WSDOT plans to reconstruct the northbound I-405/SR 167 interchange in Renton as part of the WSDOT I-405/SR 167 Interchange Direct Connector Project. WSDOT also plans to complete a stream restoration project on the portion of Rolling Hills Creek that is located in the wetland area east of SR 167, just south of the interchange. To facilitate WSDOT’s proposed project, Renton, through their Franchise Agreement authority with Olympic, has requested that Olympic relocate the section of pipeline that is parallel to SR 167 to the east of its current location, and has agreed that the existing pipeline can be decommissioned in place. This work must be completed prior to WSDOT’s stream restoration work in the wetland adjacent to SR 167, scheduled in 2017. WSDOT also has requested that Olympic relocate the section of pipeline that is parallel to I-405 to a new alignment south of its current location, and requires that the existing pipeline be removed to accommodate mass grading activities in early 2017. The SR 167 and I-405 Pipeline Relocation projects will be conducted separately, but approximately sequentially, and will be referred to as a single Project for the purpose of this submittal. The project area is located in the SE quarter of Section 19, Township 23N, Range 05E in the City of Renton, King County, Washington. The Project area of disturbance during construction is approximately 342,900 square feet, including the pipeline construction areas along SR 167 and I- 405 and several staging areas for the SR 167 relocation on the upland south of I-405. The parcels on which the project will be completed are listed below. When the WSDOT I-405/SR167 Interchange Direct Connector Project is completed, these parcels will be ROW dedication either to WSDOT or to the City of Renton. The SR 167 relocation portion of the Project is located on eight Renton properties located east of SR 167, including Parcel Nos. (from north to south) 334040-1185, 334040-0995, 334040-1010, 334040-1020, 334040-1065, 334040-1075, 334040-1076 and 192305-9016. The I-405 relocation portion of the Project is located on several WSDOT properties including Parcel Nos. 7231600506, 7231600470, 7231600355, 7231600295, 7231600195, 7231600130, 7231600128, 7231600035, 3340401607, 3340401606, 3340401577, 3340401574, 3340401520, 3340401522, 3340401530, 3340401535, 3340401545; and in the Renton rights-of-way (ROW) along Smithers Avenue S., Morris Avenue S., Shattuck Avenue S., Davis Avenue S. and S. 14th Street. Staging for the Project may be located on property owned by WSDOT, including Parcel Nos. 723160- 0505, 723160-0140, 723160-0135, 723160-0020, 723160-0030; and properties at 1325 Shattuck Avenue S. and 305 S. 14th Street. LAND USE PERMITS Olympic submitted a Construction/Utility Permit application to Renton for the SR 167 Pipeline Relocation Project on May 9, 2016. A Construction/Utility Permit application package for the I-405 Pipeline Relocation Project will be submitted when the plan drawings are completed. 2 ZONING DESIGNATION AND CURRENT USE The parcels in the work area adjacent to SR 167 are currently zoned R1, Residential 1 dwelling units per acre; but the parcels are currently undeveloped and part of the Rolling Hills Creek Wetland complex. The location of the SR 167 relocation section tie-in to the existing pipeline at the north end will be located in S. 14th Street in the upland. The Renton ROW parcels, parcels adjacent to the SR 167 north tie-in work area, the work areas adjacent to I-405 and in the upland staging areas are zoned R6, Residential 6 dwellings per acre and R8, Residential 8 dwellings per acre; these parcels are currently or were previously developed with single dwellings. Some of the houses on these parcels have been recently demolished or will soon be demolished as part of the WSDOT I- 405/SR 167 Interchange Direct Connector Project. Existing Renton ROW along S. 14th Street, S. 15th Street, Lake Avenue S., Smithers Avenue S., Morris Avenue S. Whitworth Avenue S., Shattuck Avenue S. and Davis Avenue S. will be used for site access to the north SR 167 tie-in work area, the I405 work areas and the upland staging areas. The parcels west of the SR 167 work areas and north of I-405 work areas are currently zoned Commercial Office and Light Industrial. There will be no change in zoning as part of this project. SPECIAL SITE FEATURES The majority of the SR 167 pipeline relocation construction work, approximately 150,000 square feet, will be conducted in the Rolling Hills Creek wetland area located east of SR 167 and south of I-405. However, a portion of the work also will be completed within the Panther Creek wetland area, located just south of the berm at the south end of the Rolling Hills wetland area. Approximately half of the wetland area also is mapped by Renton as a flood area. Approximately 3,000 square feet of the project area will be completed on a steep slope located at the north end of the project where the pipeline transitions from the wetland to the upland area. The SR 167 pipeline relocation work area will be approximately 20 feet to 50 feet from Rolling Hills Creek (near the base of the steep slope). The I-405 pipeline relocation construction work will be completed in the upland area located south of I-405. This area has been developed with residences and residential streets. Existing stormwater ponds and wetland areas will be filled and relocated by Renton’s contractor prior to Olympic beginning work. No other special features are located in the upland area. SOIL TYPE AND DRAINAGE CONDITIONS Soils in Upland Based on the conditions encountered in explorations completed by WSDOT across the upland area, we anticipate that the upland portion of the site is underlain by loose to medium dense silty sand and sand with silt derived from fill, recessional outwash deposits or highly weathered sandstone. Unweathered to slightly weathered sandstone underlies these materials. The depth to weathered bedrock was about 20 to 25 feet in a boring located about 125 feet north of South 15th Street. The depth to unweathered bedrock may vary in the area. 3 Soils in Wetland Based on the conditions encountered in the explorations completed by WSDOT and GeoEngineers (May 2016) along the edge of the wetland and shoulder of SR 167, we anticipate that the wetland portion of the site is underlain by surficial deposits of very soft organic rich soils, organic silt, peat, and very loose to loose sand with