thesitedrainstoanexistingcombineddetentionandwaterqualitypondlocatedatthewestendofthesite.EnhancedBasicWaterqualitywillberequiredinaccordancewithCoreRequirement#8.Theprojectwilladd43,375squarefeetofnewPGISwhichexceedsthethresholdof5,000squarefeet.TheengineerhasproposedaStormFiltersystemtomeettheEnhancedBasicWaterQualitytreatment.Theengineerhasdemonstratedtheincreaseinthe100yearpeakrunoffislessthan0.1cfs.3.AConstructionStormwaterGeneralPermitfromDepartmentofEcologywillberequiredifgradingandclearingofthesiteexceedsoneacre.AStormwaterPollutionPreventionPlan(SWPPP)isrequiredforthissite.4.AgeotechnicalreportdatedFebruary7,2014waspreparedandsubmittedbyZipperGeoAssociates.Duetohighgroundwaterseepageatcertaintimesoftheyear,dewateringwillberequired.ApermitfromtheCityandKingCountyMetromayberequiredifstormwaterwillbedirectedtothesanitarysewer.TRANSPORTATION/STREET1.ExistingrightofwaywidthinthissectionofEastValleyRoadis80feet.ThisstreethasbeenidentifiedasaCollectorstreet.Theapplicanthassubmittedaletterwiththesiteplanapplicationrequestingamodificationofthestreetstandardsallowingtheexisting6footsidewalkand8footplantingstriptoremain.StaffwouldsupportthisrequestsincetherearenoplanstowidentheexistingpavedroadwayinEastValleyRoadinthefuture.2.ExistingrightofwayinSW41stStreetwidthfrontingthesiteis80feet.ThisstreethasbeenidentifiedasaCollectorstreet.Minimumrightofwaypercodeis83feet.TomeettheCity’snewcompletestreetstandards,frontageimprovementswillincludeconstructionofan8footsidewalk,8footplanterstrip,curb,gutter,approximately17feetofpavementfromcenterline.Thereisexisting6footsidewalkinaneasementanda12footplantingstripfrontingthesiteinSW41stStreet.Staffwouldsupportamodificationtothestreetstandard,allowingtheexistingimprovementstoremainsincetherearenoplanstowidentheexistingpavedroadwayinSW41stStreetinthefuture.3.AstreetlightingplanmeetingtheminimumCitystandardalongEastValleyRoadandSW41stStreetisrequiredwiththeconstructionpermitsubmittal.LightingstandardsandlightinglevelsshallmeetRentonMunicipalCode460601.Alightinganalysisisrequiredwiththestreetlightingplan.4.Transportationhasnoconcernswiththeon-site“shoebox”lightingproposedalongtheeastpropertylineadjacenttoEastValleyRoad.5.Trafficimpactfeeswillbedeterminedattimeofbuildingpermit(s).Noimpactfeesareanticipatedsincethereisanetdecreaseintrafficimpacts.FireReview-BuildingCommentsContactCoreyThomasI425-430-7024Icthomasrentonwa.govRecommendations:EnvironmentalImpactComments:1.Fireimpactfeesareapplicable,howeverthecreditgrantedfortheremovaloftheexistingbuildingwillexceedthenewfee,resultinginnonewfeesdue.CodeRelatedComments:1.Thepreliminaryfireflowis2,000gpm.Aminimumofonehydrantisrequiredwithin150feetofthestructureandoneadditionalhydrantisrequiredwithin300feetofthestructure.Onehydrantshallbewithin50feetoftherequiredfiredepartmentconnection.Buildingshallalsocomplywithmaximumhydrantspacingrequirementsof300feetoncenter.Itappearsadequatefireflowisavailableinthisarea.ERCMitigationMeasuresandAdvisoryNotesPage3ofS •Allareasofthisprojectneedtohaveadequatelighting.Thiswillassistinthedeterrentoftheftfrommotorvehicle(oneofthemostcommoncrimesinRenton)aswellasprovidesafepedestriantravelforcustomersutilizingthebusiness.•Thestructureshouldhaveabuildingnumberclearlypostedwithnumbersatleast6”inheightandofacolorcontrastingwiththebuilding.Thiswillassistemergencypersonnelinlocatingthecorrectlocationforresponse.•Landscapingshouldbeinstalledwiththeobjectiveofallowingvisibility—nottoodenseandnottoohigh.Toomuchlandscapingwillmakecustomersandemployeesfeelisolatedandwillprovidecriminalswithconcealmenttocommitcrimessuchasburglaryandmaliciousmischief(propertydestruction).Itiskeyforsafetyandsecurityreasonstohaveappropriatelightingandsignage.“NoTrespassing”signsshouldbepostedinconspicuouslocationsthroughouttheproperty,includingentrancestothepropertyandparkingareas.•IhighlyrecommendthatthedeveloperhaveaRentonPoliceCrimePreventionRepresentativeconductasecuritysurveyofthepremisesonceconstructioniscomplete.ERCMitigationMeasuresandAdvisoryNotesPage5of5
