is located southeast of the site. The property west and
north of the site is presently undeveloped. However, plans for a
condominium development have been approved.
F. NEIGHBORHOOD CHARACTERISTICS:
Mixture of multiple family and single family residential .
G. PUBLIC, SERVICES:
1. Water and Sewer: Existing 12-inch and 16-inch water mains run east-
west along Puget Drive and a 12-inch main is located on Grant Avenue.
An 8-inch sanitary sewer is located on Grant Avenue approximately 750
feet to the northwest of the subject site.
2. Fire Protection: Provided by the Renton Fire Department per code re-
qulirements. (See attached Fire Department comments. )
3. Transit: METRO Transit Route 145 operates along Benson Road South
within 4 mile to the west of the subject site.
4. Schools: The subject site is located approximately one mile northeast
of Talbot Hill Elementary School and 4 mile north of. the Fred Nelsen
Junior High School , while Renton Senior High School is within two miles
to the north.
5. Parks: Phillip Arnold Park is located approximately 2 mile north of
the subject site, while Talbot Hill Park is about one mile west and
Tiffany Park is within one mile to the east.

1. The proposed rezone (single family residential ) is a lesser intensive
land use than that indicated on the comprehensive plan land use map
element (low density multiple family residential ). However, it can
be considered compatible with the comprehensive plan and existing
single family residential uses and zoning in the area. Sufficient
buffering was included in the approval of the proposed condominium
project west and north of the site to provide compatibility between
that use and the proposed rezone. However, more suitable ultimate,
use of the subject site may be R-2.
2. The applicant proposes to subdivide the subject site into three par-

D. HISTORY/BACKGROUND:
The site is the remaining ownership of Mr. Syrstad after sale of adjacent
parcels north and west to Condominium Builders, Inc. , and was not included
in the subsequent rezone and special permit for that property.
E. PHYSICAL BACKGROUND:
1. Topography: There is a general downward slope of from 6 to 8% in a
northeasterly-southwesterly direction.

2. oils: Alderwood Gravelly Sandy Loam (AgC). Permeability is mod-
erately rapid in the surface layer and subsoil , and very slow in the
substratum. Runoff is slow to medium and the erosion hazard is mod-
erate.
3. Vegetation: Significant growths of evergreen and deciduous trees
exist along the north and east borders of the property. The rest of
the site is a mixture of some medium shrubs and considerable scrub
grass.
4. Wildlife: Existing vegetation on the site may provide suitable habi-
tat for birds and small mammals.

5. Water: There is no existing water on the subject site.
6. Land Use: An existing single family residence is located on the
westerly portion of the subject site with the remainder of the site
undeveloped. The Rolling Hills single family residential subdivision
is located directly adjacent to the easterly boundary of the site.
An existing townhouse multiple family development is located south of
the subject site across Puget Drive. Parkwood South single family
subdivision is located southeast of the site. The property west and
north of the site is presently undeveloped. However, plans for a
condominium development have been approved.
F. NEIGHBORHOOD CHARACTERISTICS:
Mixture of multiple family and single family residential .
G. PUBLIC SERVICES:
1. Water and Sewer: Existing 12-inch and 16-inch water mains run east-
west along Puget Drive and a 12-inch main is located on Grant Avenue.
An 8-inch sanitary sewer is located on Grant Avenue approximately 750
feet to the northwest of the subject site.
2. Fire Protection: Provided by the Renton Fire Department per 'code re-
g6irements. (See attached Fire Department comments. )
3. Transit: METRO Transit Route 145 operates along Benson Road South
within 4 mile to the west of the subject site.
4. Schools: The subject site is located approximately one mile northeast
of Talbot Hill Elementary School and 4 mile north of the Fred Nelsen .
J6nior High School , while Renton Senior High School is within two miles
to the north.
5. Parks: Phillip Arnold Park is located approximately 2 mile north of
the subject site, while Talbot Hill Park is about one mile west and
Tiffany Park is within one mile to the east.

J. IMPACT ON THE NATURAL SYSTEMS:
Rezone of the site will not have a direct impact. However, future devel-
opment of the site will disturb existing soils, increase storm water runoff
and have an effect on traffic and noise levels in the area. However, these
can be considered minor through the establishment of proper development
controls and ordinance requirements.

L. ENVIRONMENTAL ASSESSMENT/THRESHOLD DETERMINATION:
Pursuant to the City of Renton's Environmental Ordinance and the State
Environmental Policy Act of 1971, as amended, RCW 43-21C, a negative
declaration of environmental impact has been issued. This declaration
is conditional upon the retention of as many existing trees on the site
as possible per Renton Planning Department approval .

0. PLANNING DEPARTMENT ANALYSIS:
1. The proposed rezone (single family residential ) is a lesser intensive
land use than that indicated on the comprehensive plan land use map
element (low density multiple family residential ). However, it can
be considered compatible with the comprehensive plan and existing
single family residential uses and zoning in the area. Sufficient
buffering was included in the approval of the proposed condominium
project west and north of the site to provide compatibility between
that use and the proposed rezone. However, more suitable ultimate
use of the subject site may be R-2.
2. The applicant proposes to subdivide the subject site into three par-
cels. This will require approval of a short plat by the Hearing
Examiner.
3. Suitable utilities are available near the subject site. (See attached
Utility Division comments. )
4. Significant trees exist on the subject site. These should be preserved
., and retained as a mitigating measure of environmental impact.
