CityofRentonDepartmentofCommunity&EconomicDevelopmentShorelineManagementPermitApronA737ClMaxLUA16-000028,ECF,SMDATEOFPERMIT:April4,2016Page2of11associatedinfrastructureforBoeing737aircraft.Eachstallwouldbeabletoaccommodatedeicingoperations.TheprojectislocatedattheRentonMunicipalAirport,616WPerimeterRd.Thesiteis13,650SFandiszonedIndustrialMedium(IM).Siteimprovementswouldincludepavementrepairandreplacement,infrastructureincluding,water,air,electrical,lightingandstormwaterdrainageimprovements.Onenew1,560SFsupercabanabuildingandonenew20ft.lightstandareproposed,alongwiththerelocationoftwoblastfences,3lightstands,andone360SFcrewshelter.Overalltheprojectwouldincreaseimperiouscoverageby8,020SFandresultin3,900cubicyardsofgrading.ThesiteislocatedwithinaseismichazardareaandalongtheCedarRiver,aShorelineoftheState.ReachAoftheCedarRiverShorelineisdesignatedasHighIntensityattheprojectlocation.FINDiNGSOFFACT:1.TheapplicantisrequestingaShorelineSubstantialDevelopmentPermittoprovidetwoaircraftparkingpositionsandassociatedinfrastructureforBoeing737aircraft.Eachstallwouldbeabletoaccommodatede-icingoperations.2.TheprojectislocatedattheRentonMunicipalAirport,616WPerimeterRd.,approximatelymidairfieldontheeastsideofRunway16/34betweenthetaxiwayandtheEastPerimeterroad.3.Thesiteis13,650SFandiszonedIndustrialMedium(IM)andhasaComprehensivePlanlandusedesignationofEmploymentAreatEA).4.ThesiteislocatedwithinaseismichazardareaandalongtheCedarRiver,aShorelineoftheState.ReachAoftheCedarRiverShorelineisdesignatedasHighIntensityattheprojectlocation.Noothercriticalareasarepresentonthesite.5.CurrentlythesiteisusedasasingleBoeingaircraftstallwhichincludesde-icingoperationsandablastfenceonthenorthandsouthsideofthestall.Theexistingareacontainsasphaltandassociatedparking,fencing,acrewshelterandseveralshedsusedfortoolandequipmentstorage.Theexistinginfrastructureincludessewer,water,electricalandstorm.6.Theapplicanthasproposedsiteimprovementswhichwouldincludepavementrepairandreplacement,infrastructureincluding,water,air,electrical,lightingandstormwaterdrainageimprovements.Onenew1,560SFsupercabanabuildingand20ft.lightstandareproposedandtherelocationoftwoblastfences,3lightstands,andone360SFcrewshelter.7.Newpavementwouldextendnorthoftheexistingdevelopmentintotheexistinggrassfield.Overalltheprojectwouldincreaseimperiouscoverageby8,020SFandresultin3,900cubicyardsofgrading.Theapplicanthasproposedtobalancetheincreaseinimpervioussurfacecoverageatthesitebyremovingimperviousareaelsewherewithin CityofRentonDepartmentofCommunity&EconomicDevelopmentShorelineManagementPermitApronA737ClMaxLUA16-000028,ECF,SMDATEOFPERMIT:April4,2016Page3of11200feetofReachAoftheCedarRiverwithanetresultofnogaininimperviousareawithin200feetoftheriverReach.8.PursuanttotheCityofRenton’sEnvironmentalOrdinanceandSEPA(RCW43.21C,1971asamended),onMarch14,2016theEnvironmentalReviewCommitteeissuedaDeterminationofNon-Significance-Mitigated(DNS-M)fortheApronA737ClMax.TheDNS-Mincludedfour(4)mitigationmeasures.A14-dayappealperiodcommencedonMarch18,2016andendedonApril1,2016.Noappealsofthethresholddeterminationhavebeenfiled.9.Representativesfromvariouscitydepartmentshavereviewedtheapplicationmaterialstoidentifyandaddressissuesraisedbytheproposeddevelopment.Thesecommentsarecontainedintheofficialfile,andtheessenceofthecommentshavebeenincorporatedintotheappropriatesectionsofthisreportandtheDepartmentalRecommendationattheendofthisreport.10.ThetwoaircraftparkingpositionswouldbeaccessorytotheMunicipalAirportandlocatedattheexistingsite,IndustrialUsesarepermittedoutrightinTable4-3-090E1ShorelineUseTable.11.ThefollowingtablecontainsprojectelementsintendedtocomplywiththeSMPbulkanddimensionalstandardsandpolicies,asoutlinedinRMC4-3-090:SHORELINEMASTERPROGRAMA.COMPREHENSIVEPLANCOMPLIANCEANDCONSISTENCY,SHORELINEELEMENT:ThesiteislocatedintheShorelineHigh-IntensityOverlayDistrict.TheobjectiveoftheHighIntensityOverlayistoprovideopportunitiesforlarge-scaleofficeandcommercialemploymentcentersaswellasmulti-familyresidentialuseandpublicservices.Thisdistrictprovidesopportunitiesforwater-dependentandwater-orienteduseswhileprotectingexistingecologicalfunctionsandrestoringecologicalfunctionsinareasthathavebeenpreviouslydegraded.Developmentmayalsoprovideforpublicuseand/orcommunityuse,especiallyaccesstoandalongthewater’sedge.TheproposaliscompliantwiththefollowingShorelinepolicies:PolicySH-14.Shorelineuseanddevelopmentshouldbecarriedoutinamannerthatpreventsormitigatesadverseimpactssothattheresultingecologicalconditiondoesnotbecomeworsethanthecurrentcondition.Thismeansensuringnonetlossofecologicalfunctionsandprocessesinalldevelopmentanduse.Permittedusesshouldbedesignedandconductedtominimize,insofaraspractical,anyresultantdamagetotheecologyandenvironment(RCW90.58.020).Shorelineecologicalfunctionsthatshouldbeprotectedinclude,butarenotlimitedto,fishandwildlifehabitat,foodchainsupport,andwatertemperaturemaintenance.Shorelineprocessesthatshallbeprotectedinclude,butarenotlimitedto,waterflow;littoraldrift;erosionandaccretion;infiltration;groundwaterrechargeanddischarge;sedimentdelivery,transport,andstorage;largewoodydebrisrecruitment;organicmatterinput;nutrientandpathogenremoval;andstreamchannel CityofRentonDepartmentofCommunity&EconomicDevelopmentShorelineManagementPermitApronA737ClMaxLUA16-000028,ECF,SMDATEOFPERMIT:April4,2016Page4of11formation/maintenance.ObjectiveSH-E.Existingeconomicusesandactivitiesontheshorelinesshouldberecognizedandeconomicusesoractivitiesthatarewater-orientedshouldbeencouragedandsupported.PolicySH-18.Alleconomicactivitiesontheshorelineshallprovidefornonetlossof1ecologicalfunctionsduringconstructionandoperation.B.DEVELOPMENTSTANDARDS:ThesubjectsiteisclassifiedasShorelineHighIntensityontheCityofRentonShorelineOverlayMap.Thefollowingdevelopmentstandardsareapplicabletotheproposal:1.NoNetLossRequiredShorelineuseanddevelopmentshallbecarriedoutinamannerthatpreventsormitigatesadverseimpactstoensurenonetlossofecologicalfunctionsandprocessesinalldevelopmentanduse.Permittedusesaredesignedandconductedtominimize,insofaraspractical,anyresultantdamagetotheecologyandenvironment(RCW90.58.020).Shorelineecologicalfunctionsthatshallbeprotectedinclude,butarenotlimitedto,fishandwildlifehabitat,foodchainsupport,andwatertemperaturemaintenance.Shorelineprocessesthatshallbeprotectedinclude,butarenotlimitedto,waterflow;erosionandaccretion;infiltration;groundwaterrechargeanddischarge;sedimentdelivery,transport,andstorage;largewoodydebrisrecruitment;organicmatterinput;nutrientandpathogenremoval;andstreamchannelformation/maintenance.StaffComment:TheprovidedStandardStreamStudyNarrativeandaHabitatDataReport,bothPreparedbyAMECFosterWheeler,datedJanuary2016,thenrevisedMarch2016concludesthattheprojectwillresultinnonetlossofecologicalfunctionintheriparianzoneofthelowerCedarRiver,providedthemitigationidentifiedinthestudiesarecompleted,includingthereplacementadditionofvegetatedareatocompensatefortheaddedimperviousarea.InadditiontothemitigationmeasuresidentifiedintheSEPAdeterminationshallbecompliedwith.2.ViewObstructionandVisualQualityViewCorridorsRequired:Wherecommercial,industrial,multipleuse,multi-familyand/ormulti-lotdevelopmentsareproposed,primarystructuresshallprovideforN/Aviewcorridorsbetweenbuildingswhereviewsoftheshorelineareavailablefrompublicright-of-wayortrails.MinimumSetbacksforCommercialDevelopmentAdjacenttoResidentialorParkUses:AllneworexpandedcommercialdevelopmentadjacenttoresidentialuseandN/A