7. CONSENT AGENDA
The following items are distributed to Councilmembers in advance for study and review, and the
recommended actions will be accepted in a single motion. Any item may be removed for further

a. Approval of Council meeting minutes of May 12, 2003. Council concur.
b. City Clerk reports bid opening on 5/7/2003 for CAG-03-050, 2003 Slurry Seal project; one bid;
engineer's estimate $69,012; and submits staff recommendation to award the contract to the sole
bidder, Blackline, Inc., in the amount of $68,961.80. Council concur.
c. Community Services Department recommends approval of the proposed parking rates for the
Renton Municipal Downtown Parking Garage as follows: 0-2 hours - free; 2-4 hours - $2.00; 4-6
hours - $4.00; 6 or more hours - $6.00; and monthly parking - $45.00. Refer to Finance
Committee.
d. Economic Development, Neighborhoods and Strategic Planning Department reports that voters
approved the proposed Vuong Annexation (2.7 acres located east of Anacortes Ave. NE and
north of NE loth St.) at the April 22, 2003, special annexation election, and recommends that a
second public hearing be set on June 2, 2003, to consider the proposed R-8 zoning for the Vuong
Annexation and the ordinance annexing the subject site. Council concur.
8. CORRESPONDENCE
Letter from Gloria Bird, 8722 S. 121st St., Seattle, 98178, expressing concern regarding safety in the
downtown area, including the Renton Transit Center, Piazza Park, and new Downtown Parking
Garage. Refer to Public Safety Committee.

Mayor Jesse Tanner led the Pledge of Allegiance to the flag and called the
meeting of the Renton City Council to order.

PROCLAMATION A proclamation by Mayor Tanner was read declaring the days of May 16
American Legion Auxiliary through 25, 2003, to be "American Legion Auxiliary Poppy Sales Day" in the
Poppy Sales Day — May 16 to City of Renton, and encouraging Renton citizens to wear a poppy as a sign of
May 25, 2003 gratitude to the men and women of our country who have risked their lives in
defense of the freedom we continue to enjoy as Americans. MOVED BY
KEOLKER-WHEELER, SECONDED BY NELSON, COUNCIL CONCUR IN
THE PROCLAMATION AS READ. CARRIED.
SPECIAL PRESENTATION Marilyn Petersen, Puget Sound Access (PSA) Boardmember, detailed the
City Clerk: Puget Sound history of PSA, a non-profit organization created to bring communication tools
Access, South King County to South King County residents. Stating that PSA consists of six member cities
Public Access Studio (Kent, Auburn, Tukwila, Burien, SeaTac and Renton) and is guided by an
eleven -member Board of Directors, she explained that PSA is funded through a
charitable trust negotiated with AT&T to provide cable access services for
South King County.
Keri Stokstad, PSA Executive Director, stated that the media production
facility is located at 22412 72nd Ave. S. in Kent, and is easily accessible by car
and public transportation. The initial plans for the facility include two studios,
a master control center for playback operations, dedicated space for meetings
and workshops, camera packs available for check out, and digital edit bays for
post production. She explained that PSA will offer training workshops and
video production, and provide access to cable channel 77 within the city limits
of the member cities.
Continuing, Ms. Stokstad said that PSA will become a valuable resource for the
City of Renton, and will initially offer a public service announcement display
on the channel starting July 1. Eventually, PSA will produce additional
programs and cover events in partnership with Renton's government production
services. She concluded by saying that PSA is excited to find a facility that will
allow for community members to easily access its resources as well as
becoming a gathering space.
Responding to Councilman Clawson's inquiries, Ms. Stokstad stated that the
channel will start cablecasting on July 1, and should be fully operational and
accepting programming from community members in the fall. She explained

