C. PURPOSE OF REQUEST:
To attain proper zoning of the site for anticipated mini-warehouse
facility.
D. HISTORY/BACKGROUND:
The subject site was annexed on April 14, 1959, by Ordinance No. 1745.
The surrounding property to the west and south was rezoned to M-P on
April 17, 1968, by Ordinance No. 2397 and on May 28, 1976, by Ordinance
No. 2936.
E. PHYSICAL BACKGROUND:
1. Topography: The site is relatively level .
2. Soils: The south portion of the site is urban land fill material .

3. Vegetation: In the west and north portions of the site are found
some medium-sized deciduous and evergreen trees. Limited ground-
cover is also found in these areas but generally the site has been
graded and is devoid of any significant vegetation.
4. Wildlife: Existing vegetation on the site may provide suitable
habitat for birds and small mammals.
5. Water: Existing surface water or streams are not apparent on the
subject site.
6. Land Use: Two existing single family residences are located on the
site. The remainder of the site is partly filled and entirely un-
developed. A portion of the site was used as a non-conforming
storage yard. Property north, south, and west of the site is unde-
veloped. The existing Mobil Oil Company and Olympia Pipeline facil-
ities are located approximately 4 mile southwest of the site.
F. NEIGHBORHOOD CHARACTERISTICS:
A combination of presently developed industrial land and undeveloped
land in the process of being prepared for such development.
G. PUBLIC SERVICES:
1. Water and Sewer: An existing 12-inch watermain is located approxi-
mately 1/3 of a mile south of the subject site on the East Valley
Road and a 16-inch main is situated on the Lind Avenue extension
about 1/3 of a mile northwest of the site. An 8-inch sanitary sewer
is found approximately 700 feet south of the site on the East Valley
Road.
2. Fire Protection: Provided per Fire Code by the Renton Fire Depart-
ment.
3. Transit: METRO Transit Route 156 operates along SR-167.
4. Schools: Not applicable.
5. Parks: Not applicable.

Rezone of the property will not have immediate impact on the natural
systems. However, eventual development of the site will disturb existing
soil , increase storm runoff, and increase traffic and noise levels in the
area.

L. ENVIRONMENTAL ASSESSMENT/THRESHOLD DETERMINATION:
Pursuant to the City of Renton's Environmental Ordinance and the State
Environmental Policy Act of 1971, as amended, RCW 43-21C, a negative
declaration of environmental impact has been issued for the proposed
rezone. This declaration is conditional upon the including of suitable
landscaping to reduce potential impacts and within Valley Comprehensive
Pland and wildlife habitat objectives.

A vicinity map and a site map are attached.
N. AGENCIES/DEPARTMENTS CONTACTED:
1. City of Renton Building Division.
2. City of Renton Engineering Division.
3. City of Renton Traffic Engineering Division.
4. City of Renton Utilities Division.
5. City of Renton Fire Department.

0. PLANNING DEPARTMENT ANALYSIS:
1. The proposed rezone is consistent with Valley Comprehensive Plan
objectives.
2. The proposed rezone is compatible with the existing zoning and uses
in the area. The subject site is surrounded on 22 sides by existing
M-P zoning.
3. The proposed mini-warehouse use for the subject site combined with
property to the south is a permitted manufacturing park use provided
the requirements of the M-P zoning, Parking and Loading Ordinance,
Resolution No. 1923, and the objectives of the Valley Comprehensive
Plan are met through proper site development. Site plan approval by
the Hearing Examiner is required for all site development within an
M-P zone.
4. Suitable access exists to the subject site. Off-site improvements .
along adjacent public rights-of-way will be required as part of
site development. No site plans have been submitted to date.
5. Suitable utilities are planned for the area,as part of the Lind
Avenue street project. The developer will be required to provide
adequate utilities to the site.
6. Filling of the site may require a special permit from the Hearing
Examiner if the applicant proposes to fill prior to issuance of a
building permit.
P. PLANNING DEPARTMENT RECOMMENDATION:
Recommend approval of the proposed rezone based on the above analysis.

COMMENTS:
Introduction The State Environmental Policy Act of 1971, Chapter 43.21C, RCW, requires
all state and local governmental agencies to consider environmental values both for their
own actions and when licensing private proposals . The Act also requires that an EIS be
prepared for all major actions significantly affecting the quality of the environment.
The purpose of this checklist is to help the agencies involved determine whether or 'not a
proposal is such a major action.

presently available to you. Where explanations of your answers are required, or where
you believe an explanation would be helpful to government decision makers , include your

C. PURPOSE OF REQUEST:
To attain proper zoning of the site for anticipated mini-warehouse
facility.
D. HISTORY/BACKGROUND:
The subject site was annexed on April 14, 1959, by Ordinance No. 1745.
The surrounding property to the west and south was rezoned to M-P on
April 17, 1968, by Ordinance No.. 2397 and on May 28, 1976, by Ordinance
No. 2936.
E. PHYSICAL BACKGROUND:
1. Topography: The site is relatively level .
2. Soils: The south portion of the site is urban land fill material .

