approval.TheapplicantshallcomplywiththerecommendationincludedintheFinalGeotechnicalReport.ADVISORYNOTES:Thefollowingnotesaresupplementalinformationprovidedinconjunctionwiththeadministrativelanduseaction.Becausethesenotesareprovidedasinformationonly,theyarenotsubjecttotheappealprocessforthelanduseactions.EngineeringReviewCommentsContactJanlIlianI425-430-7216Ijillian@tentonwagovRecommendations:EXISTINGCONDITIONSWATERWaterserviceisprovidedbytheCityofRenton.Thereisanexisting12inchloopedwatermainaroundthebuildingthatcanprovide5,000gpm.Staticpressureavailableis74psi.Thereisa2inchdomesticmeter,a2inchirrigationmeterandan8inchfireserviceservingtheexistingbuilding.SEWERSewerserviceisprovidedbytheCityofRenton.Thereisanexisting8inchsewermaininE.ValleyRoad.Thereisanexisting8inchsidesewerservingthebuilding.STORMThereisa12inchstormconveyancesystemintheparkinglotandisconnectedtoaprivatestormpondattherearofthesite.STREETSThereisanexisting6footsidewalkand8footplantingstripfrontingthesiteinEastValleyRoad.CODEREQUIREMENTSWATER1.Watersystemdevelopmentfeeswillbeowedthereisanincreasetothesizeoftheexisting2inchdomesticwater,the2inchirrigationmeterorthe8inchfireline.Creditwillbegivenforexistingwatermeter(s)servingthesite.SANITARYSEWER1.Sewersystemdevelopmentfeeswillbeowedifthereisanincreasetotheexisting2inchdomesticwater.Creditwillbegivenforexistingwatermeterservingthebuilding.2.Iffloordrainsarerequiredbythebuildingdepartment,drainsarerequiredtobeconnectedtothesanitarysewersystem.FlowsshallbedirectedthroughthefloordrainsthatareinstalledinaccordancewiththeUniformPlumbingCodetoaninteriororexterioroil/waterseparator.Theseparatorshallbesizedtomeetaminimum15minuteretentiontimeforpeakflowsanticipatedinthegaragearea,butinnocasewillbelessthan200gallonsofstoragecapacity.ThetypeofinterceptorshallbeasmanufacturedbyPipeInc.,UtilityVaultInc.,orapprovedequal.Theoil/waterseparatorshallbeshownonthecivildrawings.SURFACEWATER1.Asurfacewatersystemdevelopmentfeeof$0.540persquarefootofnewimpervioussurfacewillapply.Thisispayablepriortoissuanceoftheutilityconstructionpermit.2.AdrainagereportdatedApril6,2015wassubmittedbyPacLandEngineerswiththesiteplanapplication.TheredevelopmentprojectissubjecttoFullDrainageReviewinaccordancewiththe2009KingCountySurfaceWaterManualandtheCityofRentonAmendmentstotheKCSWM,Chapters1and2.BasedontheCity’sflowcontrolmap,thissitefallswithinthePeakRateFlowControlStandard,ExistingConditions.ThesiteislocatedwithintheBlackRiverDrainageBasin.Thesiteislocatedoutsidethe100yearfloodplainandoutsidetheAquiferProtectionZone.Theexisting12.28acresiteconsistsof85%ofimpervioussurfacearea(buildingandasphaltparkinglot)and15%(2.11acres)oflandscapingandwetland.Approximately8.00acresofthesiteisPGIS.TheprojectissubjecttoaLevel1downstreamanalysis.AllstormwaterrunofffromERCMitigationMeasuresandAdvisoryNotesPage2of5 thesitedrainstoanexistingcombineddetentionandwaterqualitypondlocatedatthewestendofthesite.EnhancedBasicWaterqualitywillberequiredinaccordancewithCoreRequirement#8.Theprojectwilladd43,375squarefeetofnewPGISwhichexceedsthethresholdof5,000squarefeet.TheengineerhasproposedaStormFiltersystemtomeettheEnhancedBasicWaterQualitytreatment.Theengineerhasdemonstratedtheincreaseinthe100yearpeakrunoffislessthan0.1cfs.3.AConstructionStormwaterGeneralPermitfromDepartmentofEcologywillberequiredifgradingandclearingofthesiteexceedsoneacre.AStormwaterPollutionPreventionPlan(SWPPP)isrequiredforthissite.4.AgeotechnicalreportdatedFebruary7,2014waspreparedandsubmittedbyZipperGeoAssociates.Duetohighgroundwaterseepageatcertaintimesoftheyear,dewateringwillberequired.ApermitfromtheCityandKingCountyMetromayberequiredifstormwaterwillbedirectedtothesanitarysewer.TRANSPORTATION/STREET1.ExistingrightofwaywidthinthissectionofEastValleyRoadis80feet.ThisstreethasbeenidentifiedasaCollectorstreet.Theapplicanthassubmittedaletterwiththesiteplanapplicationrequestingamodificationofthestreetstandardsallowingtheexisting6footsidewalkand8footplantingstriptoremain.StaffwouldsupportthisrequestsincetherearenoplanstowidentheexistingpavedroadwayinEastValleyRoadinthefuture.2.ExistingrightofwayinSW41stStreetwidthfrontingthesiteis80feet.ThisstreethasbeenidentifiedasaCollectorstreet.Minimumrightofwaypercodeis83feet.TomeettheCity’snewcompletestreetstandards,frontageimprovementswillincludeconstructionofan8footsidewalk,8footplanterstrip,curb,gutter,approximately17feetofpavementfromcenterline.Thereisexisting6footsidewalkinaneasementanda12footplantingstripfrontingthesiteinSW41stStreet.Staffwouldsupportamodificationtothestreetstandard,allowingtheexistingimprovementstoremainsincetherearenoplanstowidentheexistingpavedroadwayinSW41stStreetinthefuture.3.AstreetlightingplanmeetingtheminimumCitystandardalongEastValleyRoadandSW41stStreetisrequiredwiththeconstructionpermitsubmittal.LightingstandardsandlightinglevelsshallmeetRentonMunicipalCode460601.Alightinganalysisisrequiredwiththestreetlightingplan.4.Transportationhasnoconcernswiththeon-site“shoebox”lightingproposedalongtheeastpropertylineadjacenttoEastValleyRoad.5.Trafficimpactfeeswillbedeterminedattimeofbuildingpermit(s).Noimpactfeesareanticipatedsincethereisanetdecreaseintrafficimpacts.FireReview-BuildingCommentsContactCoreyThomasI425-430-7024Icthomasrentonwa.govRecommendations:EnvironmentalImpactComments:1.Fireimpactfeesareapplicable,howeverthecreditgrantedfortheremovaloftheexistingbuildingwillexceedthenewfee,resultinginnonewfeesdue.CodeRelatedComments:1.Thepreliminaryfireflowis2,000gpm.Aminimumofonehydrantisrequiredwithin150feetofthestructureandoneadditionalhydrantisrequiredwithin300feetofthestructure.Onehydrantshallbewithin50feetoftherequiredfiredepartmentconnection.Buildingshallalsocomplywithmaximumhydrantspacingrequirementsof300feetoncenter.Itappearsadequatefireflowisavailableinthisarea.ERCMitigationMeasuresandAdvisoryNotesPage3ofS •Allareasofthisprojectneedtohaveadequatelighting.Thiswillassistinthedeterrentoftheftfrommotorvehicle(oneofthemostcommoncrimesinRenton)aswellasprovidesafepedestriantravelforcustomersutilizingthebusiness.•Thestructureshouldhaveabuildingnumberclearlypostedwithnumbersatleast6”inheightandofacolorcontrastingwiththebuilding.Thiswillassistemergencypersonnelinlocatingthecorrectlocationforresponse.•Landscapingshouldbeinstalledwiththeobjectiveofallowingvisibility—nottoodenseandnottoohigh.Toomuchlandscapingwillmakecustomersandemployeesfeelisolatedandwillprovidecriminalswithconcealmenttocommitcrimessuchasburglaryandmaliciousmischief(propertydestruction).Itiskeyforsafetyandsecurityreasonstohaveappropriatelightingandsignage.“NoTrespassing”signsshouldbepostedinconspicuouslocationsthroughouttheproperty,includingentrancestothepropertyandparkingareas.•IhighlyrecommendthatthedeveloperhaveaRentonPoliceCrimePreventionRepresentativeconductasecuritysurveyofthepremisesonceconstructioniscomplete.ERCMitigationMeasuresandAdvisoryNotesPage5of5
