CityofRentonDepartmentofCommunity&EconomicDevelopmentAdministrativeReport&DecisionFREDMEYER#459RENTONCENTERSHORTPLATLUA16-000254May23,2016Page6of11right-of-way.Standardsforplantingshallbeasfollows:a.Treesshallbetwoinches(2’)indiameteratbreastheight(dbh)formultifamily,commercial,andindustrialusesatanaverageminimumrateofonetreeperthirty(30)linealfeetofstreetfrontage.b.Shrubsattheminimumrateofonepertwenty(20)squarefeetoflandscapedarea.Uptofiftypercent(50%)ofshrubsmaybedeciduous.c.Groundcoverinsufficientquantitiestoprovideatleastninetypercent(90%)coverageofthelandscapedareawithinthree(3)yearsofinstallation.Surfaceparkinglotswithmorethanfourteen(14)stallsshallbelandscapedasfollows:Surfaceparkinglotswithbetween15and50spacesshallprovide15sfoflandscapingperparkingspace,51and99spacesshallprovide25sfoflandscapingperparkingspace,and100ormorespacesshallprovide35sfoflandscapingperparkingspace.Perimeterparkinglotlandscapingshallbeatleast10feetinwidth,interiorparkinglotlandscapedareasshallhaveaminimumwidthof5feet.StaffComment:TheapplicantsubmittedanExistingConditionsLandscapePlan(Exhibit3)forproposedLot2.Lot1iscurrentlydevelopedwithexistingstructuresandsurfaceparkinglotsandiscurrentlylandscaped.ExistinglandscapingissufficienttocomplywiththeCity’slandscapingrequirements.Approximately50%ofproposedLot2isdevelopedwithasurfaceparkinglot;theremainderofLot2isvacant.Thereissomeexistinglandscaping,consistingof5mapletreesandivyaroundthesouthandwestboundariesofthesurfaceparkinglot.AconceptuallandscapeplanforanynewdevelopmentonLot2wouldberequiredatthetimeadevelopmentproposalissubmittedforformallanduseand/orbuildingpermitreview.Currently,thevacantportionofproposedLot2is,attimes,beingutilizedasoverflowparkingfromneighboringbusinesses.Iflandscapingwereinstalledinthisarea,itwoulddiscouragetheuseofthisportionofthesiteasoverflowparking.Therefore,staffrecommends,asaconditionofapproval,thatadetailedlandscapeplanbesubmittedforLot2priortofinalshortplatapproval.ThelandscapeplanshallincludeplantingsonthevacantportionofLot2todiscouragetheuseofthisportionofthesiteforoverflowparking.ThelandscapeplanshallbesubmittedtotheCurrentPlanningProjectManagerforreviewandapproval.Theplantingsshallbeinstalledpriortotherecordingoftheshortplat.TreeRetention:TheCity’sadoptedTreeRetentionandLandClearingRegulationsrequiretheretentionof10percentoftreesinacommercialdevelopment.Significanttreesshallberetainedinthefollowingpriorityorder:PriorityOne:Landmarktrees;significanttreesthatformacontinuouscanopy;significanttreesonslopesgreaterthantwentypercent(20%);Significanttreesadjacenttocriticalareasandtheirassociatedbuffers;andSignificanttreesoversixtyfeet(60’)inheightorgreaterthaneighteeninches(18”)caliper.PriorityTwo:Healthytreegroupingswhoseassociatedundergrowthcanbepreserved;othersignificantnativeevergreenordeciduoustrees;andOthersignificantnonnativetrees.PriorityThree:Aldersandcottonwoodsshallberetainedwhenallothertreeshavebeenevaluatedforretentionandarenotabletoberetained,unlessthealdersand!orAdminReport_FredMeyer
