Please consider proposing this as an ordinance that does not allow for grandfathering in existing stores that sell these animals. Any reputable breeder would not sell their dog in a store. Reputable breeders care for their dogs and want to ensure they go to good homes. Reputable breeders are not in it to make a profit, they are in it for the love of the breed and want to ensure that their dogs are both mentally and physically healthy. Not only would this stop the puppy mill to pet store pipeline in our city, but it would protect my neighbors from potentially buying sick puppies and getting locked into predatory loans with high interest rates.
