Cert._16-000058DEPARTMENTOFC0MMUNITYANDECONOMICDEVELOPMENTRfltOfl...PLANNINGDIVISIONCERTIFICATEOFEXEMPTIONFROMSHORELINESUBSTANTIALDEVELOPMENTDATE:January28,2016PROJECTNUMBER:LUA16-00005$,SMEPROJECTNAME:CedarRiver205ProjectLeveeCertificationPROJECTMANAGER:JillDing,SeniorPlannerOWNER:10555GradyWayRenton,WA98057APPLICANT:JosephFarahPROJECTLOCATION:CityofRentonAirportpropertyontheleftbankoftheCedarRiverandCityofRentonParkspropertyontherightbankoftheCedarRiver.PROJECTDESCRIPTION:TheapplicantisrequestingaShorelineExemptionforthemaintenanceofexistingleveesalongtheCedarRiver,whichwouldbeclassifiedasmaintenanceofanexistingessentialpublicfacility.TheprojectsiteislocatedwithintheShorelineHighIntensitydesignationandiswithinReachAoftheCedarRiver.TheCedarRiverleveesarepartoftheCedarRiverSection205FloodDamageReductionProject(CedarRiver205Project)constructedincooperationwiththeUnitedStatesArmyCorpsofEngineers(USACE).Theleveesarelocatedonthelower1.25milesoftheCedarRiverandextendfromWilliamsAvenueNorthtothemouthoftheCedarRiveratLakeWashington.TheCedarRiver205ProjectprotectsportionsofdowntownRenton,theBoein737plant,andtheRentonAirportfromthe100-yearflood.Followingthecompletionoftheproject,theCityofRentonbecameofthelocalsponsoroftheprojectandenteredintoanagreementwiththeUSACEformaintenanceandinspectionofthefloodprotectionfacilitiesunderPL84-99.OnJuly10,2012USACEsentalettertotheCityindicatingthattheleveecertificationletterwouldexpireonAugust31,2013becausetheywouldnolongerbecertifyingleveesandwouldnotbeprovidingtheNationalFloodInsuranceProgramleveesystemevaluationtoFEMA.TheCedarRiver205ProjectleveesystemcertificationtoFEMAleveestandardsallowsforFEMAaccreditationoftheleveesystemasproviding100-yearleveloffloodprotection.AccreditationenablesthepropertiesprotectedbytheleveesystemtoremainmappedasprotectedareasinsteadofbeingmappedintheFEMA100-yearfloodplain,ensuringthattheprotectedpropertieswouldnotneedtoconformtofloodplaininsuranceanddevelopmentregulations.TetraTech,Inc.wascontractedbytheCity,toprovideallnecessaryPagelof3 CityofRentonDepartmentofCommunity&EconomicDevelopmentCertificateofExemptionfromShorelineSubstantialDevelopmentCedarRivet205ProjectLeveeCertificationLUA16-000058,SMEengineeringconsultantservicesrequiredtorecerfifytheCedarRiver205Projectleveesandfloodwalls.Phase1workofthisprojectmainlyconsistsofpreliminarydatacollectionandanalysis,aswellaspreliminaryhydraulicandgeotechnicalassessments.Itincludesatopofleveesurveyandasitereconnaissanceinordertoassessandinspecttheleveesandfloodwalls.Phase2workwillincludesupplementaldatacollection(mainlyconsistingofgeotechnicalborings)andthetechnicalanalysisrequiredforcertifyingthelevees.AleveecertificationreportisexpectedtobecompletedandsubmittedtoFEMAaspartofthePhase2contract.InordertofacilitatetheleveeinspectioneffortsoftheworkinPhase1,theCityofRentonwillperformlimitedclearingofvegetationalongtheleftbankoftheCedarRiverfromLoganAvenueNorthtotheNorthBoeingBridge.Thisclearingwillallowtheinspectionteamtoassessthestabilityoftheembankment,acomponentoftheLeveeCertificationanalysis.Areasofvegetationremovalgenerallyconsistof10-footwidestripsat200-footintervals,fromthetopofvegetationtotheriverwatersurface.Additionally,a4-footpathbehindthefloodwallwouldbeclearedinordertoprovideaccessibilityfortheinspection.ClearingtheinspectionpathbehindthefloodwallisnotonlyaroutinemaintenanceactivityofanessentialCityofRentonPublicworksfacility,butisalsoanecessarycomponentofagreementwiththeUSACEthatwouldfacilitatefutureinspectionsbyUSACEstaff..Recentperiodicandannualinspectionshaveflaggedthedensityofthevegetationontheriversideofthefloodwallsas“unacceptable”.Asuch,vegetationmaintenancewouldensurethattheCedarRiver205ProjectwouldremaincompliantwiththetermsofitsoperationandmaintenancemanualandPL84-99requirements.ThePhase2workplan—tobepreparedattheconclusionofPhase1—willincludeapproximately8to10geotechnicalboringsthatwouldbeneededtohaveacompleteprofileofexistingsoilsalongtheCedarRiverLeveealignment.Theboringswouldtakeplacealongthelandwardsideofthefloodwallandleveeontheleftbankandnearthetrail(thetopoftheleveeinmanylocationsalongtherightbank).Allareasdisturbedbydrillingwillberestoredtoexistingconditions.Restorationfollowingdrilling,surveying,andanyotherlanddisturbingactivitywillbecoordinatedwithCityofRentonParksandAirportstaffdesignatedasdesignteammembersontheproject.SEC-TWN-R:5E07-23-5LEGALDESCRIPTION:(KingCountyAssessor)PORTIONCW#2LOCATEDONWBANKOFCEDARRIVERINE1/2OFSECTION07-23-05&MOREPARTICULARYDESCRIBEDASTRACTS1THRU6ASSHOWNONCITYOFRENTONENGINEERMAPB92-50DATEDMAY23,1957TGWBLOCKA&BOFLAKEWASHINGTONSHORELANDS3RDSUPLSEC-TWN-R:5E07-23-5LEGALDESCRIPTION:(KingCountyAssessor)PORSECS7&18235&PORTOBINSDCINCLPORPLATTED&VACSTSLYWLYOFCOMMWW1*2NOFNLNDIXIEAVE&ELYOFSTATEHWAY#5&ELY&SLYOFFOLGLNBEGONELYMGNSDHWAYATPT5FTSOFNLNOFPage2o13
