I was asked to respond to the following correction, that was not provided in formal city form. I had
preformed a tree inventory about a year ago.
I have reviewed the civil plans page C4 dated 12/8/15 and have the following comments.
1.Tree #1, tunnel/bore or air excavation with Arborist supervision.
2.Trees #2 and #11 are proposed to be removed. Please see my numbering below on

the survey.
3. Note on pruning trees #4-10 prior to demolition for clearance during construction.
These tree branches should be shortened for clearance and not limbed up.
4.The building pads are far enough away from trees 4-11 are sufficient. However these
building conditions could change at time of house construction. Those house building
plans will have to be reviewed individually. As long as construction is outside the below
listed driplines the trees should survive. If any of these driplines be encroached on
limits of disturbance will have to be determined by a TRAQ Qualified Arborist.
In my opinion following these listed items will make the trees likely to survive and thrive after
this phase of construction. It will also make it clear to the builder and contractors that these
trees need to be save and protected.
I was asked to produce an “Arborist Report” report before proposed development.

horse chestnut, , AEHI, this tree has a vertical crack on
the east face. It looks to have healed. But the species has brittle wood and is
prone to breakage. Pruning to reduce weight on this side could reduce risk.
Tree#2
Possible girdling at the base, and insect borer on a limited basis, 3 or 4 holes
found.
Trees #3-11 are all groove trees and may be susceptible to windthrow if any tree
were to be left alone. Trees 3-7 could be broken into one grove and 8-11 another.
This is because a tree between 7 and 8 was removed at least 10 years ago. This
allowed both trees 7 and 8 to grow some longer branches in the direction of the
removed tree and grow roots to resist this new wind loading.
Tree #3 was topped at 20' and may have some weak attachments that could be
cabled together.
Tree #4
Flat base of trunk on east side. Could be an indication of decay. This tree is also
suppressed by the other trees. Not a good candidate to be saved on its own.

Suppressed. Not a good candidate to be saved on its own.

Flat base at east west side of trunk. Could indicate decay or defect.

ivy base to 20' up, blocking visual inspection. Possible weak attachment in top of
crown. Ivy could be removed or cut at base. Top could be cabled.

Covenant
IN CONSIDERATION OF THE City of Renton (“City”) approval for: City of Renton
Short Plat Number LUA-14-001083-SHPL-A/LUA001284/LND-20-0609;
located at __16204 114th Ave SE____ relating to real property legally described as
follows:
The North half of Lot 6, Block 4, of Aker’s Farm No. 6, as per plat recorded in Volume 42 of
Plats, Page 15, Records of King County.
The undersigned Grantor(s) declares that the above-described property (“Property”) is
subject to an approved privately maintained stormwater drainage, detention, and/or
stormwater treatment system (the “Stormwater Facilities”), as well as approved Tree
Retention and Maintenance requirements (the “Tree Requirements”) and also covenants
and agrees as follows:
DUTIES OF GRANTOR(S):
1. Grantor(s) shall regularly inspect and maintain/repair the private Stormwater
Facilities and Trees on the Property in accordance with the standards specified in
the approved Civil Engineering Plans under City of Renton Nu mber U15006542
(the “Civil Plans”) on file with the City pursuant to City Codes as now collectively
enacted or hereafter amended, which are incorporated by this reference as if
fully set forth herein.
2. Grantor(s) shall inspect the Stormwater Facilities and Trees as often as
conditions require, but in any event at least once each year. Grantor(s) shall,
within four weeks after each inspection, maintain/repair the Stormwater Facilities
and/or Trees as required by City Code and in accordance with the Civil Plans.
3. Grantor(s) shall inspect each element of the Stormwater Facilities and Trees
whenever the City’s authorized staff member, in his/her sole discretion,
determines that unacceptable conditions exist within or adjoining to the
Stormwater Facilities and/or Tree Requirements. Similarly, the City’s authorized
staff member, in his/her sole discretion, may require the Grantor(s) to complete
the maintenance/repair of the Stormwater Facilities and Tree Requirements
within a shorter time period than allowed in Section 2, above.

