The City has elected to establish a non-judicial hearing and determination system to enforce Renton Municipal Codes (RMC)civil code
violations. Therefore a code violation penalty, consistent with RMC 1-3-2.P is imposed, not including any costs, fees or assessments.
You may respond in the following manner:
� I deny creating, permitting to exist, maintaining or failing to eliminate the violation(s)and I am requesting a hearing to contest this
Finding of Violation.Appeal requests must be received by the Renton City Clerk's office within 10 days of the date of this Finding of
Violation. Please send me a hearing date. i promise to appear on that date. The administrator must prove by a preponderance of the
evidence that i committed the violation. I understand that under RMC 1-3-2.G that the administrator shall decide whether the
opportunity to be heard will be only in writing or in person, or both. The city is not required to cal►witnesses to testify at the hearing.
Pursuant to RMC 1-3-2.K, failure to attend the scheduled hearing makes the Finding of Violation final, and I may be subject to
additional costs if I fail to withdraw or resolve my appeal prior to the hearing date. I also understand that the city has not waived any
rights or remedies under the law.

Dear Ms. Locher,
I received a notice of attempted certified letter delivery on May 15, 2017. I picked up the "Finding of
Violation" on MAY 16, 2017. in addition to the Cardiac problems I've been saddled with, I had brain
surgery performed in January of 2017. Both of these conditions have prevented me from adequately
addressing the Blackberry issues to date. I'm still undergoing treatment and monitoring of these
conditions by the neurosurgery and cardiology departments at Harborview.
Update on my personal health situation:
Tomorrow, I will have a follow-up with an MRI and a neurosurgical review with respect to the success
of the procedure "left parietal craniotomy and resection of cavernoma". I am expecting that I will not
have any residual restrictions with respect to the continued existence of the cavernoma.
On May 22nd, I will be undergoing a review of my overall cardio health by my cardiologist. The
cardiologist in the past has directed me to keep my pulse rate no more than 30 beats per minute above

my resting pulse. I have an enlarged heart with weakened muscle tissue as a residual manifestation of
my being in chronic a-fib situation for slightly over 6 months. In April I wore a device that performed
month long 24 hour EKG monitoring. I'm hoping that my medications will be reduced and that I will be
allowed to perform more arduous physical activity that will permit me to address the blackberry issue.
In response to Violation 1:
There are many properties throughout city of Renton that have much bigger Blackberry infestations
than mine. I have noticed there are many Blackberry patches that are much larger than mine
throughout the city of Renton and that there is little or no ongoing reduction of those blackberries. I
have over the years periodically made the effort to remove fully or reduce the presence of blackberries
an my property. They keep caming back despi�:e physical removal or by treating with Round-up.
In response to Violation 2:
The White Chevrolet Pickup is neither a junk vehicle or vehicle hulk. Yes the vehicle is 10 years old and
hasn't been licensed since 2013. It only has 18,000 miles on it and I keep the battery fully charged with
a trickle charger and I routinely start the vehicle on monthly basis and move it back in forth in my drive
way under power to keep the seals from drying out. I have chosen not to register and insure my
vehicle at this time, because I cannot afford to operate it at the present time. I believe my fully
operational truck is lawfully stored on my property and to be less of a nuisance than vehicles parked on
a public or private street (which I happen to live on).
In response to Violation 3:
My boat and trailer is not junk. I have chosen not to operate it for the same reasons that I haven't
registered or insured my truck. My finances currently do not support the luxury of operating the boat
at the present time. I believe the boat and trailer to be operational and lawfully stored on my property
and that it is less of a public nuisance than those parked or stored on a public or private street (which I
happen to live on).
The camper is non-serviceable and I will make an effort to have a salvage company pick it up and
salvage useful items and recyclable materials from it.

Dear Ms. Locher,
Some how I had missed both your e-mail replies dated 6-27 and 7-7. I apologize for not having
responded to them in a timely fashion. I provided you with an update on 8-18 upon retrieving my
accumulated mail from my mailbox. I do appreciate you're having provided me with the additional
time to accommodate my current health situation.
As of today, my grass is close to being in compliance though some of the flowering weeds are just
above 12 inches. I have only been able to superficially address the blackberries as I have been
suffering from minor chest pain following the exertion in attempting to cut them back. I intend to
spray them this fall as I will not be up to the task of removing them as long as my health situation is in
doubt.
I will be entering a monitored 3 month Cardio Rehab program at Valley Medical Center at the end of
this month upon Valley Med obtaining Medicare and United Healthcare approval for the cost of the
program. My rehab program will most likely be extended by a month to accommodate my
hospitalization for a planned brain surgical procedure near the end of October.

I left a message on your phone, Monday, May 16 to talk about the Warning of Violation letter sent to
me on May 02, 2016 but not picked up by me until Monday, May 16. To my knowledge, you have not
responded to my phone message.
I'm currently unable to address the violations by the May 17, date specified.
I'm currently suffering from severe cardio problems resulting from a pneumococcal infection
originating on Mar 2, 2016. Since that date, I have experienced progressive failing cardio function
resulting in shortness of breath following even the most mild physical activity. I hit new lows (resulting
in nausea, shortness of breath, and dizziness following the most mild physical activity) on Friday May,
13 prior to an initial consultation with a Cardiologist following several weeks of diagnostic testing.
nn Friday, Nla�, ?3 the cardiologist (Dr Ma►�wha) prescribed a diuretic to rid me of excess fiuid which
was causing my heart to beat very inefficiently. Since that time I have dropped about 15 Ibs
(presumably excess fluid retention) and I'm able to walk short distances on a flat surface without the
anxiety that I'm about to suffer a debilitating coronary episode. If my recovery continues to improve
(additional treatments will most likely be required) I can start tackling the overgrown vegetation
problems piece-meal providing I get clearance from my medical providers. I currently do not have the
funds to hire someone to get me into compliance quickly.
I have attached a copy of my medical records that are available online, in case you doubt the veracity
of my current physical condition and my inability to deal with the violation within the window that you
have provided me.
