HomeMy WebLinkAboutEx 05_MDNS Renton Sch Dist Lindbergh HS.pdfMITIGATED DETERMINATION OF NON-SIGNIFICANCE RENTON SCHOOL DISTRICT NO. 403 Lindbergh High School Modernization and Additions DESCRIPTION OF PROPOSAL: The proposed action is the construction of modernization improvements and additions at Lindbergh High School. Work at the high school consists of the construction of two additions and an interior remodel to various spaces of the existing school. The high school will be occupied for the duration of the project. In order to reduce impacts to students and staff, construction will be phased. The scope of work includes: · A 1,630 square foot addition at the main entrance of the building. The addition will be the new location for the Administration and Health Suite. Existing Lobby and Commons will be renovated to accommodate the new Administration location. · A 3,000 square foot addition at the northeast area of the school (known as the Lincoln House) will house four new science classrooms and support spaces. The addition will require demolition of the roof, the north wall and a portion of the east wall of the existing Lincoln House. · The existing science wing of the school will be renovated to modernize science classrooms and support spaces. A 700 square foot mechanical addition will be built on the east side of the existing science classroom wing. · Both science wings will have a rooftop clerestory to bring in daylighting to classrooms. The clerestory will contain mechanical ductwork and equipment to serve classrooms. · The existing Locker Rooms at the Gymnasium will be modernized. New Girls and Boys Locker Rooms will be equally sized and provide shower and changing facilities. A classroom, training room and storage rooms will also be provided. · Interior renovations to support the relocation of various program areas will also be required at the existing Administration Office, which will be demolished and reconfigured for the Counseling Office and Career Center. The existing restrooms at the science wing will also be modernized. · The HVAC systems throughout the existing building and Gymnasium will be upgraded. Other key elements of the environment include required frontage improvements along 128th Avenue SE and the dedication of additional right-of-way. This work will involve the majority of earthwork for the project. An estimated earthwork quantity for the total project is: Cut = 2,100 cubic yards and Fill = 600 cubic yards (Total On-site Cut = 2,000 CY and Fill = 500 CY; Total Off-site Cut = 100 CY and Fill = 100 CY). The proposal will require approval of a Site Plan Review, Frontage Improvements Standard Modification and building/other public works permits from City of Renton. CITY OF RENTON FILE NUMBER: #PRE21-000376 PROPONENT: Renton School District No. 403 LOCATION OF PROPOSAL: Lindbergh High School (LHS) is located at 16426 - 128th Avenue SE in Renton. The subject site is over 37 acres in size and contains three tax parcels (KCA#282305-9004, 282305- 9042, and 282305-9093). The school site is located within the northeast quarter of Section 28, Township 23 North, Range 5 East, Wm.M. ZONING: R-6 GENERAL POLICY PLAN: Residential Medium Density Renton School District No. 403 Mitigated Determination of Non-Significance Page 2 Lindbergh High School LEAD AGENCY: The Renton School District No. 403 (District) is the lead agency for this Mitigated Determination of Non-Significance (MDNS). The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). This determination assumes compliance with State law and City of Renton (as the permitting jurisdiction) ordinances related to general environmental protection. Issuance of this threshold determination does not constitute approval of the permit(s). This proposal will be reviewed for compliance with all applicable City of Renton (City) codes, which regulate development activities. This decision was made after review of a completed Environmental Checklist and other information on file with the lead agency. This information is available to the public upon request. It is the policy of the District that, when undertaking an action involving the exercise of substantive SEPA authority, the District shall consider, as appropriate under the circumstances, the ramifications of such action as to one or more of the factors listed in Renton School District Policy 6890, Section 3.3 Substantive Authority. The District is currently evaluating these improvements and the need for a modification to City standards. Any modification will require City approval.