4. Grantor(s), in effecting this maintenance/repair, shall restore the Stormwater
Facilities and Tree Requirements to an acceptable condition to comport with the
Civil Plans, City Code, or otherwise directed by the City’s authorized staff
member.
5. Grantor(s) is hereby required to obtain written approval from the City prior to
grading, filling, piping, cutting or removing vegetation (except for routine and
minor landscape maintenance) in open vegetated drainage facilities (such as
biofiltration swales, channels, ditches, ponds, etc.) or performing any alterations
or modifications to the Stormwater Facilities or Tree Requirements. In such
event, Grantor(s) shall obtain all necessary permits and provide all required
plans and reports as required by City Code and state and federal laws.
6. Grantor(s) is hereby required to keep the Stormwater Facilities free from all
debris, including preventing materials stored outside from leaking, spilling, or
being dumped in the stormwater system, or that may collect on top of, or in,
roof downspout infiltration systems, yard drains with overflow, or any dry well,
grated drain cover, catch basin or infiltration system, if any, located with in
privately owned lots that are part of the overall Stormwater Facilities located
within the development.
7. Grantor(s) shall assume all responsibility for the implementation and cost of any
maintenance and/or repairs to the Stormwater Facilities and Tree Requirements.
8. Upon recording of the Short Plat described herein, the owner of Lot 4, over which
the Stormwater Facilities are located, shall be deemed the “Designated Owner”
for purposes of coordination, maintenance, repair, and notice as each relates to
the covenant terms contained herein.
9. Each owner of a lot within the recorded Short Plat except the Designated Owner
shall be responsible for a pro-rata 1/4th share of the cost of any maintenance or
repair of the Stormwater Facilities. Each owner of a lot within the recorded Short
Plat is solely responsible for the cost of any maintenance or repair of the Tree
Requirements as they may be located on each owner’s respective lot.
10. Within 30 calendar days of the Designated Owner providing copies of the
invoice(s) for any maintenance and/or repair of the Stormwater Facilities as
described herein, the remaining lot owners shall submit their pro rata share
(1/4th) payment to the Designated Owner. The Designated Owner shall forward
all payments to the person(s) or entit(y)(ies) which provided the maintenance
and/or repair service.
11. If any lot owner fails to provide their pro rata share payment within 30 calendar
days, the Designated Owner may cause a lien to be recorded against that lot
owner's parcel in the amount of payment due plus any interest, late fees, and/or
costs incurred by the Designated Owner in recording the lien.

12. The Designated Owner should keep a record book of maintenance and/or repair
of the Stormwater Facilities as described herein, of payments made to those who
performed the maintenance and/or repair services, and of the pro rata payments
made by the lot owners.
13. Upon written agreement by a simple majority vote of the lot owners within the
Short Plat, the Designated Owner may be changed to the owner of any lot within
the Short Plat, provided that such owner accepts appointment as the Designated
Owner. Such written agreement and acceptance of appointment shall be
recorded in the records of King County, Washington. All lot owners (including
the current Designated Owner) shall be given the opportunity to vote, and if they
choose not to vote (by not appearing at the designated voting time or by not
returning a written ballot by the due date noted), a simple majority of those lot
owners who do choose to vote shall be sufficient to establish a new Designated
Owner.
RIGHTS OF THE CITY:
1. The City shall have ingress and egress rights to the Property for inspection and
monitoring of the Stormwater Facilities and Tree Requirements in order to
determine that performance, operational flows, and/or absence of defects in the
Stormwater Facilities and Tree Requirements, are in accordance with City Code.
2. If the City determines that, pursuant to the Civil Plans and City Code, the
Stormwater Facilities or Tree Requirements require maintenance and/or repair
work, the City shall deliver written notice to the Grantor specifically describing
the required maintenance and/or repair. The notice shall also set a reasonable
time in which Grantor must complete the described work. The notice shall also
state that the City or its authorized agent may perform the authorized
maintenance and/or repair if the Grantor(s) fails to complete the maintenance
and/or repair within the time allowed.
3. If the Grantor(s) does not complete the required maintenance and/or repair
within the time allowed as set forth in the City’s notice, the City or its authorized
agent will not commence the maintenance and/or repair work described in the
City’s notice until at least seven (7) calendar days after the expiration of the
time allotted to Grantor to make the maintenance and/or repair. However, if the
City determines, at its sole discretion, that an imminent danger exists, the City’s
obligation to provide written notice shall be deemed waived, and the City or its
authorized agent may immediately begin the required maintenance and/or repair
work.