that residents of member cities interested in submitting programming for the
channel must attend a workshop and pay a $60 annual membership fee.
ADMINISTRATIVE Chief Administrative Officer Jay Covington reviewed a written administrative
REPORT report summarizing the City's recent progress towards goals and work
programs adopted as part of its business plan for 2003 and beyond. Items noted
included:
• The Rose Turner Guild, a social service club in Renton, recently donated
$250 to the City of Renton Scholarship Fund, which offers Renton
residents of all ages an opportunity to participate in City -sponsored
programs. During the first two hours of the opening day of summer activity
registration at the Community Center, 17 scholarships were awarded for a
total of $1,023. The demand for scholarships has now exceeded available
funds and a waiting list has been established.
• Registration is now open for the 2003 City of Renton Day Camps, designed
for children aged 4 to 14. Most camps run from June 23 through August 15
with varied hours.
• On May 16, the City of Tukwila opened the new S. 180th St. under crossing
to traffic.
Human Services: Scholarship In regards to the administrative report item regarding the Rose Turner Guild
Program donation to Renton's scholarship fund, Councilwoman Nelson announced that
the Soroptimists donated $200 to the program today, and she encouraged other
service clubs to donate money to the scholarship program.
AUDIENCE COMMENT Sandel DeMastus, Highlands Community Association (HCA) President, 1137
Citizen Comment: DeMastus - Harrington Ave. NE, Renton, 98056, announced that City of Renton Economic
Highlands Community Development Administrator Alex Pietsch and representatives from The Boeing
Association, Neighborhood Company will speak at the next HCA meeting on May 22. In addition, she
Entrance Sign reported that the Highlands neighborhood entry sign .on NE 4th St. has been
completed.
Citizen Comment: Darst - Pat Darst, 2601 Edmonds Ave. NE, Renton, 98056, thanked the City for the
Veterans Memorial Park, Tile Veterans Memorial Park. However, Mr. Darst expressed his concern regarding
Placement on Memorial the engraved tiles being affixed to the memorial, saying that family members
names that appear on many tiles are not being grouped together. He added that
he hopes that the memorial will be completed in time for its dedication on May
26.
Mayor Tanner commented that that the City does not intend to disassociate
family members name groupings on the memorial and will investigate the
matter. Mayor Tanner noted that the engraved tiles are being placed on the
memorial so that they can be seen from the street.
Citizen Comment: Gathmann - Richard Gathmann, 3621 SE 5th Pl., Renton, 98058, complained of a dog in his
Vicious Dog neighborhood that has bitten numerous children and tried to attack him last
Friday. He stated that this is an ongoing problem and he would like the
problem addressed. Mayor Tanner stated that an animal control officer will
investigate the matter.

City install ozone water filters in the pools at the Henry Moses Aquatic Center
instead of using chlorine. She reported that the matter was referred to the

OLD BUSINESS Finance Committee Chair Parker presented a report recommending approval of
Finance Committee Claim Vouchers 214977 - 215500 and two wire transfers totaling
Finance: Vouchers $3,095,251.20; and approval of Payroll Vouchers 44211 - 44454, one wire
transfer and 578 direct deposits totaling $1,788,557.23. MOVED BY

Transportation (Aviation) Transportation (Aviation) Committee Chair Persson presented a report

Community Services Community Services Committee Chair Nelson presented a report regarding the
Committee posting of service club signs. The Committee requested a briefing regarding
Community Services: Service the Renton Highlands Lion's Club proposal to erect service club signs in the
Club Signs Posting Policy public right-of-way near the City limits. The signs would include logos for four
service clubs: Lion's, Kiwanis, Rotary, and Soroptimists. In addition, the signs
would include information regarding club meeting dates, location, and times in
order to welcome citizens to join in service to the community.
The service club signs are considered to be public service signs per Renton
Municipal Code, and are therefore exempt from sign code regulations. The
signs require right-of-way use permits from the Board of Public Works, which
have been approved subject to conditions. The Committee determined that no
further action is necessary. MOVED BY NELSON, SECONDED BY
CORMAN, COUNCIL CONCUR IN THE COMMITTEE REPORT.

Appointment: Library Board Community Services Committee Chair Nelson presented a report
recommending concurrence in the Mayor's appointment of Lynne Shioyama to
the Library Board for a five-year term that begins June 1, 2003, and expires
May 31, 2008. This appointment replaces Judith Milligan who has served two
consecutive five-year terms. The RCW limits the appointment of Library
Board members to two consecutive terms. MOVED BY NELSON,
SECONDED BY CORMAN, COUNCIL CONCUR IN THE COMMITTEE
REPORT. CARRIED.
Councilwoman Nelson stated that Ms. Shioyama has volunteered at the library
and will be an asset to the Library Board.

