The project also proposes to provide a play structure and grass over the vault. The project does not propose to “increase” the impervious surface. Currently, the detention pond HIGH WATER surface area is approximately 4,677sf. The detention vault design is required to conform to the 2017 Renton SWDM and in discussions with the city, that the vault performance and water quality criteria must match the designed detention pond. DEVELOPED CONDITIONS The project proposes to replace the existing pond with a combined detention/wet vault and cover the remaining area with grass and a play structure. Additionally, it is assumed that the pond surface area is considered impervious surface and any proposed impervious shall not exceed the designed pond surface area. Furr Engineering Services, through records request from the city, obtained a copy of the “Preliminary” Gurudwara Singh Saba Church Drainage Report, as well as, the “Phase1 and 2 - Construction Plans. APPROVED CONSTRUCTION PLANS The partial plan set (C1, C3-C10, and C11) was prepared by SEGA Engineers, Greg Thesenvitz, PE. Review of the plans showed that the pertinent drainage sheets C3-C7 were signed and approved by A. Henninger “Arneta Henninger”, dated August 21, 1997. Additional review of the Control Structure Detail on sheet C-11 showed that it is an earlier design and does not represent the final design of the control structure. Also, this plan sheet does not have a signature of approval. However, the project proposes to utilize the existing Control Structure and Storm Drainage Manhole by a pipe outlet from the vault to the SDMH. PRELIMINARY DRAINAGE REPORT The report is dated April 19, 1996 and was prepared by SEGA Engineers, Greg Thesenvitz, PE. Review of the “Preliminary” Report does not contain information that supports the approved construction plans, therefore, it will not be used for reference in this report. COMBINED DETENTION/WET VAULT The proposed Combined Detention/Wet Vault will be designed to match or exceed the designed pond volumes per sheet C-3 of the approved Gurudwara Singh Sabha Sikh Temple plan. Below is a list of the required live and dead storage requirements. Required Live Storage Volume = 4,175cf Required Live Storage Depth = 1.50ft Max. WS Elevation = 149.00 Discharge Elevation = 147.50 **the surveyed IE in the Control Structure is 147.22 Required Dead Storage Volume = 5,666cf Required Dead Storage Depth = 3.50 Required Dead Storage Bottom Elevation = 144.00 The proposed vault will have an internal depth of 7ft and a sloped bottom toward the center to comply Section 5.13 of the CORSWDM. The Vault will be 40ft wide and 72ft long. The outlet pipe will be set at 147.22 to coincide with the existing IE’s at the Control Structure SDMH. The provided live and dead storage are shown in the table below. EROSION CONTROL EVALUATION In order to prevent erosion within the project site, the following BMPs will be used approximately as shown in the ESC details on the TESC plan: • Clearing limits will be marked by fencing or other means on the ground. Page 4 • The existing paved driveway will be used as a construction entrance. • Existing catch basins will be fit with inlet protection. • Silt fencing will be placed along the south side of the proposed excavationl. • Mulch will be spread over all cleared areas of the site when they are not being worked. In general, there should be no visual evidence of dumping. Trash and debris cleared from site. Noxious weeds Any noxious or nuisance vegetation which may constitute a hazard to City personnel or the public. Noxious and nuisance vegetation removed according to applicable regulations. No danger of noxious vegetation where City personnel or the public might normally be. Sediment accumulation Accumulated sediment depth exceeds 10% of the diameter of the storage area for ½ length of storage vault or any point depth exceeds 15% of diameter. Example: 72-inch storage tank would require cleaning when sediment reaches depth of 7 inches for more than ½ length of tank. All sediment removed from storage area. Tank Structure Plugged air vent Any blockage of the vent. Tank or vault freely vents. Tank bent out of shape Any part of tank/pipe is bent out of shape more than 10% of its design shape. Tank repaired or replaced to design.