4. If the City or its authorized agent performs the required maintenance and/or
repairs to the Stormwater Facilities or Tree Requirements, Grantor(s) shall
reimburse the City all its costs incurred in completing the maintenance and/or
repairs within thirty (30) calendar days of Grantor’s receipt of the City’s invoice
for that work, accompanied by supporting evidence of the costs being billed.
Overdue payments shall accrue interest at the rate of twelve percent (12%) per
annum.
Any notice or consent required to be given or otherwise provided for by the provisions
of this agreement shall be effective either upon personal delivery or three (3) calendar
days after mailing by Certified Mail, return receipt requested.
This Covenant is intended to protect the value and desirability of the property described
above, including the larger parcel(s), if any, benefited by the Stormwater Facilities.
Further, this Covenant shall be a covenant running with the land forever and be binding
upon the Grantor, its heirs, successors and assigns.

THE LIMELITE SHORT PLAT, FILE NO. LUA14-001083; SHPL-A;
IS APPROVED AND SUBJECT TO THE FOLLOWING CONDITIONS:
1. The applicant shall demolish and/or remove all existing structures proposed for removal prior to Final Short Plat recording.
A demolition permit shall be obtained and final inspection performed for those structures demolished.
2. The applicant shall provide detailed landscape plans for both on-site and off-site landscaping to the Current Planning
Project Manager at the time of construction permit review. The detailed landscape plans shall be reviewed and approved
prior to construction permit issuance.
3. The applicant shall provide a report prepared by a qualified arborist that evaluates and determines whether or not trees
identified to be retained can be retained throughout construction and not impact the health of the tree. If it is identified that
the trees for retention cannot be retained through construction, an updated tree retention plan and if necessary, tree
replacement plan, shall be provided for review and approval by the Current Planning Project Manager prior to construction
permit issuance.
4. The corner lot, Lot 3, be required to have 25 percent openings of windows and/or doors on the facades facing public
streets.
5. The approved access points for the residential lots shall be as shown on the preliminary short plat layout submitted by

CONDITIONS
1. The term mortgage, when used herein, shall include deed of trust, trust deed, or other security instrument.
2. If the proposed Insured has or acquired actual knowledge of any defect, lien, encumbrance, adverse claim or other matter affecting the estate or
interest or mortgage thereon covered by this Commitment other than those shown in Schedule B hereof, and shall fail to disclose such knowledge
to the Company in writing, the Company shall be relieved from liability for any loss or damage resulting from any act of reliance hereon to the
extent the Company is prejudiced by failure to so disclose such knowledge. If the proposed Insured shall disclose such knowledge to the
Company, or if the Company otherwise acquires actual knowledge of any such defect, lien, encumbrance, adverse claim or other matter, the
Company at its option may amend Schedule B of this Commitment accordingly, but such amendment shall not relieve the Company from liability