3. Vegetation: In the west and north portions of the site are found
some medium-sized deciduous and evergreen trees. Limited ground-
cover is also found in these areas but generally the site has been
graded and is devoid of any significant vegetation.
4. Wildlife: Existing vegetation on the site may provide suitable
habitat for birds and small mammals.
5. Water: Existing surface water or streams are not apparent on the
subject site.
6. Land Use: Two existing single family residences are located on the
site. The remainder of the site is partly filled and entirely un-
developed. A portion of the site was used as a non-conforming
storage yard. Property north, south, and west of the site is unde-
veloped. The existing Mobil Oil Company and Olympia Pipeline facil-
ities are located approximately 4 mile southwest of the site.
F. NEIGHBORHOOD CHARACTERISTICS:
A combination of presently developed industrial land and undeveloped
land in the process of being prepared for such development.
G. PUBLIC SERVICES:
1. Water and Sewer: An existing 12-inch watermain is located approxi-
mately 1/3 of a mile south of the subject site on the East Valley
Road and a 16-inch main is situated on the Lind Avenue extension
about 1/3 of a mile northwest of the site. An 8-inch sanitary sewer
is found approximately 700 feet south of the site on the East Valley
Road.
2. Fire Protection: Provided per Fire Code by the Renton Fire Depart-
ment.
3. Transit: METRO Transit Route 156 operates along SR-167. .
4. Schools: Not applicable.
5. Parks: Not applicable.

L. ENVIRONMENTAL ASSESSMENT/THRESHOLD DETERMINATION:
Pursuant to the City of Renton's Environmental Ordinance and the State
Environmental Policy Act of 1971, as amended, RCW 43-21C, a negative
declaration of environmental impact has been issued for the proposed
rezone. This declaration is conditional upon the including of suitable
landscaping to reduce potential impacts and within Valley Comprehensive
Pland and wildlife habitat objectives.

A vicinity map and a site map are attached.

0. PLANNING DEPARTMENT ANALYSIS:
1. The proposed rezone is consistent with Valley Comprehensive Plan
objectives.
2. The proposed rezone is compatible with the existing zoning and uses
in the area. The subject site is surrounded on 22 sides by existing
M-P zoning.
3. The proposed mini-warehouse use for the subject site combined with
property to the south is a permitted manufacturing park use provided
the requirements of the M-P zoning, Parking and Loading Ordinance,
Resolution No. 1923, and the objectives of the Valley Comprehensive
Plan are met through proper site development. Site plan approval by
the Hearing Examiner is required for all site development within an
M-P zone.
4. Suitable access exists to the subject site. Off-site improvements
along adjacent public rights-of-way will be required as part of
site development. No site plans have been submitted to date.
5. Suitable utilities are planned for the area as part of the Lind
Avenue street project. The developer will be required to provide
adequate utilities to the site.
6. Filling of the site may require a special permit from the Hearing
Examiner if the applicant proposes to fill prior to issuance of a
building permit.

Recommend approval of the proposed rezone based on the above analysis.

FINDINGS, CONCLUSIONS & RECOMMENDATIONS: . Having reviewed the record in this matter, .
the Examiner now'makes and enters the following:
FINDINGS:
• .
1. The request is for reclassification of 1:84 acres from G to M-P.
2. The Planning ;Department report accurately sets forth the issues, applicable policies
and provisions, findings of fact, and departmental recommendations in this matter, •
is uncontested, and is hereby attached as Exhibit 41 and incorporated in this
report by reference as set forth in full therein.
3. Pursuant to the City of Renton's Environmental Ordinance and the State Environmental
Policy Act of 1971, as amended by R.C.W. 43.21.C. , a Declaration of Non-Significance
has been issued for the subject proposal' by Gordon Y. Ericksen, responsible official.

4. Plans for the proposal have been reviewed by all city departments affected by the
impact of this development and no adverse comment was expressed.
5. There was no !opposition to the proposal expressed.
6. All existing ;utilities are available in the area.
7. The Comprehensive Plan Land Use 'Map indicates the property to potentially be
Manufacturing Park (Section 4-3014. (B) ) . Property abutting the subject site is
predominantly zoned M-P.
CONCLUSIONS:
1. The proposal liconformsto the goals and objectives of the Comprehensive Plan
(Section 4-3014. (B) ) . This area of the Green River Valley is already committed
very heavily to the manufacturing park land uses and some light and heavy industry.
A rezone to M-P will ". . .enhance the tax base of. the City. . . " and the ". . .diversified
economic base. " (page 4, Goals, Green River Valley Comprehensive Plan, June, 1976) .
This zone contains the uses that are compatible with the Green River Valley,
Comprehensive Plan (Ibid, Objectives, page 5) .
2. The property is essentially surrounded by M-P zoned property. A small northern
portion of the property abuts G..zoned property, and the eastern perimeter abuts
the East Valley Road. Under these circumstances the requested reclassification
to M-P seems ;a logical "fill-in" of the existing zoning pattern. Like the
surrounding properties, the site is level, under water, or contains landfill.
•
3. Specific problems relative to the site can most appropriately be addressed during
review of the; special permit for development of the site.
•
RECOMMENDATION: •
•
Based upon the record, testimony., findings and conclusions, it is the Examiner's
recommendation that the City Council rezone the property to M-P.

