Project Description: The applicant is requesting Environmental (SEPA) Review for the
removal of four underground petroleum storage tanks. One tank is
12,000 gallons and the other three are 10,000 gallons each for a total of
42,000 gallons. The project site is developed with landscaping, two
structures and street frontage improvements. The applicant indicates that
once the tanks are removed, the site will be decommissioned and placed
on the market for sale.
The existing storage tanks are resting in pea gravel, anchored with
concrete, with a specialty liner wrapped around the outside against the
existing soils. The tanks, pea gravel, product lines, vent lines and liner
are to be removed. Three grades of unleaded and diesel products will be
removed from the site. All work is proposed to be below grade. The
removal and disposal of all equipment is to be in accordance to all
federal, state and local regulations. The applicant has applied for and has
been approved for a facility closure permit within the City of Renton
Aquifer Protection Area.

Advisory Notes to Applicant:
The following notes are supplemental information provided in conjunction with the environmental
determination. Because these notes are provided as information only, they are not subject to the
appeal process for environmental determinations
Plan Review:
1. Separate Permits for any service kills or cut and caps are required, if needed.
2. If applicant is only removing the tanks then all site improvements may remain in place until such time as
the site comes in for future development.
3. Erosion Control measures shall be in place at all times.
Fire Prevention:
1. Separate plans and permits are required for tank removals from Fire Department.
D. ENVIRONMENTAL IMPACTS
In compliance with RCW 43.21 C. 240, the following project environmental review addresses
only those project impacts that are not adequately addressed under existing development
standards and environmental regulations.
1. Earth
Impacts: Excavation of the area for removal of the four tanks, petroleum and vent lines would disturb
approximately 600 cubic yards of material to be removed and backfilled with 918 yards of structural grade
fill dirt. The fill is proposed to come from a local quarry. After the tank removal the site's impervious service
will be reduced by approximately 10% (90% to 79% asphalt) as the removed asphalt will be replaced with
gravel. No vegetation will be removed as a result of this project.
To address erosion, the applicant proposes to place filter fabric and sand bags or straw bales at every on-
site catch basin and may be placed across drive entrances if needed. The applicant has applied for and has
been approved for a facility closure permit from the City of Renton. Soil sampling is a requirement of the
closure permit to ensure contamination of the soils does not occur during removal of the tanks.

2. Air
Impacts: During removal of the tanks, dust and auto odors will potentially be emitted. If site conditions are
dry and dust becomes problematic, water will be applied to the site to keep dust to a minimum. Air quality is
proposed to be measured by GeoEngineers during excavation.
Mitigation Measures: No further mitigation is recommended.
Nexus: N/A
3. Water and Storm water
Impacts: The existing site has catch basins which collect storm water and direct water to the city storm
system located in Bronson Way North. The underground tanks and lines are to be pumped out and cleaned
prior to removal from the ground. The applicant's Construction Mitigation Plan will assist in mitigating any
potential impacts ground, surface and stormwater.
Mitigation Measures: No further mitigation is recommended.
Nexus: N/A
4. Environmental Health
Impacts: The'applicant will utilize GeoEngineers Consultants to monitor the project. Soils excavated during
the removal of the underground tanks will be tested for contamination. If contamination is found, soils will be
removed from the site and disposed of at an approved off-site location. Impacts to environmental health
would be mitigated by the Model Toxics Control Act (MTCA).
Mitigation Measures: No further mitigation is recommended.

Pursuant to Renton's Aquifer Protection Ordinance the applicant, Shell Oil Products, is removing
the refueling facility including underground storage tanks, petroleum product lines, and tank vent
lines at its Texaco Station on Bronson Way between Meadow Avenue North and Factory Avenue
North. The existing building with its convenience store will be retained as will all existing
vegetation. Once the tanks and liners are removed the residual holes will be filed with an estimated
918 cubic yards of structural fill.
Relevant Comprehensive Plan Policies:
Objective U-D: Provide, protect and maintain a consistent, ample and safe water supply for
the City and fixture service areas.
Policy U-35. Protect water resources to assure continued long-term, high quality
groundwater and surface water supplies.
Policy U-37. The intensity and type of development should be limited, in the Aquifer
Protection Area, to those types of development that do not create adverse impacts on the
aquifer.
Policy U-39. Water supply sources (i.e. wells, and Springbrook Springs) should be protected
from uses and activities which have been determined to be hazardous to these sources.
Analysis:
The Renton City Council has ranked aquifer protection as one of its highest priorities, and it is
considered to be the single most important issue in providing a reliable water supply to the service
area. In complying with Renton's Aquifer Protection Ordinance, Shell Oil Products US, the owner
of Texaco, has agreed to remove its petroleum refueling facility at the subject site. This action is
supported by the above Comprehensive Plan Utility Policies. Since existing landscaping is to be
retained and no new development is proposed on the site, at this time, no other issues seem
apparent.