CONDITIONS
1. The term mortgage, when used herein, shall include deed of trust, trust deed, or other security instrument.
2. If the proposed Insured has or acquired actual knowledge of any defect, lien, encumbrance, adverse claim or other matter affecting the estate or
interest or mortgage thereon covered by this Commitment other than those shown in Schedule B hereof, and shall fail to disclose such knowledge
to the Company in writing, the Company shall be relieved from liability for any loss or damage resulting from any act of reliance hereon to the
extent the Company is prejudiced by failure to so disclose such knowledge. If the proposed Insured shall disclose such knowledge to the
Company, or if the Company otherwise acquires actual knowledge of any such defect, lien, encumbrance, adverse claim or other matter, the
Company at its option may amend Schedule B of this Commitment accordingly, but such amendment shall not relieve the Company from liability
previously incurred pursuant to paragraph 3 of these Conditions.
3. Liability of the Company under this Commitment shall be only to the named proposed Insured and such parties included under the definition of
Insured in the form of policy or policies committed for and only for actual loss incurred in reliance hereon in undertaking in good faith (a) to comply
with the requirements hereof, or (b) to eliminate exceptions shown in Schedule B, or (c) to acquire or create the estate or interest or mortgage
thereon covered by this Commitment. In no event shall such liability exceed the amount stated in Schedule A for the policy or policies committed
for and such liability is subject to the insuring provisions and Conditions and the Exclusions from Coverage of the form of policy or policies
committed for in favor of the proposed Insured which are hereby incorporated by reference and are made a part of this Commitment except as
expressly modified herein.
4. This Commitment is a contract to issue one or more title insurance policies and is not an abstract of title or a report of the condition of title. Any
action or actions or rights of action that the proposed Insured may have or may bring against the Company arising out of the status of the title to
the estate or interest or the status of the mortgage thereon covered by this Commitment must be based on and are subject to the provisions of this
Commitment.
5.The policy to be issued contains an arbitration clause. All arbitrable matters when the Amount of Insurance is $2,000,000 or less shall be

I was asked to respond to the following correction, that was not provided in formal city form. I had
preformed a tree inventory about a year ago.
I have reviewed the civil plans page C4 dated 12/8/15 and have the following comments.
1.Tree #1, tunnel/bore or air excavation with Arborist supervision.
2.Trees #2 and #11 are proposed to be removed. Please see my numbering below on

the survey.
3. Note on pruning trees #4-10 prior to demolition for clearance during construction.
These tree branches should be shortened for clearance and not limbed up.
4.The building pads are far enough away from trees 4-11 are sufficient. However these
building conditions could change at time of house construction. Those house building
plans will have to be reviewed individually. As long as construction is outside the below
listed driplines the trees should survive. If any of these driplines be encroached on
limits of disturbance will have to be determined by a TRAQ Qualified Arborist.
In my opinion following these listed items will make the trees likely to survive and thrive after
this phase of construction. It will also make it clear to the builder and contractors that these
trees need to be save and protected.
I was asked to produce an “Arborist Report” report before proposed development.

the east face. It looks to have healed. But the species has brittle wood and is
prone to breakage. Pruning to reduce weight on this side could reduce risk.
Tree#2
Possible girdling at the base, and insect borer on a limited basis, 3 or 4 holes
found.
Trees #3-11 are all groove trees and may be susceptible to windthrow if any tree
were to be left alone. Trees 3-7 could be broken into one grove and 8-11 another.
This is because a tree between 7 and 8 was removed at least 10 years ago. This
allowed both trees 7 and 8 to grow some longer branches in the direction of the
removed tree and grow roots to resist this new wind loading.
Tree #3 was topped at 20' and may have some weak attachments that could be
cabled together.
Tree #4
Flat base of trunk on east side. Could be an indication of decay. This tree is also
suppressed by the other trees. Not a good candidate to be saved on its own.

SHORT PLAT RECORDING

PURPOSE: To ensure the proposed land division is in accordance with City of Renton’s adopted
standards and consistent with the approved Short Plat. In addition, final review is used to verify
compliance with any required conditions.
APPLICATION SCREENING: Applicants are required to bring in a CD or USB portable (flash/hard) drive
(or other device or pathway as approved by your assigned project manager) with one PDF file of the
application package for informal review by staff, prior to scheduling an intake meeting. Please allow
approximately 45 minutes for application screening.
COMPLETE APPLICATION REQUIRED: In order to accept your application, each of the numbered items
must be submitted at the same time. If you have received a prior written waiver of a submittal item(s)
during a pre-application meeting, please provide the waiver form in lieu of any submittal item not
provided.
APPLICATION SUBMITTAL HOURS: Applications should be submitted to Development Services staff at
the 6th floor counter of Renton City Hall, 1055 South Grady Way, between 8:00 a.m. and 4:00 p.m.
Monday through Friday. Please call your assigned project manager to schedule an appointment or call
425-430-7294 to reach the Planning Division. Due to the screening time required, applications delivered
by messenger cannot be accepted.
All Plans and Attachments are subject to Electronic File Standards
APPLICATION MATERIALS:
1. Application Form for Land Use Permit: Application must have notarized signatures of ALL
current property owners listed on the Title Report. If the property owner is a corporation,
the authorized representative must attach proof of signing authority on behalf of the
corporation. The legal description of the property must be attached to the application form.
2. Arborist Report: Please provide an arborist report by a certified Arborist or a licensed
Landscape Architect that correlates with the Tree Retention/ Land Clearing Plan and
addresses the following:

