Assignment
Stan Haralson requested four right-of-way tree appraisals in the City of Renton. This report conveys the
appraisal of these four trees. This appraisal was written and submitted by Tom Early, ISA Certified
Arborist with a Tree Risk Assessment Qualification (PN-5622A). The site visit was conducted on
November 24, 2021 and the report date is the same as the effective date of appraisal valuation.
Appraisal
METHODOLOGY
The most recent Guide for Plant Appraisal is the 10th edition, printed June 2019; it is referenced for the
appraisals. The subject trees are larger than the largest commonly available transplantable tree, which is
3-inch caliper. The cost approach using extrapolated costs and the trunk f ormula technique was selected
to be the best representation of market value for the subject trees. My appraisal fee was not included as
an additional cost in the tree’s appraisal calculation.
A cost approach includes three elements, the basic tree cost, condition rating to calibrate for a tree’s
physical deterioration and limitations. The basic tree cost is comprised of the subject tree size, trunk area
and unit cost based on PNW ISA Chapter Species Classification Guide, printed in 2007. This publication
provides consistency in the application of the appraisal method.
The condition ratings address health, structure, and form as subcomponents. Each of the trees are rated
using six categories in the three subcomponents. The ratings six categories are excelle nt (81-100%),
good (61-80%), fair (41-60%), poor (21-40%), very poor (6-20%) and dead (0-5%).
SPECIFIC SALIENT DETAILS OF THE SUBJECT TREES
Tree #850 is pollarded at a maximum height of 20-feet above ground surface (AGS), with thirteen
branches. Its branch lengths are limited to 6-feet long. Trees #1151 and 1152 are height reduced to 40-
feet AGS for overhead powerline clearance. Tree 1153 has 40% of its leaders reduced to 40-feet AGS for
overhead powerline clearance. All these conditions are reflected in their health, structure, and form
ratings.
Limitations are the last element in the calculations for the appraisal. There are two types of limitations,
functional and external. Functional limitations address restrictions on tree growth or intended use in the
landscape based on the interaction of the site and species. Trees #1151, 1152 and 1153 are in a 15-foot-
wide planting strip; the sidewalk adjacent to all three trees is heaving due to their tree ro ots. Also, all the
trees are planted and have the genetic potential to grow into the overhead powerline clearance zone.
External limitations address restrictions on tree growth or intended use with respect to attributes outside
the control of the property owner, in this instance, the City of Renton. Trees #1151, 1152 and 1153 are
growing into the clearance zone of the PSE Transmission lines and must be pruned to maintain safety. All
the trees are growing in places where the clearance zone pruning regime may severely impact their ability
to reach the natural genetic size due to the utility easement.
After the basic cost, condition ratings, and limitations are multiplied the amount is rounded to reflect a
level of precision. In this appraisal all costs are rounded to the nearest hundred dollars; no other rounding
occurred in the appraisal.

Only one method of appraisal was used therefore I did not reconcile the appraisal. The appraisal
calculations are shown on the next page.
ASSUMPTIONS AND LIMITING CONDITIONS:
I. The information contained in this report covers only those trees that were examined and reflects
the condition of only the subject trees at the time of appraisal.
II. The utility line voltage at the time of appraisal was less than 200kV but the utility lines were in the
process of being upgraded to greater than 200kV.
III. The inspection for appraisal is limited to visual examination of the subject trees without
dissection, excavation, probing, climbing, or coring.
IV. No review of owner’s appraisals was completed.
V. The fee is no way contingent upon any specified value, a result or occurrence of a subsequent
event, or upon any finding to be reported.