removed from the premises. The quantities of these products will range from 1,000— 10,000

INTRODUCTION •
• This letter presents a Soil Sampling, Handling and Disposal Plan associated with demolition
of Texaco Service Station 63-232-1451 at 1408 Bronson Way North in Renton, Washington
• (referred to herein as "the site"). We understand that this plan is needed as part of an application
for a facility closure permit within the City of Renton Aquifer Protection Area. Groundwater is
not expected to be encountered during demolition activities based on the seasonal range of depth
to water being 18 to 23 feet below ground surface at the site. Additionally, there have been ten
consecutive semiannual groundwater sampling events where analytical results from groundwater
obtained from TX-1 (on-site monitoring well) for benzene, toluene, ethylbenzene, xylenes and
gasoline range hydrocarbons have been "non-detect." Based on the lack of dissolved-phase
hydrocarbons in groundwater over the last five years, and the fact that the soils underlying the site
are coarse grained (sand and gravel), we do not expect soils containing hydrocarbons to be
encountered during demolition. In addition, we understand that the underground storage tanks
• (USTs) and distribution pipes are contained within a subsurface liner. However, this plan has
been developed as a contingency in case hydrocarbons are detected in soil during site demolition
activities.
This Soil Sampling, Handling and Disposal Plan addresses the identification,
characterization, temporary on-site storage, transportation, and off-site disposal of potentially
contaminated soil that may be encountered during facility demolition and underground storage
tank removal activities. The site layout and surrounding properties are shown in Figure 1.
• Implementation of the plan is intended to comply with State of Washington Department of
Ecology(Ecology)requirements for underground storage tank removal site assessment.

BACKGROUND
The site is located at 1408 Bronson Way North in Renton, Washington. A City of Renton
drinking water supply well is located on city property south of the site across Bronson Way.
Shell Oil Products US (formerly Texaco) has been conducting semiannual groundwater sampling
in monitoring well TX-1 at the site and in TX-6 on the City property in compliance with the
City's aquifer protection program.
It is our understanding that dissolved hydrocarbons were detected in one of the city's
production wells,PW-3, during routine groundwater monitoring activities in 1987. Investigations
conducted at Texaco Service Station No. 63-232-1451 indicated that petroleum hydrocarbons
were detected in the soil and groundwater beneath the site. As a result, interim remedial activities
were implemented by installing two recovery wells and three soil venting wells at the site. An in-
situ soil ventilation system and a groundwater recovery system were operated at and
downgradient of the site in 1988. Compliance monitoring was conducted at the site until the fall
of 1989. Compliance monitoring was discontinued after receiving a "No Further Action" from
Ecology.
Texaco initiated a voluntary quarterly monitoring and sampling program at the site in
January 1993. Results from the September 1993 groundwater monitoring event indicated that
hydrocarbon concentrations in TX-1 were greater than Model Toxics Control Act (MTCA)
Method A cleanup levels. As a result, a groundwater recovery pump was installed at the site and
pumping began on November 6, 1993. Pumping continued until February 1994,when the system
was shut down after concentrations of benzene, ethylbenzene, toluene and xylenes (BETX) and
gasoline-range hydrocarbons were detected at concentrations less than MTCA Method A
groundwater cleanup levels. During several subsequent groundwater monitoring events
hydrocarbon concentrations were less than MTCA Method A cleanup levels in all of the
monitoring wells sampled, except for one event in October, 1994 (TX-1). GeoEngineers has
monitored groundwater conditions in monitoring wells TX-1 and TX-6 since 1996. Dissolved-
phase hydrocarbons have not been detected at concentrations greater than MTCA Method A
cleanup levels since the October 1994 monitoring event.
SOIL SAMPLING, HANDLING AND DISPOSAL PLAN
This plan is intended to provide guidance to Shell Oil Products US, and their contractors
regarding(1)recognition, (2)characterization, (3) handling, and(4) disposal of contaminated soil
that may be encountered during facility demolition and underground storage tank removal
activities (referred to herein as "the activities") on site. Persons conducting the activities are
referred to herein as"Personnel"and may include contractors,consultants, and utility workers.
SOIL SAMPLING
Soil samples will be obtained during underground storage tank (UST) removal in general
accordance with Ecology's Guidance for Site Checks and Site Assessments for Underground
Storage Tanks and Guidance for Remediation of Releases from Underground Storage Tanks.