PLANNING DEPARTMENT , The Planning Department staff report was received by the
REPORT: Examiner on August 23, 1978.
PUBLIC HEARING: After reviewing the Planning Department report, examining
available information on file. with the application, and
field checking the property and surrounding area, the
Examiner conducted a public hearing on the subject as
follows:
The hearing was opened on August 29, 1978 at 10:15 a.m. in the Council Chambers of the •
Renton Municipal Building.
Parties wishing to testify were affirmed by the Examiner.
It was reported that the Hearing Examiner and the applicant had received and reviewed
the Planning Department report, and the report was entered into the record as Exhibit #1.
Michael Smith, Planning Department, reviewed Exhibit #1, and entered the following
additional exhibits into the record:

Exhibit #4: Site Map
Mr. Smith referenced' various city departmental comments attached to Exhibit #1 which
pertain to requirements during actual development of the site.
The Examiner asked the applicant if he concurred in Exhibit #1. Responding was:

Mr. Volchok indicated his concurrence in the report. Referencing Section E.6 which
denotes the existence of two single family residences on the site, he reported that •
the houses would be demolished and removed. Referencing Section 0.6 regarding possible -
requirement of additional .landfill, Mr. Volchok advised that landfill to a 16-foot
elevation had occurred to the north property line excluding the two existing houses, ,
but since cancellation of the West Drainage Plan a year ago, the elevation has risen •
and apPl.icati.on for an 'additional fill permit will be required through the special
permit process. He reported plans for sewer extension from the East Valley Road through
a privately installed pump station on S.W. 23rd Street, although he noted the matter has
not been resolved with the Utilities Division.
The Examiner requested testimony in support or opposition to the request. There was no
response. He then requested additional' comments from Mr. Smith. Mr. Smith advised that '
discussion with. the Utilities Division had indicated that the applicant's proposal for
sewer extension to the pump station was possible if the design were flexible in
interrelating with the, new sewer facilities planned for the area.
The Examiner requested further comments. Since. there were none, the hearing on File No.
R-212-78 was closed by the Examiner at 10:30 a.m.

Pursuant to Title IV, Section 3015 of the City's Code, request for reconsideration must
be filed .in writing on or before September 13, 1978. Any aggrieved person feeling that
the decision of the Examiner is based on erroneous procedure, errors of law or fact,
error in judgment, or the discovery of new evidence which could not be reasonably
available at the prior. hearing may make a written request for review by the Examiner
within fourteen (14) days from the date of the Examiner's decision. This request shall
set forth the specific errors relied upon by such appellant, and the Examiner may, after
review of the record, take further action as he deems proper.
An appeal to the. City Council is governed by Title IV, Section 3016, which requires
that such appeal, be filed with the City Clerk accompanying a filing fee of $25.00 and
meeting other specified requirements. Copies of this ordinance are available for
inspection in the City Clerk's office, first floor of City Hall, or same may be
purchased at cost in said office.

Carco Theatre presented to the City, the readerboard now installed at a site at
the entrance to Cedar River Park to inform the public of activities
at Carco Theatre. The letter noted the community contributions of
money and time toward the project. Mayor and Council President
acknowledge contributors.
Salary and Letter from Finance Director Marshall requested transfer of funds
Benefit for 1978 salary and benefit adjustments in amount of $245,562
Adjustments finalized after budget adoption including union contract settle-
1978 ments for Police, Fire, 21-R and adjustments for Management, Super-
visory, Exempt and Non-Represented employees as allowed by Council .
Letter from Finance Director Marshall requested appropriation
from excess revenue in amount of $30,010 and $11 ,243 from Water-
works Utility and Firemen's Pension Excess Revenue for salary
and benefit and miscellaneous adjustments. Refer both letters

Police Letter from Mayor Delaurenti appointed Garry Anderson as Renton
Appointment Police Officer effective 10/16/78 subject to customary six-month
probationary period. The appointee replaces George Conklin who
has been granted disability retirement. ;Concur.
Talbot Hill Letter from City Clerk.Mead reported receipt Of 75% petition
Island for annexation of Talbot Hill Island; petition certified valid
Annexation by the Planning Department who report signatures thereon
represent ownership of 85.9 % of the assessed valuation, at
least 75% required by law. The letter noted circulation of the
petition was authorized at preliminary meeting on 2/14/77 at
which time owners agreed to accept the Comprehensive Plan, zoning
and the assumption of any pre-existing bonded indebtedness.
Public Hearing The letter recommended 11/6/78 b.e set for public hearing on the
