Hi Clark,
Thank you for your call today and the time to discuss the traffic analysis with me.
In summation, according to a telephone conversation I had with Michael Reed, PE, Principal, TENW, the proposed 3000
SF convenience market building under the current Traffic Analysis with the ITC LUC 851 (Convenience Market – 24
Hours) versus ITC LUC 853 (Convenience Market with Gasoline Pumps) is 1 Trip more. You stated that you were willing
to take this into consideration.
Under the miniscule difference of the traffic count, please let me know if we can use the current analysis for the
proposed 3000 SF building to save us additional expenditures for another update to the analysis. Thank you.

Attached is an updated site plan for the proposed the market (please note architect states the pumps/canopy and apt
bldg locations are approximate – no survey to support precise locations).
The footprint of the proposed building is approximately 3000 SF.
The traffic flow through the property is redesigned.
Our question is, since the proposed building now is 3000 SF or less, would the existing traffic analysis provided be
sufficient for you and the transportation department?

Norm,
The proposal includes expanding or replacing the existing convenience market and not building a separate shopping
center or market (e.g. all retail sales occur within the same storefront). Based on the proposed use of the site, there is
no way to distinguish the two different “convenience market” uses within the same building area. Therefore, according
to the transportation department, the appropriate LUC would be 853 using the gross floor area trip generation rates.
If you are able to provide a proposal which provides clear and separate retail establishment(s) from the gas
station/convenience market, we could re-evaluate the Land Use Code appropriate to the proposed use.

Hi Clark,
Attached is an updated memorandum reflecting the previous changes discussed. The “Conclusion” includes the
difference in trip counts between a 4500 SF Convenience Market and a 3000 SF one along with Attachment C –
Comparative Trip Generation Detailed Summary.
In a previous discussion, you mentioned that the ITF Land Use Code for convenience retail with fuel pumps should be
853 and Michael Reed is aware of that code, but thinks 851 is more appropriate for the property and proposed
development. If LUC 853 were to be used, it would approximately double the trip count unnecessarily. Michael stated
to me in a phone conversation that LUC 853 would be appropriate if new pumps were being installed, however, there
will be no change to the existing pumps therefore LUC 851 would be the appropriate code.