Identification scheme used for each tree (e.g. tree number);
Species and size of each tree (caliper measured at 54 inches above grade);
Reason(s) for any tree removal (e.g. poor health, high risk of failure due to structure,
defects, unavoidable isolation (high blow down potential), unsuitability of species,
etc.) and for which no reasonable alternative action is possible (pruning, cabling,
etc.);
For trees proposed to be retained, a complete description of each tree' s health,
condition, and viability;
For trees proposed to be retained, a description of the method(s)used to determine
the limits of disturbance (e.g., critical root zone, root plate diameter, or a case- by-
case basis description for individual trees);
A description of the impact of necessary tree removal to the remaining trees,
including those in a grove or on abutting properties;
The suggested location and species of supplemental trees to be used when required.
The report shall include planting and maintenance specifications; and
An analysis of retained trees according to Priority of Tree Retention Requirements
specified in RMC 4-4-130H.1.b.
3. Calculations: Please provide complete field calculations and computations noted for the
plat and details (if any) of all distances, angles, and calculations together with information
on the error of closure. The error of closure on any traverse shall not exceed 1' in 10,000'.
4. Certificate of Incorporation of HOA: Please provide a State Washington, Secretary of State
Certificate of Incorporation for the plat’s Homeowner’s Association.
5. Composite Utility Plan
6. Confirmation of Compliance with all Conditions of Plat Approval: Please provide a
statement detailing how all conditions of plat approval have been addressed.
7. Copy of Environmental Report and Hearing Examiner Report
8. Deed of Right-of-Way Dedication: If any public right-of-way is required for your project,
please provide a draft deed of right-of-way dedication.
9. Density Worksheet
10. Draft Legal Documents: Please provide any proposed street dedications, restrictive
covenants, draft Homeowners Association, or any other legal documents pertaining to the
development and use of the property.
11. Existing Easements: (Recorded Copy)
12. Irrigation Sprinkler Plan: Please provide an Irrigation Plan meeting the requirements of

14. Language Required for Short Plats:
I. Private Utility and Access Easements: Short Plats with parcels requiring access via a
private easement shall show the locations and widths of these proposed utility and
access easements. The following two notes shall be included upon the face of the
Short Plat:
Declaration of Covenant: The owner of land embraced within this Short Plat,
in return for the benefits to accrue from this subdivision, by signing hereon
covenants and agrees to convey the beneficial interest in the new easements
shown on this Short Plat to any and all future purchasers of the lots, or of any
subdivision thereof. The covenant shall run with the land as shown on this
Short Plat.
Private Access and Utilities Maintenance Agreement: New private exclusive
easement for ingress and egress is to be created upon the sale of lots shown on
this Short Plat. The owners of lots ______ shall have an equal and undivided
interest in the ownership and responsibility for maintenance of the private
access easement appurtenances. These appurtenances and maintenance
responsibilities include the repair and maintenance of the private access road,
drainage pipes, and storm water quality and/or detention facilities within this
easement, private signage, and other infrastructure not owned by the City of
Renton or other utility providers. Maintenance costs shall be shared equally.
Parking on the paving in the access easement is prohibited, unless pavement
width is greater than 20 feet. (NOTE: If only one lot is subject to the
agreement, contact the Public Works Department at 425-430-7235 for
special language.)
II. Aquifer Protection Notice (if applicable): For Short Plats within either of the Aquifer
Protection Zones, the following notice must be included upon the face of the Short
Plat:
The lots created herein fall within Zone (1 or 2) of Renton’s Aquifer Protection
Area and are subject to the requirements of the City of Renton Ordinance
#4367. This City's sole source of drinking water is supplied from a shallow
aquifer under the City surface. There is no natural barrier between the water
table and ground surface. Extreme care should be exercised when handling of
any liquid substance, other than water, to protect from contact with the
ground surface. It is the homeowners' responsibility to protect the City's
drinking water.