Mission
To empower Puget Sound Access members to produce television
programming responsive to the diverse range of
perspectives, issues, & interests of their communities.
Background
Puget Sound Access (PSA) is a 501(c)(3) non-profit organization created to bring
communications tools to South King County residents. Our member cities consist
of Kent, Burien, Tukwila, Auburn, Renton and SeaTac. Our mission is to provide
equipment, training and services and allow access to resources to help aid
community communication.
Currently, PSA has eleven members on its Board of Directors. This membership
consists of representatives from each of the city departments as well as
community members. PSA is funded through a charitable trust negotiated with
AT&T to provide cable access services for South King County.
PSA fully expects to become a flourishing access facility within a year of
operation. Our initial plans include two studios, a master control center for
playback operations, dedicated space for meetings and workshops, camera
packs available for check out and digital edit bays for post production.
Productions from the PSA television facility will be seen on the Comcast cable
system in South King County. This channel will reach approximately 65,000
households and the facility will potentially serve over 200,000 people. PSA's staff

will contribute to programming with community events and informational
programs of local significance.
PSA is excited to find a facility that would allow for community members to easily
access its resources as well as become a gathering space. We plan to become a
valuable resource to South King County.
PSA Board of Directors
PSA's Board of Directors consists of eleven appointed representatives of the
member cities. Board meetings take place the third Wednesday of the month.

SUBJECT: Administrative Report
In addition to our day to -day activities, the following items are worthy of note for this week:
ADMINISTRATIVE, JUDICIAL, AND LEGAL SERVICES DEPARTMENT
• The City of Renton website, www.ci.renton.wa.us, will be unavailable from Friday, May 23`d, at 9:00 p.m.,
until Saturday, May 240, at 12:00 noon. The company that hosts our City site is improving system
administration, hardware maintenance, and overall technical support by centralizing its servers. The company
has scheduled this disruption during lower -volume weekend hours to minimize the impact on customers. It is
estimated that the site will be offline for approximately 14 hours.
COMMUNITY SERVICES DEPARTMENT
• The Rose Turner Guild, a social service club in Renton, recently donated $250 to the City of Renton
Scholarship Fund, which offers Renton residents of all ages an opportunity to participate in city -sponsored
programs. During the first two hours of the opening day of summer activity registration at the Community
Center, seventeen scholarships were awarded for a total of $1,023. The demand for scholarships has now
exceeded available funds and a waiting list has been established.
• The Recreation Division just completed the twentieth week of the ball field schedule. To date, the Park
Maintenance crew has prepared for 720 scheduled uses of the ball fields, including 575 games, 104 practices,
and 224 field preparations, for a total of 1,513 hours.
• The youth track and field program started last week. For ages 6 to 14, the program has grown from 31

collaboration of the recreation departments of the cities of Renton, Auburn, Issaquah, and Snoqualmie.
• A special Memorial Day celebration on Monday, May 20h, at 4:00 p.m., will officially dedicate the Veterans
Memorial Park located at the northeast corner of South 3rd Street and Main Avenue. Five branches of the
Armed Forces will present the colors and a Navy Band will provide the entertainment during the event. Main
Avenue, between 2nd and 3`d Streets, will be closed to accommodate the crowd. Bleacher seating will be
provided. Event parking will be available at the 200 Mill Building and the Renton Public Library, both located
on Mill Avenue South.
Registration is now open for the 2003 City of Renton Day Camps, designed for kids aged 4 to 14. Most camps
run from June 23`d through August 15`h with varied hours. For more information or to register for a camp,

• On May 13'h, the Water and Health Committee of the Seattle City Council approved granting the City of
Renton an access easement over Seattle's Eastside Water Supply Line right-of-way. This easement will allow
access to Renton and the Army Corps of Engineers for the construction, maintenance, and operation of the
proposed Cedar River Spawning Channel Replacement Project. It is anticipated that the Seattle City Council
will approve the matter at their May 190' council meeting.
• On Friday, May 1601, the City of Tukwila opened the new South 180th Street under crossing to traffic. The
Friday opening was a bit of a surprise, but the City's traffic operations and water staff were able to adjust
traffic signal timings and perform a final check on the water line valves in time to accommodate the opening.

total budget for the project is $70,000 and is funded by The Street Overlay Program. The
Engineer's estimate for the construction of the 2003 Slurry Seal, under this contract, is
$69,012.00. Although only one bid was submitted, this result was not unexpected as the

Monthly parking: $45 per month
The $45 monthly rate is the same as the rate charged by the Renaissance apartment
building across the street. Staff recommends that we match the Renaissance's rate, as
they have already established it to be a fair price for monthly parking downtown.
In the hourly parking area of the garage, two hours of parking will be provided for free.
This provides ample parking for visitors to Renton's shops and restaurants. After the first
two hours, parking rates will be as listed above.