varying amounts of silt, sand and gravel. Drainage Conditions The Rolling Hills Creek and Panther Creek wetland surface water is typically at or above the existing ground surface. We anticipate that surface and groundwater will be close to Elevation 17 feet above sea level year-round. It is our understanding that the wetlands generally receive water from Rolling Hills Creek overflow during storms that are of a 2-year intensity or greater (WSDOT Eastside Corridor Program, Appendix H3, Preliminary Hydraulic Design Analysis for Rolling Hills Creek Realignment). The wetland areas also receives rainwater from storms and from the slopes located east of the wetland. The wetland area is mostly a closed basin area. The upland drainage condition consists of runoff from the private residences and roadways. This runoff flows to existing road side ditches or storm drains and then to a stormwater pond located at the southwest corner of the intersection of S. 14th Street and Smithers Avenue S. PROPOSED DEVELOPMENT/PLATS FOR NEW LOTS Other than relocating two sections of petroleum pipeline, there is no development proposed for Olympic’s Project, nor will any new lots be created. ACCESS Access to the construction area east of SR 167 in the wetland area will be from northbound SR 167 at the Renton ROW for S. 19th Street. A stabilized construction entrance will be constructed to allow access to the work area from SR 167. Olympic is seeking approval from WSDOT to close the shoulder for the project duration and use it as a truck lane to and from the access point. Access to the construction area at the north tie-in will be from Lake Avenue South, S. 14th Street and S. 15th Street. Access to the I-405 work areas and project staging areas will be from S. 15th Street, Lake Avenue S., Smithers Avenue S., Morris Avenue S. Whitworth Avenue S., Shattuck Avenue S. and Davis Avenue S. TOTAL ESTIMATED COST AND FAIR MARKET VALUE OF PROJECT SR 167 total estimated cost, including cost for owners, materials and construction: $5.4 million. I405 total estimated cost, including cost for owners, materials and construction: $3.4 million. We have not estimated a fair market value for the projects since the projects will not be sold. ESTIMATED QUANTITIES OF MATERIALS SR 167 estimated quantities of materials include: • South Construction Entrance Area: o Fill material – 1,637 cubic yards o Quarry spalls – 370 cubic yards • Access road and Turnaround: o Fill material – 1,089 cubic yards o Road surfacing – 233 cubic yards • Pipeline Excavation: 2,633 cubic yards • Pipeline Backfill: 2,633 cubic yards I405 estimated (predesign) quantities of materials include: • New Pipeline Excavation: 1,810 cubic yards • New Pipeline Backfill: 1,810 cubic yards • Road surfacing: 100 cubic yards • Old Pipeline Excavation: 1,962 cubic yards • Old Pipeline Backfill: 1,962 cubic yards • Road Surfacing: 392 cubic yards 5 TREE REMOVAL Trees only will be removed as required to install erosion control, build the construction access road, and complete the pipeline relocation activities in the wetland. The exact number and type is unknown, however, most are willows and many are already dead. Restoration of the wetland will be completed by WSDOT’s Design-Build contractor selected for the stream relocation work that is part of the WSDOT I-405/SR 167 Interchange Direct Connector Project. JOB SHACK SR 167: One small “no frill” job shack with no associated parking will be located on the utility berm located at S. 19th Street, as recently approved for the Project by the Washington State Department of Ecology. I405: One small “no frill” job shack with associated parking will be located in one of the proposed staging areas. The actual location has not been determined at this time MODIFICATIONS Per Renton Municipal Code (RMC) 4-4-030.2 allowable haul hours are 8:30 am to 3:30 pm Monday through Friday and per RMC 4-4-030.3.a&b, allowable work hours within 300 feet of residential areas are between 7:00 a.m. and 8:00 p.m. Monday through Friday, on Saturday between 9:00 a.m. and 8:00 p.m., and with no work on Sunday. In order to close the SR 167 shoulder and make it wide enough for truck use during construction, the northbound lanes of SR 167 will need to be destriped/restriped at night. Additionally, the portion of access road on the utility berm closest to SR 167 will need to be built at night, during the allowable period for one- to two-lane closure by WSDOT. Olympic also will need to run pumps on generators for 24-hours per day in the wetland area of the SR 167 Pipeline Relocation Project to keep the work area dewatered, and may need to complete other activities such as truck deliveries at night to maintain the project schedule. In order to meet project schedule, work on both the I-405 and SR 167 pipeline relocation projects will be needed during weekend daylight hours of 7 am to 8 pm. Finally, during the week of tie-in of the new pipeline sections to the existing pipeline sections (up to five days duration during tie-in of each section, currently planned for October 2016 and February 2017), work must be completed during the brief active petroleum pipeline shutdown and may be as long as 24 hours per day. The Olympic pipeline system serves terminals and airports in Western Washington and Oregon. Because there are significant commercial impacts when the pipeline is not transporting fuel, pipeline shutdowns are as brief as possible, typically about five days long, and scheduled about a year in advance. This schedule allows shippers to plan for temporarily adjusting their fuel volumes so that the local region is still supplied with fuel during pipeline shutdowns. Once the pipeline tie-in process has started for each project, it must be completed during the respective shutdown event. Consequently, the contractor will work up to 24 Olympic 6 requests that the work described above be allowed during extended Saturday daytime hours (from 7:00 am to 9 am), nighttime work from Monday through Saturday between 8:00 pm and 7:00 am, and up to 24-hour work days on Sunday to meet the project schedule. A detailed summary of the work activity, approximate duration and the requested noise variance modification for SR 167 and I-405 are provided in Tables 1 and 2, Noise Variance Work Activities and Requested Modifications (attached). The information included in Table 1 assumes that WSDOT will allow Olympic’s requested traffic lane modifications to SR 167. 7