16. Monument Cards: When a monument(s) is installed as part of the project, please provide a
form obtained from the City Technical Services Division and filled out by a surveyor
providing information regarding a single monument, including the Section, Township and
Range, method of location, type of mark found or set, manner of re-establishment of the
single monument (if applicable), description, and a drawing showing the location of a single
monument and indicating a reference point to that monument.
17. Plat Certificate or Title Report: Please provide a current Plat Certificate or Title Report
obtained from a title company documenting ownership and listing all encumbrances of t he
involved parcel(s). The Title Report should include all parcels being developed, but no
parcels that are not part of the development. If the Plat Certificate or Title Report
references any recorded documents (i.e. easements, dedications, covenants), the
referenced recorded document(s) must also be provided. All easements referenced in the
Plat Certificate must be located, identified by type and recording number, and dimensioned
on the Site Plan.
18. Post Office Approval: Please provide Post Office confirmation that they approved your
mailbox location(s). Contact Bill Sansaver of the Post Office at (425) 255-6389 or 1-800-275-
8777.
19. Proof of Improvement Deferral or Installation: Please provide the Improvement Deferral
Form located in the Customer Service Center on the 6th Floor of Renton City Hall. Any
deferrals of improvements must be approved by the Department of Community and
Economic Development Planning Division Director prior to the recording of the Short Plat.
20. Public Works Approval
21. Plat Plan for Short Plat Recording: Please provide a fully-dimensioned plan prepared by a
State of Washington registered professional land surveyor, drawn at a scale of 1” = 40’ on
an 18” x 24” plan sheet (or other size or scale approved by the Planning Division) and
including the following information:
Name of the proposed plat;
Vicinity Map (cover) Note all “Private” and “Public” Easements. In the upper right
hand corner include the City land use file number (e.g. LUA02-037) and below in
smaller font, the city LND number provided by the Property Services section (e.g.
LND_____________);
Name and address of the licensed land surveyor/engineer;
Legal description of the property to be subdivided;
Date, graphic scale, and north arrow oriented to the top of the paper/plan sheet ;
Location and dimensions of all property lines including the square footages of each
lot;
Location of the subject site with respect to the nearest street intersecti ons
(including driveways and/or intersections opposite the subject property), alleys and
other rights of way;
Names, locations, types, widths and other dimensions of existing and proposed

