Chair Matson and Commissioners,
Thank you for taking the time to listen to what I have to say today regarding the proposed regulations.
We have submitted testimony from our breeders, 100+ customers, veterinarians familiar with our
industry, a virologist, and other professionals from our industry.
Pet stores are often demonized and lumped into being bad actors by nonprofit agencies and rescues.
They seek to monopolize the industry so they can import puppies themselves and turn a profit.
Without pet stores they have little to no competition, so they use emotional propaganda and spin
webs of incorrect information to sway politicians towards their opinion. They may tell you that America
has a pet overpopulation problem, and our shelters are full. This couldn't be further from the truth.

import dogs to fill the void.

The number of dogs a breeder has does not dictate the health or welfare of those dogs. It is not a
simple task to have many dogs and pass inspections with flying colors! Professional breeders either
work with their dogs full time OR have full time staff tending to the dogs in their kennel. They must
have a close relationship with a vet as they may need them anytime day or night. Some breeders with
50 dogs or less are likely working part-time or full-time jobs in addition to breeding. This means they
aren’t in their kennel day in and day out like other breeders are, and their dogs are not a priority.
If consumers cannot find their pets in a reputable pet store then craigslist, online scams, and meeting
strange people in a parking lot to get puppy are very real scenarios that will be taking place in your
state. Your residents will not be protected by these predators! Many cities that have previously
passed ordinances like this quickly regretted their decision for this very same reason.
Puppyland provide a safe space for customers to purchase a healthy happy puppy. We provide
health guarantees, health certificates, and breeder info to customers. If consumers cannot find their
pets in a reputable pet store then craigslist, online scams, and meeting strange people in a parking lot
to get puppy are very real scenarios that will be taking place in your city. Your residents will not be
protected by these predators!
Please do not move forward with your proposed regulations. Puppyland is already regulated heavily
by the health department and animal control. Most changes that you’re asking for are already
regulations we are held to. Overall these changes will create more work for the city when the county
is already handling it. It’s unconstitutional to expect other states to follow Washington regulations, and

it’s over burdensome and unrealistic to your city staff to have to do work that’s already being done on
the county level.