Sample location and sample frequency will be as follows for demolition activities and,UST and
associated UST piping removal:
• Soil samples will be collected where field instruments indicate contamination is most likely
to be present.
• If no obvious contamination is discovered, a minimum of six soil samples will be obtained
from the excavation. One sample will be obtained from beneath each of the four tanks and
the remaining two samples obtained from the sidewalls of the excavation.
• At least one soil sample will be obtained from each dispenser island at a depth of at least
two feet below where the piping enters the island. In addition, one soil sample will be
obtained from around the piping system for every fifty feet of piping. Soil samples around
the piping will be obtained adjacent to joints and elbows and.will be spaced to provide a
relatively consistent spacing between samples, unless field screening evidence indicates
contamination is more likely to be present at a different location.
• One discrete sample will be obtained for every 25 cubic yards of stockpiled excavated
material intended to be reused on site.
• Soil samples will be obtained from other areas after demolition if field screening evidence
indicates the potential presence of petroleum contamination.
NOTIFICATIONS AND REPORTING
1. Shell Oil Products US will contract GeoEngineers to be present on site to observe the UST
removal activities and to provide assistance in the recognition, segregation and testing of
potentially contaminated soil.
2. The City of Renton and Ecology will be notified by GeoEngineers within 24 hours in the
event that confirmed contaminated soil is encountered.
3. MTCA requires that a remedial action be conducted to cleanup or reduce the risks associated
with releases of hazardous substances. The cleanup can be conducted as an independent
remedial action with little, if any, Ecology oversight, but the results of the cleanup action
must be documented with Ecology. If the owner/operator plans to seek cost recovery from a
former owner/operator of the site under MTCA they must be sure that their cleanup is "the
substantial equivalent of a department-conducted or department supervised remedial action"
[Washington Administrative Code(WAC) 173-340-550]. Remedial action, if necessary,will
be conducted as an independent cleanup under MTCA. We anticipate that the reporting of
contaminated soil beneath this site and soil remediation activities, if necessary, can be
completed successfully within the 90-day time frame. Therefore, the written remedial action
report will serve both to notify Ecology of'the presence of contamination and the completed
soil cleanup.

RECOGNITION OF POTENTIALLY CONTAMINATED SOIL
Excavated soil may contain residual concentrations of petroleum exhibiting one or more of
the following characteristics: (1) staining, (2)chemical odors, (3)a sheen when placed in contact
with water, and/or (4) instrumentation response to volatile organic compounds. The absence of
these characteristics does not necessarily imply that the soil does not contain contaminants.
Chemical testing is required for soil removed from the site for confirmation of the presence or
absence of hydrocarbons as described below.
HANDLING OF POTENTIALLY CONTAMINATED SOIL
1. GeoEngineers will field screen soil encountered during demolition and excavation activities
using visual, sheen and headspace vapor methods (using a photoionization detector) to
evaluate the potential presence of contamination(Attachment A).
12. If physical or field screening evidence of soil contamination is encountered at the site, all
subsequent excavation activities in the area will be performed by personnel in accordance
with a site safety plan that meets OSHA and Washington Department of Labor and Industries
standards. This plan may require the Personnel to have appropriate OSHA training to
perform the work. The demolition contractor should prepare a site safety plan prior to
beginning site excavation activities. They also should have trained Personnel available for
use in continuing site excavation in the event that contamination is encountered.
3. Excavated soil with physical or field screening evidence of contamination will be secured on
site pending chemical analysis. Options to secure the soil include placing it(1) in a stockpile
lined and covered by durable plastic sheeting and bermed to control runoff, or(2) in labeled
' drums, roll-off containers, or other covered containers. Access to the stockpiled soil will be
restricted by a properly labeled fence or other barrier.
4! Excavated soil with physical or field screening evidence of hydrocarbon contamination will
be sampled by a qualified environmental professional and submitted for chemical analysis of
benzene, ethylbenzene, toluene, and xylenes (BETX), and gasoline-range petroleum
hydrocarbons prior to its reuse or transport off site. Soil sampling and testing procedures will
be consistent with Ecology guidance.
DISPOSAL OF CONTAMINATED SOIL
Chemical analytical results characterizing excavated soil with residual BETX and gasoline-
{ range hydrocarbons will be used to obtain permission for off-site disposal of the soil at a
permitted landfill or recycling facility. The contaminated soil can be transported off-site to the
selected disposal facility after approval is granted by the facility.
Off-site disposal facilities available in this area at this time are listed below:
• TPS Technologies located in Tacoma,Washington. .
• Rabanco's Regional Landfill located in Klickitat County, Washington (a transfer station for
this landfill is located in Seattle,Washington).