streets alleys, easements, parks, open spaces and reservations (City code requires
that private access easements be created via easement across a separate tract
access);
Data sufficient to readily determine and reproduce on the ground the location,
bearing, and length of every street, easement line, lot line, and boundary line on
site. Dimensions shall be to the nearest one-hundredth (1/100) of a foot, angle,
bearing, degree, minute and second. All measurements and bearings shall be
mathematically correct;
Coordinates shall be included per City of Renton surveying standards for permanent
control monuments;
Location and dimensions of all easements referenced in the plat certificate with the
recording number and type of easement (e.g. access, sewer, etc.) indicated ;
Location and dimensions of any existing structures to remain within or abutting the
plat;
Location of critical areas and any required buffer on or adjacent to the site identified
by type (e.g. floodplain, Category 1 Wetland, Class 3 Stream);
Provide Table for FCBMPs; and
Total Right-of-way Dedication.
Signature Lines:
Certification by a licensed land surveyor that a survey has been made and that
monuments and stakes will be set;
Only if the plat will not be served by sewer: Certification by the King County;
Department of Health that the proposed septic system(s) is acceptable to serve the
plat;
Certification of City approval to be signed by the Public Works Administrator ;
Certification of approval to be signed by King County Assessor and the Deputy King
County Assessor; and
Signatures of all property owners showing on the title report (signatures must be
notarized with an ink stamp—not embossed).
22. Stream and Lake Mitigation Plan: (Only for projects with streams/lakes). Please provide a
plan meeting the requirements of RMC 4-8-120D.
23. Tree Retention/Land Clearing (Tree Inventory) Plan: Please provide a fully dimensioned
plan drawn by a certified arborist or a licensed landscape architect if ANY trees or
vegetation are to be removed or altered. The plan shall be based on finished grade, drawn
at the same scale as the project site plan with the northern property line at the top of the
paper, and clearly show the following:
All property boundaries and adjacent streets, location and dimensions of rights - of-
way, utility lines, fire hydrants, street lighting, and easements;
Location of all areas proposed to be cleared;
Location, species, and sizes of trees on or immediately abutting the site. This
requirement applies only to trees with a caliper of at least six inches (6"), or an alder
or cottonwood tree with a caliper of at least eight inches (8"), when measured at

fifty-four inches (54") above grade;
Clearly identify trees to be retained and to be removed;
Future building sites and drip lines of any trees which will overhang/ ove rlap a
construction line. Where the drip line of a tree overlaps an area where construction
activities will occur, this shall be indicated on the plan; and
Show critical areas and buffers.
24. Waiver Form
25. Wetland Mitigation Plan: (Only for projects with wetlands). Please provide a Final
Mitigation Plan meeting the requirements of RMC 4-8-120D.

REVIEW PROCESS: Once the Final Short Plat application is submitted to the Planning Division, the
materials will be routed to those City departments having an interest in the application. Reviewers have
approximately two weeks to return their comments to the Planning Division. All comments and any
requests for revisions will be sent to the applicant. Once all comments have been addressed, the
applicant re-submits the revised plans and/or documents for review. The time frame for Final Plat
processing is largely dependent upon application completeness and prompt turnaround time of
revisions.
As part of the review process, the Planning Division will ensure improvements have been installed and
approved and that all conditions of the short plat approval have been met. Once the applicant has
demonstrated these items have been addressed through either a confirmation of improvement
installation approval or letter of deferral, the City will send a written request for the final mylar, courier
fees and any associated legal documents. Once all of the City’s required approval signatures have been
obtained, the City will transmit the mylar via courier to King County for recording.
The entire recording process takes approximately eight weeks to complete. However, the time frame for
getting a short plat recorded is largely dependent upon:
The Environmental Review Committee will either issue a:
Application completeness
Prompt turnaround time for revisions
Whether all improvements have been installed and approved
All conditions of the short plat approval have been met
Note: Lots cannot legally be sold until the Short Plat has received its recording number.
DEFERRAL OF IMPROVEMENTS: The Final Short Plat may not be recorded until all improvements have
been completed and approved by the Planning Division or a letter of deferral has been obtained. The

applicant may request a letter of deferral from the Board of Public Works and post security for any
improvements that have not been completed.
If a developer wishes to defer certain on-site improvements for more than 90 days after obtaining Final
Short Plat approval, then a written application shall be made to the Board of Public Works. Should the
Board of Public Works so rule, then full and complete engineering drawings shall be submitted as a
condition to the granting of any deferral. Upon approval for such deferment, the applicant shall
thereupon furnish security to the City in the amount equal to 150% of the estimated cost of the
installation and required improvements.
TIME LIMITS: Such security shall list the exact work that shall be performed by the applicant and shall
specify that all the deferred improvements shall be completed within t he time specified by the Board of
Public Works, and if no time is specified, then no later than one year.
DEDICATION OF RIGHT OF WAY: If right-of-way dedication is required for the Short Plat, separate
application for City approval is required. The associated deed of right-of-way dedication must be approved
prior to recording of the Short Plat. This process may take six weeks, so early application is encouraged.
