Grady Way Renton, WA 98057-3232 RE: Renton School District No. 403 Lindbergh High School Modernization and Additions Dear Mr. Morganroth, Brent Planning Solutions is the permitting/environmental consultant for the Renton School District No. 403 (District) for the proposed Lindbergh Modernization and Additions. Lindbergh High School (LHS) is located at 16426 - 128th Avenue SE in Renton. The Subject Site is over 37 acres in size and contains three tax parcels (KCA#282305-9004, -9042, and -9093). A pre-application meeting was held on November 4, 2021 with the City of Renton (City) (see #PRE21-000376). It was determined that permitting for the proposed modernization and additions would require a Site Plan Review process. Also, a future lot consolidation, right-of-way dedication and frontage improvements along 128th Avenue SE will be required. The complete Site Plan Review application package is being submitted in accordance with City requirements. The application submittal includes the following required items, which will be submitted through the City’s online system (link provided by City) and fees will be paid upon invoicing from the City: • Pre-Application Meeting Summary • Land Use Permit Master Application Form (with Attachments: Legal Description & Signing Authority) • Project Narrative • SEPA Environmental Checklist and SEPA Determination (Pre-issuance documents) • Design Development Civil Narrative for On-site Improvements • Density Worksheet • Title Report • Easements, Existing • Covenants, Existing • Covenants, Draft • Building Valuations Memo • Construction Mitigation & Hazardous Materials Management Letter (with attachments) • Letter of Understanding Geologic Risk • Neighborhood Detail Map • Colored Site Rendering (3D Views) • Affidavit of Installation of Public Information Sign • Certificates of Sewer and Water Availability Project Plans • Site Plan • Architectural Elevations (with building materials) Alex Morganroth, AICP, Senior Planner City of Renton – Community & Economic Development January 24, 2022 Page 2 • Landscape Plan, Conceptual • Landscaping Plan, Detailed • Floor Plans • Utility and Paving Plan • Grading and Drainage Plan • Grading Elevations and Plan, Conceptual • Site Survey, with frontage • Tree Retention/Land Clearing (Tree Inventory) Plan Special Studies • Tree Retention Worksheet • Arborist Report (Tree Assessment, 2021) • Wetland Rating Update (2021) and Wetland Delineation and Fish & Wildlife Habitat Report (2011) • Geotechnical Engineering Report (October 2021, and Jan. 3, 2022 Parking Lot) • Drainage Report (Memo provided noting Report to be submitted at a later date based on a waiver.) • Transportation Analysis Memo The District is providing the SEPA Environmental Checklist and SEPA determination as an opportunity for review by the City prior to issuance. Any review comments from the City or other agencies will be reviewed and addressed as needed. The District anticipates issuing the SEPA determination within the next month. The District is using a 300-foot radius for property owners' mailing notification. Copies of the finalized SEPA Environmental Checklist and determination will be submitted to the City on the issuance date. Timing for the construction of the high school renovation is on a critical path and we will be working with the City to ensure timely responses to City comments and requests.
