SUMMARY OF REQUEST: The applicant proposes to construct a 285 square foot addition to the Lindbergh High School building to be used as support space for two (2) existing classrooms.
Proposed site work would include excavations for a concrete floor slab, footings, and footing drains. The addition’s exterior brick cladding and roof shingles match the existing building’s
finish. Improvements are located on the back of the building (northeast façade) and are generally not visible offsite.
PROJECT DESCRIPTION: The Lindbergh High School Site Improvements received Administrative Site Plan approval of the original project on April 27, 2011 (LUA11-012, SA-A; Exhibit 2). The
approval included parking lot and access improvements that have been constructed. The applicant now requests a minor modification to the approved site plan (Exhibit 3). The proposed
modification consists of a building addition that would add 285 square feet to the existing high school on an existing impervious area abutting the building. The addition would provide
support space for classroom equipment and mechanical/electrical improvements for the school’s culinary arts program. As shown on the floor plan and partial elevation (Exhibit 4), the
addition would essentially fill in a 9’ wide x 31’ long modulation on the back of the building. The addition’s exterior finish would match the building’s existing brick façade and asphalt
shingle roof composition. A 20 square foot window and metal door would also be provided on the addition’s façade. The addition is located where it would likely not be visible off-site
or from the building’s entry. The concrete floor slab, footings, and footing drains will require excavations on existing
impervious surfaces abutting the building. Total excavations are estimated at 30 cubic yards of cut and 20 cubic yards of fill.
The proposed modification would maintain the total site area, significant trees, landscaping, and parking area. Changes to the site plan include an increase of building lot coverage
of 285 square feet. The minor modification request would require the applicant to extend the existing fire sprinkler and fire alarm systems into the new addition and pay current Fire
Impact Fees per square foot of new addition (Exhibit 5) with the forthcoming building permit application.
The Renton School District issued an addendum to the Lindberg High School Site Improvements Mitigated Determination of Non-significance (MDNS) (Exhibit 6) to comply with the State Environmental
Policy Act. The addendum provides the additional scope of work for the modification request that is deemed minor by the Lead Agency. The addendum does not modify the mitigation measures
of initial MDNS.
The above site plan modification request would not involve more than a 10 percent increase in area or scale of the development or change the boundaries of the original approved plan
as the project would not extend beyond the original site boundaries of 1,624,800 square feet. The project would not have a greater impact on the environment and/or public facilities
than the original approved plan.
ANALYSIS OF REQUEST: RMC 4-9-200H.2 addresses the modifications to Site Plan.

DECISION: The proposal satisfies 3 of the 3 criteria listed in RMC 4-9-200H.2 for approval of modifications. Therefore, the Lindbergh High School Site Improvements modification of the
Site Plan, Project Number LUA17-000198, MOD, is approved.
