Good morning Andrew,
After reviewing the scope of work and design plans for the above referenced project, I do not have any Engineering
comments or concerns. My only Condition of Approval of the LUA is stated below:
Applicant must verify with the Building Department that this Redevelopment Project does not exceed $100,000
in valuation. IF the project exceeds $100,000 in valuation, then the project triggers Category 3 Targeted
Drainage Review, and must address all requirements of this review during the Building Permit submittal.
The Applicant assured me that the project cost would not exceed this amount, see attached email. I still think we should
include this condition in case of scope creep, to cover our bases.

Upon further review, we have determined that the project value provided on the land use application is significantly
higher than anticipated. After discussion with our project engineer, we have determined that the value of improvements
to be below the $100,000 threshold.

Construction of canopy: $30,000 (Based off ICC Building Valuation Data)
Landscaping improvements: $10,000
Site Improvements: $15,000
Total: $55,000
Please let me know if you need anything else to deem our site plan review submittal complete and route for review.

This site is a high-use site, based on the definition found in our Surface water design manual, and I believe the
improvements being proposed will exceed $100,000 in cost.
If you disagree with either of these assertions, please provide supporting documentation (valuation or trip study).

Thanks for completing a response letter to my pre-screen review comments. I am satisfied with your responses to all the
planning related items. Can you respond to the last item in the pre-screen comments? Namely, “Provide the remaining
items identified as required in the completed waiver form.” Thus far, it appears that Development Engineering has a
number of submittal items remaining from the land use application checklist, including but not limited to the following:
Drainage Control Plan, Drainage Report, Geotechnical Report, and Utilities Plan (Generalized).
I’m not sure if you’ve resolved any of these submittal items with Development Engineering (Jonathan C.) behind the
scenes or not (given he is out of the office for the next few days and I was out of the office last week).

Hi Clark,
We are working on addressing these comments. However, I’m still not understanding why a SEPA Environmental
Review is required for this scope of work. The Auto Sentry is under 4,000-square feet and does not change the uses on
the property. This would typically fall under the minor construction thresholds for a categorical exemption. I also do
not see any local amendments that includes consideration for existing improvements. This would be a project-action
SEPA and the project appears to meet all categorical exemption levels established by WAC 197-11-800 for minor new
construction. The proposal is also consistent with the local amendments for minor new construction. Please provide
clarification on the local amendment or WAC Section that the City Planning Department is leaning on to trigger this SEPA

SEPA Environmental Checklist:
Provide a more complete description of your proposal.
Include square footages for the self-serve wash and the auto service garage.
What kind and amounts of vegetation will be removed. Be more specific.
Sign and date.
Project Narrative:
The proposed project appears to include alterations to the on-site drive-through lane between the proposed
auto sentry and existing convenience store. How will this impact the on-site drive-through lane behind the
convenience store (now that there is no through traffic or turnaround ability)?
Commercial and other nonresidential construction activities shall be restricted to the hours between seven
o’clock (7:00) a.m. and eight o’clock (8:00) p.m., Monday through Friday. Work on Saturdays shall be restricted
to the hours between nine o’clock (9:00) a.m. and eight o’clock (8:00) p.m. No work shall be permitted on
Sundays.
Provide consistency in the project site area between the submittal documents.
The site includes site-to-site vehicle access ways between the parcels.
Don’t provide approximate setbacks. Include specific setback measurements for the auto sentry (include
setbacks to the nearest column and to the canopy line). Label these distances in the site plan.
Update development standards (setbacks) in the table to comply with current codes (RMC 4-2-120A).
Provide a response to the following minimum setback criteria (RMC 4-2-120C.16):
The minimum setback may be modified through the site plan review process if it can be demonstrated to the
Administrator’s satisfaction that the following criteria are met:
i. The perceived scale of the proposed structure that is created by the reduced setback is compatible with the abutting
structures and the surrounding neighborhood; and
ii. The required street frontage landscaping identified in RMC 4-4-070F1 is increased t o fifteen feet (15') along all public
street frontages with the exception of walkways, driveways, programmed pedestrian plazas, and the area of reduced
setback; and
iii. Enhanced landscaping, such as increased caliper size of trees, increased container size of shrubs, and/or increased
quantity or diversity of plantings, is provided within the public right-of-way on the street frontage abutting the reduced
setback; and
iv. The project includes a public art installation, subject to review and approval, with a minimum monetary value of
one percent (1%) of the assessed value of the proposed structure, or when the Administrator determines that it is
impractical to install public art on site, payment of a fee-in-lieu may be approved in an amount of money approximating
one percent (1%) of the assessed value of the proposed structure; and
v. The design of the proposed structure complies with all of the following requirements:
(a) Back of house facilities such as walk-in freezers, bathrooms, breakrooms, storage rooms, or other rooms that
do not contain windows, are not located along any building facade that fronts a public street; and
(b) Floor to ceiling transparent windows are provided for at least fifty percent (50%) of the ground floor building
facade that fronts a reduced setback; and
(c) The proposed structure includes design features such as step-backs of upper levels, changes in roof plane, and
changes in roof form/slope in a manner that serves to reduce the apparent bulk of the proposed structure; and
(d) Canopies or similar design features are provided along any building facade that fronts a public street, with
emphasis provided to the primary entry; and
(e) Structured parking is not located along any building facade that fronts a reduced setback.
Landscape Plan:
The provide landscape plan is the same as the provided civil site plan. Provide a detailed landscape plan.
Provide the remaining items identified as required in the completed waiver form.