There is no area set aside in the garage for Park & Ride.
Anticipated annual costs for the parking garage are $67,000. Under the proposed parking
rates, if 115 of the monthly parking stalls are sold, they will bring in annual revenue of
$34,020. Also, if 115 of the hourly parking stalls collect a $2.00 parking fee each day,
they will bring in annual revenue of $35,770.

This action is to set the date for the second required public hearing on the future zoning for the
2.23-acre non -street portion of the annexation site and to consider an ordinance annexing the
subject 2.7-acre site into the City.
On April 22, 2003 a special annexation election was held by King County Records, Elections
and Licensing. The results of this special election were unanimous: property owners voted to
be annexed to the City and to assume their fair share of the City's outstanding indebtedness.
They also voted unanimously in favor of having R-8 single-family zoning, at 8 units per net
acre imposed on the site when it comes into the City.
STAFF RECOMMENDATION:
• Set June 2°d, 2003 at 7:30 PM for the second public hearing on the future zoning of the
Vuong Annexation site; and
• Set June 2°d, 2003 at 7:30 PM for consideration of the ordinance bringing the 2.7-acre
Vuong Annexation site into the City, requiring property owners therein to assume a
proportionate share of the City's bonded indebtedness, and rezoning the site from King
County's R-6 Zone to Renton's R-8 Zone.

• Should the Council accept the certified results of the Vuong Annexation Special Election
held on April 22, 2003 for the Vuong Annexation in which 100 % of the residents
supported annexation, the assumption of bonded indebtedness by property owners, and
annex this 2.70 acre site?
RECOMMENDATION:
• Adopt an ordinance based upon the results of the April 22, 2003 Vuong Annexation
Special Election annexing the 2.25-acre Vuong site and abutting SE 116`h Street right-of-
way into the City; and
• Adopt R-8, Residential 8 du/net acre zoning for the non -street portion of the annexation
site.
BACKGROUND SUMMARY:
In December 2001 the city submitted the Notice of Intention package for this annexation with
the Washington State Boundary Review Board for King County. On February 8, 2002 the
Boundary Review Board issued its closure letter for this annexation approving it subject to
filing with King County any franchise or permit applications, as required, or other statutory
requirements specified in the Notice of Intention.

On January 27`h, 2003 after a briefing by staff the Council authorized by resolution the
holding of a special election for Vuong Annexation. King County Records, Elections and
Licensing Services conducted this special election on April 22, 2003 and May 7", 2003
notified the City of their certified results. Those voting voted: 1) unanimously to be annexed
into the City of Renton; 2) unanimously for property owners to assume their fair share of the
City's bonded indebtedness; and, 3) unanimously for R-8 zoning to be imposed upon
annexation into the City.
In its issue paper of January 3, 2003 on this annexation the Administration reported that the
proposed annexation was consistent with the Comprehensive Plan and its policies related to
annexation as well as the objectives of the Boundary Review Board. It also reported that the
proposed R-8 prezone was in the public interest, helped preserve property rights, was not
materially detrimental to the public welfare or the properties of other persons in the vicinity,
and was potentially classified for this zone based upon the fact that it was in an area
designated Residential Single Family on the Comprehensive Plan Land Use Map. Since the
site was outside of the City at the time the time the last area land use analysis and area
zoning was done, it was not specifically considered at that time.
CONCLUSION:
The Vuong Annexation site, located in Renton's adopted Potential Annexation Area, has
been found to be generally consistent with annexation policies in Renton's Comprehensive
Plan. It was also found by the Boundary Review Board for King County to comply with
their review criteria as well. The estimated fiscal impact upon the City was found to be
minimal as well, going from an estimated $392 deficit upon annexation to a $107 deficit
upon full build out. There were also no identified impediments to the extension of City
services to the site. Therefore, annexation of the Vuong Annexation site into the City of
Renton is found to be in the public interest.
The Vuong Annexation site was also found to comply with City's specified review criteria
and is potentially classified for the R-8 Zone. This zone would be compatible with King
County's existing R-6 (6 du/gross acre) zoning in the area. Therefore, it is also in the public
interest to rezone the subject site to R-8

