CALL TO ORDER
Mayor Pavone called the meeting of the Renton City Council to order at 7:00 PM.

ADMINISTRATIVE REPORT
CAO Ed VanValey reviewed a written administrative report summarizing the City’s recent
progress towards goals and work programs adopted as part of its business plan for 2022 and
beyond. Items noted were:
• The Emergency Feeding Program/SOS will be hosting a pop-up lunch event at the
Sunset Neighborhood Park; 2680 Sunset Lane NE, from 12:30-2 p.m. on March 29.
Unsheltered and those residents with food insecurities will receive free ready-to-eat
food and drinks from Amazon Fresh. Personal hygiene kits, cleaning supplies, and
socks will also be available.
• King County Fire Chiefs Association is hosting a Diversity and Recruitment Workshop
in Seattle Saturday on April 9 from 8:15 a.m.-3:30 p.m. Register by April 4 at
https://www.kingcountyfirechiefs.org/king-county-diversity-and-recruitment-
workshop-event-registration/.
• Preventative street maintenance will continue to impact traffic and result in
occasional street closures.
AUDIENCE COMMENTS
• Rev. Dr. Anna Clark-Jones, Renton, reviewed her life experiences, and expressed
concern that she had been nominated for appointment to the new Renton Equity
Commission but had not been selected. Mayor Pavone thanked her for service to the
country and Renton community, and noted that it was a difficult decision to select
nine persons out of the 36 applicants for the new commission. He stated that it was
not his intention to make anyone feel slighted who was not selected for appointment,
and that he would personally follow-up with Ms. Clark-Jones.
CONSENT AGENDA
Items listed on the Consent Agenda were adopted with one motion, following the listing.
a) Approval of Council Meeting minutes of March 21, 2022. Council Concur.
b) AB - 3055 Equity, Housing, and Human Services Department recommended approval of an
Extended Multi-Family Housing Property Tax Exemption (MFTE) agreement, with Liberty
Square Apartments, which extends the original agreement for an additional twelve years if
certain conditions are met. Refer to Planning & Development Committee.
c) AB - 3099 Public Works Utility Systems Division recommended adoption of a resolution to
allow staff to apply for the Brian Abbott Fish Barrier Removal Board grant application, which
will provide $412,500 in grant funds for the Panther Creek Fish Barrier removal project. The
City match is $137,500. Refer to Utilities Committee.
MOVED BY MCIRVIN, SECONDED BY PRINCE, COUNCIL CONCUR TO APPROVE THE
CONSENT AGENDA, AS PRESENTED. CARRIED.

UNFINISHED BUSINESS
a) Finance Committee Chair O'Halloran presented a report concurring in the staff recommendation
to approve the following payments:
1. Accounts Payable – total payment of $8,075,159.49 for vouchers, 10434, 10441-
10444, 10446, 398604, 398613, 398615-399014; payroll benefit withholding
vouchers 6791-6801, 398605-398612 and 0 wire transfers.
2. Payroll – total payment of $1, 071, 677.85 for payroll vouchers that include 762
direct deposits and 10 checks. (02/16/2022-02/28/2022 pay period).
3. Kidder Mathews vouchers 1101-1122 totaling $18,623.08.
4. Municipal Court vouchers 017991-018005 totaling $37,235.00.
MOVED BY O'HALLORAN, SECONDED BY PÉREZ, COUNCIL CONCUR IN THE
COMMITTEE RECOMMENDATION. CARRIED.
b) Finance Committee Chair O'Halloran presented a report concurring in the staff recommendation
to approve the agreement for $129,472 from the Association of Washington Cities, Summer
Experiences & Enrichment for Kids (SEEK) funding, to go towards expanding evidence-based,
outdoor, summer enrichment programs and camps for youth in kindergarten through 7th grade,
subject to approval as to form by the City Attorney Department, and allocate grant funds to the
City of Renton Recreation Division.
MOVED BY O'HALLORAN, SECONDED BY PÉREZ, COUNCIL CONCUR IN THE
COMMITTEE RECOMMENDATION. CARRIED.
c) Finance Committee Chair O'Halloran presented a report concurring in the staff recommendation
to approve the acquisition and authorize the Mayor and City Clerk to execute the Purchase and
Sales Agreement and Option to Purchase and Right of First Refusal. The total acquisition costs,
including transaction costs, are estimated to be $440,000. The funding source is
316.000000.005.94.76.61.000 LAND ACQUISITION. A requested 2022 Carryforward Budget
Adjustment will transfer funding to 316.332075.020.594.76.61.000 Park Ave North Acquisition.

COMMITTEE RECOMMENDATION. CARRIED.
d) Finance Committee Chair O'Halloran presented a report concurring in the staff recommendation
to authorize the Mayor and City Clerk to execute the Water Quality Grant Agreement WQC-2022-
Renton-00100 with the Department of Ecology to accept $202,125 in grant funds for the
Stormwater Management Action Planning project.
MOVED BY O'HALLORAN, SECONDED BY PÉREZ, COUNCIL CONCUR IN THE
COMMITTEE RECOMMENDATION. CARRIED.
e) Finance Committee Chair O'Halloran presented a report concurring in the staff recommendation
to approve the agreement with Benita R. Horn and Associates, in the amount of $175,000 for
2022 and 2023, for Inclusion Program Services and authorize the Mayor and City Clerk to enter
into this agreement that will further work toward the Business Plan goal of, “Building an
inclusive, informed and hate-free city with equitable outcomes for all in support of social,
economic, and racial justice.”

COMMITTEE RECOMMENDATION. CARRIED.

LEGISLATION
Ordinance for second and final reading:
a)Ordinance No. 6059: An ordinance was read amending Section 2-4-4 of the Renton Municipal
Code, updating Civil Service member appointment requirements, providing for severability,
and establishing an effective date.
MOVED BY PÉREZ, SECONDED BY MCIRVIN, COUNCIL ADOPT THE ORDINANCE AS
READ. ROLL CALL: ALL AYES. CARRIED.