CityofRentonDepartmentofCommunity&EconomicDevelopmentShorelineManagementPermitApronA737ClMaxLUA16-000022,ECF,SMDATEOFPERMIT:April4,2016Page5of11publicparksshallprovidefifteenfeet(15’)setbacksfromadjacentpropertiestoattenuateproximityimpactssuchasnoise,lightandglare,andmayaddressscaleandaestheticimpacts.Fencingorlandscapeareasmayberequiredtoprovideavisualscreen.LightingRequirements:Displayandotherexteriorlightingshallbedesignedandoperatedsoastopreventglare,toavoidilluminatingnearbypropertiesusedfornoncommercialpurposes,andtopreventhazardsforpublictraffic.Methodsofcontrollingspilloverlightinclude,butarenotlimitedto,limitsontheheightoflightstructure,limitsonlightlevelsoffixtures,lightshields,andscreening.StaffComment:Theapplicanthasproposednewlightfixtures.TheprovidedstreamandhabitatreportprimaralyaddressestheeffectsofthenewandrelocatedlightstandsontheCedarRiverandtheassociatedFishHabitat.Inadditiontothestreamandhabitatstudies,aLightingImpingementStudy,preparedbyCasneEngineering,IncdatedDecember1,2015wassubmittedwiththeapplication.Followingagencycommentstheapplicantamendedtheoriginallightingplanandsubmittedanupdatedlightingplan.ThesechangeswereproposedtohelpminimizeartIficiallightVintensityontheCedarRivet.Theletterindicatesthatthelightimpingementmodelwasrerunincorporatingthechangestothelightingplan.Theresultofthechangedlightingplantrepresentsanoverallreductionof33%inlightintensityfromtheoriginaldesignaswellasadecreaseof0.1fcfromthemaximumlightintensitymodeledunderexistingconditions.Furthermoretheapplicantsindicatedthattoensurethatthemodelcalculationsareaccurate,followuplightsampleswouldbecollectedattheconclusionoftheproject.TheSEPAreviewappliedthefollowingmitigationmeasuresaddressinglightingimpacts:“TheapplicantshallprovidetheCityandtheMuckleshootTribeafollowuplightingstudy,followingtheconclusionoftheproject,documentingthatthenewlightshavenotincreasedartificiallightinglevels,onthelowerCedarRiver.Ifthestudyidentifiesincreasedlightinglevelschangeswouldberequiredtothenewand/orexistinglightsinApronAtoreducethelevelstobeequalorlessthancurrentconditions”ReflectedLightstoBeLimited:Buildingsurfacesonoradjacenttothewatershallemploymaterialsthatlimitreflectedlight.VStaffComment:Themodularstructuresarenotanticipatedtobebuiltwithreflectivematerials..IntegrationandScreeningofMechanicalEquipment:Buildingmechanicalequipmentshallbeincorporatedintobuildingarchitecturalfeatures,suchaspitchedroofs,tothemaximumextentfeasible.Wheremechanicalequipmentcannotbeincorporatedintoarchitecturalfeatures,avisualscreenshallbeprovidedconsistentwithbuildingexteriormaterialsthatobstructsviewsofsuchequipment.StaffComment:Basedontheprovidedelevations,itappearsnomechanical DATEOFPERMIT:April4,2016Page6of11equipmentwouldbeplacedontheroofofthebuildings.However,ifmechanicalequipmentwillbeplacedoneitherthecrewshelterortheguardhouseitshouldbescreened.Staffrecommends,asaconditionofapproval,thatallroofmountedmechanicalequipmentshallbescreened.VisualProminenceofFreestandingStructurestoBeMinimized:FacilitiesnotN/Aincorporatedintobuildingsincludingfences,piers,poles,wires,lights,andotherfreestandingstructuresshallbedesignedtominimizevisualprominence.MaximumStairandWalkwayWidth:Stairsandwalkwayslocatedwithinshorelinevegetatedbuffetsshallnotexceedfourfeet(4’)inwidth;provided,thatwhereADAN/Arequirementsapply,suchfacilitiesmaybeincreasedtosixfeet(6’)inwidth.Stairwaysshallconformtotheexistingtopographytotheextentfeasible.3.CommunityDisturbances:Noise,odors,nightlighting,waterandlandtraffic,andotherstructuresandactivitiesshallbeconsideredinthedesignplansandtheirimpactsavoidedormitigated.Physicalorvisualaccesstoshorelinesshallbeincorporatedinallnewdevelopmentwhenthedevelopmentwouldeithergenerateademandforoneormoreformsofsuchaccess,wouldimpairexistinglegalaccessopportunitiesorrights,orisrequiredtomeetthespecificpoliciesandregulationsoftheShorelineMasterProgram.CedarRiverA:PublicphysicalaccessfromatrailparalleltothewatershouldbeprovidedlitheRentonMunicipalAirportredevelopsinthefuture,balancedwithgoalsofecologicalrestoration.5.BuildingandDevelopmentLocation—ShorelineOrientationShorelinedevelopmentsshalllocatethewater-dependent,water-related,andwater-enjoymentportionsoftheirdevelopmentsalongtheshoreline.Developmentanduseshallbedesignedinamannerthatdirectslandalterationtotheleastsensitiveportionsofthesitetomaximizevegetationconservation;minimizeimpervioussurfacesandrunoff;protectriparian,nearshoreandwetlandhabitats;protectwildlifeandhabitats;protectarchaeological,historicandculturalresources;andpreserveaestheticvalues.LocationofDevelopment:Developmentanduseshallbedesignedinamannerthatdirectslandalterationtotheleastsensitiveportionsofthesite.StaffComment:TheaircraftparkingstallsareproposedprimarilyinareasofexistingimpervioussurfacesandlocatedacrossEPerimeterRoadfromtheOHWMoftheCityofRentonDepartmentofCommunity&EconomicDevelopmentApronA737ClMaxshorelineManagementPermitLUA16-000028,ECF,SM4.PublicAccess CityofRentonDepartmentofCommunity&EconomicDevelopmentApronA737ClMaxShorelineManagementPermitLUA6-000028,ECF,SMDATEOFPERMIT:April4,2016Page7of11CedarRiver.Duetothelocationandphysicalseparationfromtheriparianshorelinebytheroadthelocationislesssensitivethannon-developedareas.MinimizationofSiteAlteration:Developmentshallminimizesitealterationinsiteswithsubstantialunalterednaturalfeaturesbyapplyingthefollowingcriteria:(a)Vehicleandpedestriancirculationsystemsshallbedesignedtolimitclearing,grading,andalterationoftopographyandnaturalfeatures.(b)Impervioussurfacingforparkinglot/spaceareasshallbelimitedthroughtheuseofunder-buildingparkingorpermeablesurfaceswherefeasible.N/A(c)Utilitiesshallshareroadwayanddrivewaycorridorsandrights-of-waywhereverfeasible.(d)Developmentshallbelocatedanddesignedtoavoidtheneedforstructuralshorelinestabilizationoverthelifeofthedevelopment.Exceptionsmaybemadeforthelimitedinstanceswherestabilizationisnecessarytoprotectalloweduses,particularlywater-dependentuses,wherenoalternativelocationsareavailableandnonetlossofecologicalfunctionswillresult.LocationforAccessoryDevelopment:Accessorydevelopmentorusethatdoesnotrequiteashorelinelocationshallbelocatedoutsideofshorelinejurisdictionunlesssuchdevelopmentisrequiredtoserveapprovedwater-orientedusesand/ordevelopmentsorunlessotherwiseallowedinaHighIntensitydesignation.Whenb/sitedwithinshorelinejurisdiction,usesand/ordevelopmentssuchasparking,servicebuildingsorareas,accessroads,utilities,signsandstorageofmaterialsshallbelocatedinlandawayfromtheland/waterinterfaceandlandwardofwater-orienteddevelopmentsand/orotherapprovedusesunlessalocationclosertothewaterisreasonablynecessary.NavigationandRecreationtoBePreserved:Shorelineusesshallnotdepriveother-‘usesofreasonableaccesstonavigablewaters.Existingwater-relatedrecreationshallbepreserved.6.StandardsforDensity,Setbacks,andHeightSetbacksandbuffersfromtheOHWM:PursuanttoRMC4-3-0901.Aviation,ii.Airports:Allfacilitiesthatarenon-water-dependentshallbelocatedoutsideofshorelinejurisdiction,iffeasible.Whensitedwithinshorelinejurisdiction,usesand/ordevelopmentssuchasparking,hangars,servicebuildingsorareas,accessroads,utilities,signs,andstorageofmaterialsshallbelocatedasfarfromtheland/waterinterfaceasfeasible.Theminimumsetbackshallbetwentyfeet(20’)fromtheOHWMoftheshorelineandshallbedesignedandspacedtoallowviewingofairportactivitiesfromtheareaalongthewater’sedge.