AS THE VUONG ANNEXATION, BY THE ELECTION METHOD, AND
SETTING THE TAXATION RATE, ESTABLISHING ZONING
CLASSIFICATIONS, AND FIXING THE EFFECTIVE DATE OF THE

WHEREAS, after public hearing, the City Council enacted a resolution calling for an
annexation by election under RCW 35A.14.015 for an area commonly referred to as the Vuong
Annexation, which area is the property generally bounded by the City of Renton corporate
boundary to the west; approximately the northern edge of NE I & Place, if extended, to the north,
the southern edge of NE I& Street to the south, and the western edge of 137"' Avenue NE, if
extended, to the east, legally described in Exhibit A attached hereto and incorporated by reference
as if fully set forth; and
WHEREAS, said resolution also called for an election on a proposition that the property
in the Vuong Annexation should be subject to existing bonded indebtedness; and
WHEREAS, said resolution also called for an election on the proposition that all property
located within the territory to be annexed, excluding street right-of-ways, shall, simultaneous with
the annexation, have imposed the City of Renton zoning regulations, prepared under RCW
35A.14.340, with a comprehensive Plan designation of residential single family (RS) and a zoning
designation of R-8; and
WHEREAS, said proposed annexation had been submitted to and approved by the King

WHEREAS, an election was held pursuant to State statute; and

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON,
WASHINGTON, DO ORDAIN AS FOLLOWS:
SECTION I. There has been filed with the City Council of the City of Renton,
Washington, certified election results indicating a sufficient majority was received approving the
Vuong Annexation to the City of Renton and such annexation has been approved by the King
County Planning Review Board. The City Council finds it to be in the best interest of the citizens
of the City of Renton to annex and does hereby annex the territory submitted to the voters as the
Vuong Annexation situated in King County, Washington, as contiguous, proximate and adjacent
to the present corporate limits of the City and as more particularly described by its legal
description as set forth in Exhibit A and graphically shown on Exhibit B, attached hereto and
incorporated in full by this reference.
SECTION II. The territory set forth in this ordinance and for which said election
results were certified for annexation should be and is hereby made a part of the City of Renton.
The area shall be assessed and taxed at the same rate on the same basis as property within the City
of Renton to pay for all or any portion of the outstanding indebtedness of the City of Renton,
which indebtedness has been approved by the voters, contracted for, or incurred prior to or
existing at, the date of annexation.
SECTION III. Zoning for the annexed area is hereby designated as R-8, with a
Comprehensive Plan designation of residential single family (RS).

Question?
As a resident of unincorporated King County that is just east of the City
limits, I am curious if the city has any plans to develop some parkland in this
area. I strongly feel that a nice park on the eastern City limits would go a
long way toward City/County relationships.
Supporting details:
I call Renton my home even though I don t live within the city limits. I am a
believer in the city and see many of the great things the city does for its
residents. I was a huge opponent to the incorporation of `Briarwood' a few
years back for 1 knew what becoming a city meant, both good and bad. Many of my
neighbors don't have the same feelings as I do. They see Renton as a dark cloud
that is coming east to spread sewers and apartments everywhere.
I usually explain to them that this is not the case and that I would rather
have the Renton City Council to express my concerns to than drive into Seattle
to visit with the King County Council. I have witnessed the City bending over
backwards to keep residents happy, I know you are responsive to citizens
concerns.
I usually give them an example of what would have happened if we had
incorporated. I tell them to look north to the City of Newcastle. The majority
of new construction is apartment complex after apartment complex. Had the
Briarwood incorporation succeeded, we would have a similar mass of apartments
along SE 128th St instead of single-family residences. Yes, there are a lot of
them, but they/Ere homeowners who take pride in their homes and neighborhoods
and most likely will be a contributor to the betterment of Renton. As promised
by the CITY OF RENTON, no apartments were planned and to date, we haven/Et seen
one built yet.
I didn/Et intend to write a long letter, (too late) so I will try to wrap it up.
The City of Renton shouldn/Et have to sell themselves to the areas east of
Renton, however, It woul�o da longway in the eyes of the, nay_ Savers to see
one of RentonfEs beautiful parks developed in an area that is strapped for
recreational areas to take their families.