• Waste Management Alaska Street Reload and Recycle facility in Seattle, Washington where
it could be shipped via rail to Waste management's Columbia Ridge Landfill in Arlington,
Oregon.
REUSE OF EXCAVATED SOIL ON-SITE
If chemical analysis of soil samples obtained from an excavated soil stockpile indicates that
analyte concentrations are less than MTCA Method A cleanup levels,the soil in the stockpile can
be reused on site, assuming that the physical characteristics of the soil are suitable for adequate
compaction to be achieved. Soil imported to the site for backfill will also be free of
contamination and suitable for compaction. The backfilled soil will be compacted using on-site
construction equipment.
EXISTING MONITORING WELLS
Upon receipt of a "No Further Action" letter from Ecology for the site, existing monitoring
wells located on site and across the street from the site will either be decommissioned in
accordance to Washington State guidelines or be offered to the City of Renton.

FIELD PROCEDURES
SOIL SAMPLE FIELD SCREENING
Soil samples will be screened in the field for evidence of petroleum-related contamination
using(1)visual examination, and(2) sheen screening.
Visual screening consists of inspecting the soil for stains indicative of petroleum-related
contamination. Visual screening is generally more effective when contamination is related to
heavy petroleum hydrocarbons, such as motor oil or hydraulic oil, or when hydrocarbon
concentrations are high. Sheen screening and headspace vapor screening are more sensitive
methods that have been effective in identifying soil that may not exceed regulatory cleanup
guidelines.
Sheen screening involves placing soil in a pan of water and observing the water surface.for
,signs of sheen. Sheen classifications are as follows:
No Sheen(NS) No visible sheen on water surface.
Slight Sheen(SS) Light, colorless, dull sheen; spread is irregular, not rapid; sheen
dissipates rapidly.
Moderate Sheen(MS) Light to heavy sheen, may have some color/iridescence; spread is
irregular to flowing; few remaining areas of no sheen on water
surface.
Heavy Sheen(HS) Heavy sheen with color/iridescence; spread is rapid; entire water
surface may be covered with sheen.
Field screening results are site-specific and vary with soil type, soil moisture content,
temperature and type of contaminant.

Existing Zoning Designation: Site=CA,Arterial Commercial Properties bordering on the north
are transitional Commercial to Residential Meadow Avenue North and Factory Avenue North
abut the site on the west and east respectively.
Current use of the site is a retail convenience store and refueling facility. Site is completely
• developed,including but not limited to, sidewalk, curb, gutter, landscape, asphalt and concrete
paving,water, sewer, etc. The existing store is 1,396 square feet and the existing canopy over the
refueling islands is 2,280 square feet.
No special site features exist, site is immediately north of Aquifer Zone 1.
Existing_site is completely paved, save those areas that are landscaped with ivy ground cover,
shrubs and oak trees. Existing catch basins are in place and connect to the city storm system.
Existing site improvements shall remain in place and as is,with the exception of the refueling
facility,which shall be completely removed,i.e. underground storage tanks,petroleum product
lines, and tank vent lines. Structures shall remain.
- Two drives on Meadow Avenue North,two drives on Bronson Way North and one drive on
Factory Avenue North currently access the existing site.
No proposed off-site improvements are proposed. Existing improvements shall remain.
Estimated construction costs;$20,000. Fair market value,not applicable,facility is existing.
The existing storage tanks are currently resting in pea gravel, anchored with concrete,with a
specialty liner wrapped around the outside against the existing soils. The tanks,pea gravel,
product lines,vent lines and liner shall all be removed. It is estimated that 600 cubic yards of
material shall be removed and replaced with 918 cubic yards of structural grade fill. All work is
below grade.
No vegetation shall be removed as a result of this construction.
This type of construction does not require the use of a job shack for the construction crew.

EXISTING SITE IS 22,410 SQUARE FEET AND FULLY DEVELOPED WITH LANDSCAPE,
SIDEWALK, CURB, GUTTER, .ASPHALT/CONCRETE AND TWO STRUCTURES. IT IS
PROPOSED TO DECOMMISSION THE SITE AND PLACE SAME ON THE MARKET FOR
SALE.

CONSTRUCTION MITIGATION:
Proposed construction dates: Work to start within 5 days of approval and take 15 days to
completion.
Hours and days of operation: 7 AM-3:30 PM Monday through Friday
Proposed hauling/transportation routes: 405 Nor S to Hwy 169-exit-west to site. Leaving the
site on 900 to left on 167 to 405 or 167 south.
Measures to be implemented to minimize dust,traffic and transportation impacts, erosion,mud,
noise, and other noxious characteristics: If required, water will be used to wet down loads and
area to minimize dust, when needed the use of a street sweeper could be daily or every 2 days,
depending on the need As required flag persons will be used when transport trucks are pulling
on and off the lot during loading at the peak traffic times.
The air quality will be measured as excavation is done by GeoEngineers.
