Hello Mayor Pavone, Council members, and Planning Commission members,
I want to follow up with some additional information based on public comments made at
the Planning Commission meeting on 12/15/21.
Attached you will find my public comments from 11/4/21. Included are examples of
Washington municipalities that have passed humane ordinances, with an existing pet
store, as well as 3 other municipalities in Florida & New York. While they are not in WA,
this just shows that these ordinances are upheld across the country. Olympia's
ordinance is by far, one of the strongest and most closely follows the 'model ordinance'
that we always suggest cities use, as it is very clear that pet stores may not sell cats
and dogs. Olympia passed their ordinance quickly after Puppyworld opened up but
Kitsap County passed their ordinance after Farmland had been selling puppies for over
40 years. The length of time the store has been open does not challenge the legality of
these ordinances.
The subject of racial equity was also brought up at the meeting on 12/15/21. Our
organization works with a very well respected organization called CARE.
In order to better understand the racial equity issues within animal welfare, we sat down
with CARE's CEO, James Evans. I wanted to share this meeting with you all to give
another perspective on this issue. You can view that here.
Lastly, I wanted to share the latest information regarding JAKS Puppies, Puppyland's
only supplier. They are involved in another lawsuit due to their national puppy
laundering scheme. This is why it is so important that this ordinance is very clear on the
requirements and does not allow sales of any kind.