Any chance we could get ozone water filters instead of
chlorine in the new pools?
"In cleaning water, ozone is more efficient even than
chlorine, in fact an ozone level of 0.04ppm in
just 4 minutes has been shown to kill bacteria, mold and
fungus. Giardia and Cryptosporidium cysts
are susceptible to ozone but are unaffected by normal levels
of chlorine in water. Ozone is 25 times
more effective than hypochlorous acid, 2,500 times more
effective than hypochlorite, and 5,000 times
more than chloramine. (Results measured by the time needed
to kill 99.99% of all micro-organisms).
Chlorine reacts with organic materials to form chloroform,
carbon tetrachloride etc generally known
as trihalomethanes. These have been implicated as
carcinogens in the development of kidney,
bladder and colon cancer. However, ozone when used
repeatedly and in conjunction with charcoal,
reacts with organic materials to break them down into
simpler compounds that are not dangerous.
Ozone swimming pool cleaners are very popular and one of the
reasons is that when water is
ozonated, algae is oxidized and floats to the top, metabolic
by products of algae are oxidized also,
removing odor and taste. So cleaning the pool is not such a
frequent or time-consuming job,
chemicals are not required and the water is smelling good
and clean (...just makes you want to jump
in)."

The Committee requested a briefing regarding the Renton Highlands Lion's Club proposal to
erect service club signs in the public right-of-way near the city limits. The signs would
include logos for four service clubs: Lion's, Kiwanis, Rotary and Soroptimists. In addition,

to welcome citizens to join in service too the community,

AMENDING SECTIONS 4-5-040.A, 4-5-050.G AND 4-5-100 OF CHAPTER
5, BUILDING AND FIRE PREVENTION STANDARDS, OF TITLE IV
(BUILDING REGULATIONS) OF ORDINANCE NO. 4260 ENTITLED
"CODE OF GENERAL ORDINANCES OF THE CITY OF RENTON,
WASHINGTON" BY ADOPTING THE CURRENT UNIFORM CODES.
THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO ORDAIN
AS FOLLOWS:
SECTION I. Section 4-5-040.A of Chapter 5, Building and Fire Prevention
Standards, of Title IV (Building Regulations) of Ordinance No. 4260 entitled "Code of General
Ordinances of the City of Renton, Washington" is hereby amended to read as follows:
A. ADOPTION:
The National Electrical Code, 1999 Edition, published by the National Fire Protection
Association, is hereby adopted as the National Electrical Code, 1999 Edition, for the City of
Renton, and may hereafter be designated as "City of Renton Electrical Code, 1999."
SECTION II. Section 4-5-050.G of Chapter 5, Building and Fire Prevention
Standards, of Title IV (Development Regulations) of Ordinance No. 4260 entitled "Code of
General Ordinances of the City of Renton, Washington" is hereby amended to read as follows:
4-5-050.G: WASHINGTON STATE ENERGY CODE ADOPTED:
The 2001 Washington State Energy Code as adopted by the State of Washington Second
Edition (Chapter 51-11 WAC) and 2000 Washington State Ventilation and Indoor Air Quality
Code, Second Edition (chapter 51-13 WAC), is hereby adopted by reference.

4-5-100: UNIFORM PLUMBING CODE:
A. ADOPTION:
The Uniform Plumbing Code, 2000 Edition, as published by the "International
Association of Plumbing and Mechanical Officials" and Washington Administrative Code
sections 51-56 and 51-57 are hereby adopted by reference.
B. STATE AMENDMENTS TO UNIFORM PLUMBING CODE:
Whenever there is a discrepancy in the requirements between the Uniform Plumbing
Code, 2000 Edition, as published by the "International Association of Plumbing and Mechanical
Officials" and Washington Administrative Code sections 51-56 and 51-57, the Washington
Administrative Code sections will be deemed to have amended the Uniform Plumbing Code,
2000 Edition, as published by the "International Association of Plumbing and Mechanical
Officials."
C. CITY AMENDMENTS TO UNIFORM PLUMBING CODE:
Section 102.3: Amend the first paragraph of section 102.3 of the UPC, relating to
violations and penalties, to read pursuant to RMC Section 1-3-2, Civil Penalties.
